TRAFFIC STUDY
Councilman Street moved, seconded by Councilman Moore to rank the following companies for the traffic study: 1) Associated Engineering 2) Peters and Associates and 3) Kimberly Horn and Associates and authorized the negotiating team of Mayor Brodell, City Planner Glenn Batten, and Councilman John Street to begin negotiations. All voted aye.
ENGINEERING
Councilman Dover recommended a procedure be developed for following up on complaints and concern of citizens. He asked if anyone was checking on the culverts for debris. Street Superintendent Gene Barnett recommended a small crew be used that did nothing but check on culverts, but stated he did not currently have the man power due to illness of his staff.
STREETS & MATA
Councilman Moore explained problems existed with the flatwork not being completed by contractors regarding ADA sidewalks. As a recommendation by Mayor Brodell, and ADA Director, Suzanne Hackney, Councilman Moore recommended selecting a number of intersections on one contract and bidding the job out with a specific completion date.
Skate Park at Church and Cate
Councilman Street moved, seconded by Councilman Dover approving the paving of the West ½ of the parking lot located on Church and Cate streets for a cost of $3,500.00 to come from the Street Department budget under “Materials”, contingent on approval from ADA Director, Suzanne Hackney. Councilman Farmer questioned if the Parks Committee had approved the asphalting of the lot. Councilman Moore responded saying he had spoken with Councilman Young, Chairman of the Parks Committee who indicated it was all right as long as the funds did not come from his budget (Parks Budget). Councilman Street questioned if they had resolved the ADA issues. Councilman Moore stated according to Parks Director Jason Wilkie it was not an issue because everything can be accessed on the lower level. Mayor Brodell concurred. Councilman Moore stated Marilyn Hummelstien and other volunteers would be responsible for overseeing the skate park and it would be no cost to the city with the exception of the asphalt. All voted aye.
Street Sweeper
Councilman Street moved, seconded by Councilman Dover to accept the recommendation of Street Superintendent Gene Barnett to accept the low bid meeting bid specifications (after trade in) of River City Hydraulics for a street sweeper at a budgeted cost of $95,425.00. Mr. Barnett explained Arkansas Power Steering did not allow for a trade-in, which was part of the specifications. River City Hydraulics provided for $9, 361.00 trade-in of the old sweeper, making them the low bidder. All voted aye.
