CITY COUNCIL MINUTES JULY 19, 1982

 

The Jonesboro City Council met in regular session, Monday, July 19, 1982, at 7:30 P.M.

Present: Mayor, City Attorney, City Clerk and all aldermen.

 

The minutes of July 5 were approved as mailed on motion by Mr. Park, seconded by Mr. Stricklin.

 

Mr. Hardy Little was appointed to the Forum Commission, on motion by Mr. Sanderson, seconded by Mr. Stricklin and unanimous vote of council. His term will expire in 1989.

 

Mr. Sanderson moved that the City accept the offer from the City of Forrest City to purchase the used mosquito fogger for $1000.00. Motion seconded by Mr. Shelton, all voted aye.

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE AMENDING THE JONESBORO ORDINANCE NO. 1346, AN ORDINANCE REGULATING THE USE OF PUBLIC SEWERS AND DRAINS; AND THE DISCHARGE OF WATERS AND WASTES INTO THE PUBLIC SEWER SYSTEM; PROVIDING PENALTIES FOR THE VIOLATIONS THEREOF AND FOR OTHER PURPOSES IN THE CITY OF JONESBORO, CRAIGHEAD COUNTY, ARKANSAS

                     

Mr. Hannah moved that the rules be suspended and the ordinance, be placed on second reading, seconded by Mr. Shelton, all voted aye. Mr. Sanderson moved the rules be further suspended and the ordinance be placed on third and final reading, seconded by Mr. Hannah, all voted aye. Mr. Stricklin moved for the adoption of the ordinance, seconded by Mr. Hannah, all voted aye. Mr. Stricklin moved for the adoption of the ordinance, seconded by Mr. Hannah, all aye and the ordinance was assigned #1807.

 

The following bids were reviewed for fingerprint equipment for the police department. (See attached)

 

Mr. Park moved that the low bid from National Police Supply be approved, seconded by Mr. Shelton, all voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Bridger, all voted aye and the ordinance was assigned #1808.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE REGULATING PLACING OF OBJECTS ON CITY RIGHT-OF-WAY; BLOCKING VISIBILITY OF DRIVERS; PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

Mr. Mays moved for the adoption of the ordinance, seconded by Mr. Park. Mr. Sanderson voted nay and all others voted aye. The ordinance was adopted and assigned #1809.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

Mr. Rhonny McDaniel, representing the Jonesboro Police Association, read a prepared statement to council requesting the following: $150.00 month raise for police personnel, 5 additional vacation days yearly, fully paid hospital benefits, payroll deduction for union dues.

 

Mr. Hannah offered the following resolution:

 

RESOLUTION TO ENDORSE THE ESTABLISHMENT OF A CIVIL SERVICE COMMISSION

 

Mr. Hannah moved for the adoption of the resolution, seconded by Mr. Johnson. Voting aye: Park, Stricklin, Hinson, Bridger, Smith Hannah, Johnson, Province, Mays and Haggenmacher. Voting nay: Shelton and Sanderson. The resolution was given the number 1982:05.

 

After Mr. Johnny Rickman, representing the Jonesboro Firefighters Association, had addressed council, Mr. Haggenmacher offered the following resolution:

 

RESOLUTION TO AUTHORIZE THE FINANCE DIRECTOR TO WITHHOLD A SUM EQUIVALENT TO UNION DUES FOR WILLING CITY EMPLOYEES

 

Mr. Haggenmacher moved for the adoption of the resolution, seconded by Mr. Johnson. Voting aye: Park, Hinson, Hannah, Johnson, Province, Mays and Haggenmacher. Voting nay: Stricklin, Shelton, Bridger, Smith, Sanderson. Motion passed. The resolution was given the number 1982:06.

 

Mayor advised council that the federal grant for Craighead Forest Park in the amount of $61,000 had been approved. The funds will be used to pave the road, which leads to the twenty-six campsites, build restroom and shower facilities, install electric and water lines and install disposals.

 

Mayor presented a $500 check from the estate of Mr. Joe Martin for use at Craighead Forrest Park, which will be used as match money.

 

Mr. Sanderson offered the following resolution:

 

BE IT RESOLVED by the Jonesboro City Council of the City of Jonesboro wishes to express their thanks, to the estate of Joe N. Martin for their generous donation to the Craighead Forrest Park fund.

 

Mr. Stricklin requested that the City Attorney prepare an ordinance regulating penalties for false alarm reports made to the police and fire departments.

 

Mr. Hannah requested that the City Attorney research the weed ordinance and perhaps shorten the time period not being given persons to remove same.

 

Mr. Sanderson moved that a Public Hearing be held on August 16, 1982, at 7:00 P.M. for the purpose of alley closing running north of Huntington, south of Burke, between Olive and Vine.

 

With there being no further business, council adjourned.
