AN ORDINANCE AMENDING THE CITY OF JONESBORO MUNICIPAL CODE FOR THE PURPOSE OF REORGANIZING THE NORTHEAST ARKANSAS INDUSTRIAL DEVELOPMENT COMMISSION

WHEREAS, the City of Jonesboro, Arkansas, and the County of Craighead, Arkansas, each adopted ordinances in 1986 to create the Northeast Arkansas Industrial Development Commission to promote the continued prosperity and economic health of the public; and
WHEREAS, the ordinances adopted by the City of Jonesboro, Arkansas, and the County of Craighead, Arkansas, conflicted as to the number of commissioners appointed by the city and the county and as to the amount of funds provided by each entity; and
WHEREAS, it is the desire of the City of Jonesboro, Arkansas, and the County of Craighead, Arkansas, to amend the City of Jonesboro Municipal Code to ensure continued cooperation between the city and the county for the betterment of the citizens of this region.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas, that:
SECTION 1: The City of Jonesboro Municipal Code Section 2.80.03 entitled “Commission” and Section 2.80.04 entitled “Contribution” are hereby amended to read as follows:
2.80.03 - COMMISSION. The Commission shall be comprised of seven (7) commissioners, each to be appointed for staggered three-year terms beginning April 1, 2005; four (4) Commissioners (initially, one serving a three-year, two serving a two-year, and one serving a one-year term) to be appointed by the Mayor of the City of Jonesboro and approved by the City Council; two (2) Commissioners (initially, one serving a three-year and one serving a one-year term) to be appointed by the Craighead County Judge; and one Commissioner to be the President of Jonesboro Economic Development Corporation or his designee.
2.80.04 - CONTRIBUTION. The City of Jonesboro shall commencing in 2006, contribute to said Commission, in monthly installments or as otherwise agreed by the City, a sum of no less than $90,000.00 per year. The County of Craighead shall commencing in 2006, contribute to said Commission, in monthly installments or as otherwise agreed by the County, a sum of no less than $45,000.00 per year.
SECTION 2: For compliance with local and state statues and to ensure continued cooperation between the City of Jonesboro and Craighead County for the betterment of the citizens of this region an emergency is hereby declared to exist and this ordinance shall take effect from and after its passage and approval.
