III. APPROVAL OF MINUTES

*Minutes for the November 15, 2023 Stormwater Management Board Meeting

Motion to approve the minutes was made by Gillis and seconded by Bevill. The minutes were unanimously approved.

IV. NEW BUSINESS

Wyatt stated the variance request is for 5323 E. Nettleton Avenue. The City requires the building be 1’ above the BFE. The existing building is 1/2’ below the BFE. The current BFE is 246.2’. Sloan stated he owns three other buildings in the area and is trying to revitalize the area. He intends to convert the old Couch’s building into two restaurants and a small retain area. Without a variance, the project is not viable.

Gibson stated the remodel would have to be brought up to code. The BFE on the corner is below the BFE. The lowest adjacent grade that are touching the building need to be raised to the BFE. Gillis questioned if the air units will need to be raised. Bevill commented only new air units need to be raised, not existing ones. Wyatt ask if there was any repetitive loss in the area. Gibson stated no. Gillis made a motion to grant the variance on the condition that all of the things discussed are done. Bevill seconded. All voted aye.

Wyatt suggested Sloan get with his engineer on the low spots.

V. OLD BUSINESS

Wyatt questioned when the floodplain maps would be available. Gibson stated they are still in review.

Wyatt ask if there was anything new with the open space/green space from the last meeting. Smith stated there is a committee but they have not been able to get together for a meeting. There are no changes. Porter ask for the definition of green space. Smith stated he does not have the official definition but is does not include the building or parking space.
