Minutes for the City Council meeting on June 18, 1984

A Public Hearing was held at City Hall at 6:30 p.m. June 18, 1984, concerning the closing of a portion of Apache Drive.

 

A Public Hearing was held at City Hall at 7:00 p.m. June 18, 1984, concerning a MAPC decision to deny a rezoning request at Cole and Nettleton. The party requesting the hearing was not in attendance; therefore, the public hearing was closed.

 

City Council Minutes, June 18, 1984

 

The Jonesboro City Council met in regular session, Monday, June 18, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all aldermen except Mr. Shelton and Mr. Blevins.

 

The minutes of June 4, 1984, were approved as amended by Mr. Stricklin, seconded by Mr. Hannah. All voted aye

 

Mr. Hannah offered the following ordinance: (Lions in City limits)

 

AN ORDINANCE PROHIBITING THE KEEPING OF LIONS WITHIN THE CORPORATE LIMITS OF THE CITY OF JONESBORO, ARKANSAS; AND FOR OTHER PURPOSES

 

Mr. Stricklin moved, seconded by Mr. Sanderson, to amend an ordinance dealing with traffic control. The motion included the deletion of subsection E which prohibited parking on College Street between Main and Flint Street. All voted aye. The following was read for the second reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Mr. Hannah offered the following ordinance: (Sanitation Department Budget)

 

AN ORDINANCE TO AMEND ORDINANCE #1851, THE 1984 BUDGET ORDINANCE

 

Mr. Hannah moved, seconded by Mr. Nix, to amend the ordinance to read the money from the unappropriated sanitation funds instead of unappropriated general fund. All voted aye.

 

Mr. Hannah offered the following ordinance: (Street Department Budget)

 

AN ORDINANCE TO AMEND ORDINANCE #1851, THE 1984 BUDGET ORDINANCE

 

Mr. Hannah moved, seconded by Mr. Schaaf, to suspend the rules and place the ordinance on 2nd reading. All voted aye. Mr. Hannah moved, seconded by Mr. Stricklin, to further suspend the rules and place the ordinance on 3rd reading. All voted aye. Mr. Hannah moved, seconded by Mr. Stricklin to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given #1876.

 

Mr. Hannah offered the following ordinance: (R-2 to R-3 Meadowbrook)

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Province moved, seconded by Mr. Park to suspend the rules and place the ordinance on 2nd reading. All voted aye. Mr. Province moved, seconded by Mr. Bridger, to further suspend the rules and place the ordinance on 3rd reading. All voted aye. Mr. Hannah moved, seconded by Mr. Province to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 1877.

 

Mr. Hannah offered the following ordinance: (Annex off Tanglewood)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2 ); DECLARING AN EMERGENCY; AND FURTHER PURPOSES

 

Mr. Nix moved, seconded by Mr. Hannah to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

The following ordinance was on 2nd reading: (R-3 to C-3 North Main and Gordon)

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading: (Vacate Primrose)

 

AN ORDINANCE TO VACATE THE EAST 105 FEET OF PRIMROSE STREET

 

Mr. Hannah moved, seconded by Mr. Mays to suspend the rules and place the ordinance on 3rd reading. All voted aye. Mr. Hannah moved, seconded by Mr. Mays, to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 1878.

 

The following ordinance was on 3rd reading: (Annex-property on Belt St.)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD; ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2 ); DECLARING AN EMERGENCY; AND FURTHER PURPOSES

 

Mr. Hinson moved, seconded by Mr. Nix to adopt the ordinance. All voted aye. The ordinance was given the number 1879.

 

The following ordinance was on 3rd reading: (Annex-Hickory Heights)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1 ); DECLARING AN EMERGENCY; AND FURTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Hinson to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 1880.

 

Mr. Hannah offered the following ordinance: (Rezone Kissinger property)

 

AN ORDINANCE TO REZONE CERTAIN PROPERTY OWNED BY JEWEL C. KISSINGER AND GLADYS C. KISSINGER, FROM R-1 TO R-2, WITH RESTRICTIONS

 

Mr. Hannah moved, seconded by Mr. Park to suspend the rules and place the ordinance on 2nd reading. All voted aye. Mr. Hannah moved, seconded by Mr. Park to suspend the rules and place the ordinance on 3rd reading. All voted aye. Mr. Hannah moved, seconded by Mr. Park to adopt the ordinance. All voted aye except: Mr. Hinson, Mr. Bridger, Mr. Schaaf, Mr. Mays. Motion failed because of a lack of a majority vote.

 

Concerning an ordinance that was tabled at the June 4th meeting that was read 3 times, Mr. Sanderson moved, seconded by Mr. Hinson, to adopt the ordinance.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

All voted aye. The ordinance was given the number 1881. (Zoning - R-1 to C-2 Spurlock addition)

 

The following bids were on review:

 

84:20                      Walkie Talkie for Police Department - Mr. Hannah moved, seconded by Mr. Sanderson to award the bid to the low bidder meeting the spec. All voted aye.

84:21                     Mosquito Control Chemicals- Mr. Mays moved, seconded by Mr. Hannah to award the bids to low bidders meeting specs. All voted aye.

84:22                     Mosquito Control Truck- Mr. Bridger moved, seconded by Mr. Mays to accept low bid meeting specs. After discussion, the council determined that all bids received did not meet specs., therefore, all voted no and motion failed. Mr. Sanderson moved, seconded by Mr. Hannah to allow mosquito control to use a city truck until bids could be received a second time. All voted aye.

 

Mr. Sanderson moved, seconded by Mr. Stricklin to ask that the Mayor write a letter to the Arkansas Highway Department so that they could review the intersection at Main and Highland and make any changes in the intersection before McDonalds begins to build. All voted aye.

 

Mr. Hannah asked the finance department to study and review a proposed raise for all City Employees.

 

There being no further business, council adjourned.
