AN ORDINANCE TO AMEND SECTION 8-10 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO BY PROVIDING FOR REGULATIONS AND STANDARDS FOR ELECTRICAL WORK WITHIN THE CITY OF JONESBORO.

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
SECTION 1:  That the Code of Ordinances of the City of Jonesboro, Arkansas, is hereby amended by adding sub-sections 19, 20 and 21 to Section 8-10 which said sub-sections shall read as follows:
 
"(19) The following rules shall apply to underground service lines:
(a)  Only materials approved by local utility shall be used for underground service lines.
(b)  Underground service lines shall be installed at a minimum depth of 42" and below all other utilities where possible.
(c)  Underground service lines shall be properly protected from mechanical damage, a bed of rock free clay shall be placed under cables and be covered with rock free clay 4" above cables.
(d)  A plastic marking tape, yellow in color and worded to warn workman of buried cable shall be placed in ditch 1" below grade.
(e)  Where risers are placed utility poles, they shall extend in rigid conduit to within 36" of secondary lines and have at least 4" of conductor out of entrance cap.
(f)  Underground lines shall extend from utilities secondaries or pole meter without splice or tap to master switch.
(g)  Where single conductors are used, neutral shall be insulated and have a white covering. Triplex cable can have a yellow neutral or any color different from the other two conductors.
(h)  Underground service lines shall have a minimum carrying capacity of 150 amperes.
(i)  When aluminum conductor is used for underground service, lugs and fittings shall be installed on the conductors only with utility approved inhibitor or protective material.
(j)  A readable map, plat or sketch showing location of all newly installed underground services giving dimensions referenced to nearby permanent objects shall be supplied to the utility, so that the route of the service may be readily located in the field; a copy of same shall also be supplied to owners of property.
 
(20)  The following rule shall apply to wiring for dwellings other than apartments:
(a)  Only one master switch or breaker shall be installed for each entrance.
(b)  Master switch or breaker shall be installed at the outer end of entrance and entrance shall not be concealed.
(c)  The National Electrical Code shall be enforced as to placement of receptacles and circuits required for each room.
(d)  The National Electrical Code shall be enforced as to type receptacles and conductor used in wiring of dwellings.
(e)  Pre-fabricated wiring in homes and trailers shall conform to latest National Electrical Code before authorization for connection is given local utility.
(f)  All services masts shall be mounted, and/or guyed to support strain of service lines.
(g)  Aluminum wire used in the wiring of buildings shall be installed to conform to the manufacturer's recommendations and code requirements.
(h)  All major appliance of 350 watts or more shall be reported to city inspector and all appliances requiring an additional circuit shall be installed by a licensed electrician and permit and inspection secured.
 
(21)  The following rule shall apply to industrial and commercial wiring:
(a)  No permit shall be issued until utility has given the electrical contractor information on the voltage and type service to be used.
(b)  All additions or new wiring shall be done by a licensed electrician and a permit and plans shall be furnished local utility before work is begun.
(c)  Four wire three phase 120/240 volts shall have a white neutral and high leg of a different color from the other two phase wires of permanent colors.
(d)  Entrance conductors shall be of sufficient length to connect to service lines without splice.
 
SECTION 2:  It is found and declared by the City Council that the existing general minimum standards for electrical wiring within the City of Jonesboro are inadequate to safeguard persons and building and their contents from electrical dangers and hazards and that additional regulations are needed to protect the public interest and safety of the citizens of Jonesboro, Arkansas, and therefore, an emergency is hereby declared to exist and this Ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect from and after its passage and approval.
