Minutes for the City Council meeting on October 18, 1971

The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, October 18, 1971, at 7:30 p.m.

 

There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Park, Dr. Bowers, Williams, Darling, Stricklin, Mix, Bowers, Harris, Johnson and Knight. Absent: Smith.

 

Mr. Knight moved with Mr. Pierce seconding the motion that speed humps be placed on Scott Street. On calling the roll, voting aye: Pierce, Park, Williams, Darling, Stricklin, Minx, Johnson & Knight. Voting nay: Dr. Bowers, Mr. Bowers and Mr. Harris. Mr. Mix passed. Motion carried.

 

Mr. Johnson moved with Mr. Park seconding the motion that speed humps be placed at N. Acres Apt. Complex. On the roll call, voting aye: Pierce, Park, Williams. Johnson and Knight. Voting nay: Dr. Bower, Darling, Stricklin, Bowers and Harris. Mr. Minx passed. The motion failed.

 

Mr. Knight moved with Mr. Williams seconding the motion that bids to remove the concrete and part of the walk on the Old Roller Mill property to be submitted not to exceed $1750. All present voted aye and the motion carried.

 

Mr. Knight moved with Mr. Minx seconding the motion that the recommendation of the Parking Meter Committee of the Council be accepted as to installing meters on Huntington Avenue which was to place 3 meters on the North side of Huntington by Sterling’s store. All voted aye and the motion carried.

 

Mr. Knight moved with Mr. Stricklin seconding the motion that the following Ordinance which is on its third and final reading, be adopted. All voted aye and the motion carried. Emergency Clause passed unanimously.

AN ORDINANCE TO AMEND ORDINANCE NO. 1204 SAME BEING AN ORDINANCE PROVIDING FOR THE BUILDING CODE FOR THE CITY OF JONESBORO, ARKANSAS

 

Third and final reading for the following Ordinance: (#1312 Fire Prevention code)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1244 SAME BEING AND ORDINANCE PROVIDING FOR THE FIRE PREVENTION CODE OF THE CITY OF JONESBORO

 

Motion by Knight and seconded by Bowers to adopt was passed unanimously. Emergency Clause passed unanimously.

 

Third and final reading for the following Ordinance: (#1313 Housing code)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1205 SAME BEING AN ORDINANCE PROVIDING FOR THE HOUSING CODE FOR THE CITY OF JONESBORO, ARKANSAS

 

Motion by Knight and seconded by Bowers to adopt passed unanimously. Emergency Clause passed unanimously.

 

Third and final reading for the following Ordinance: (#1314 Electrical Code)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1243 SAME BEING AN ORDINANCE PROVIDING FOR THE ADOPTION OF NATIONAL ELECTRICAL CODE BY THE CITY OF JONESBORO, ARKANSAS

 

Motion by Stricklin second by Bowers to adopt passed unanimously. Emergency Clause passed unanimously.

 

Third and final reading on the following Ordinance: (#1315 Stop signs)

 

AN ORDINANCE TO PROVIDE STOP SIGNS ON CERTAIN STREETS AT THEIR INTERSECTION WITH OTHER STREETS; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Motion by Knight, seconded by Bowers to adopt, passed unanimously. Emergency Clause passed unanimously.

 

Mr. Knight moved with Mr. Johnson seconding the motion that the bills as okayed by the finance committee be paid. All present voted aye and the motion carried.

 

Mr. Knight offered the following Ordinance for its 1st reading: (Timber Trails)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED SEPTEMBER 8, 1971; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Dr. Bowers moved with Mr. Knight seconding the motion that the Mayor writes a letter to the Highway Commission requesting that the speed limits on the 63 By-pass be reduced to 45 MPH from Woodsprings Road to the end of the bypass going south and east. All present voted aye and the motion carried

 

Mr. Darling moved with Dr. Bowers seconding the motion that bids be submitted to surface Commerce St. and the old Roller Mill property and that said bids be turned in by 4 p.m. Thursday the 21st of October 1971, at 6:30 p.m.

 

There being no further business, Council voted unanimously to recess until Thursday the 21st of October, 1971, at 6:30 p.m.
