A RESOLUTION EXPRESSING THE SUPPORT OF THE CITY COUNCIL OF JONESBORO, STATE OF ARKANSAS, FOR THE 1995 HIGHWAY AND ROAD IMPROVEMENT PROPOSAL.

WHEREAS, Governor Jim Guy Tucker and the Arkansas Highway and Transportation Department have proposed the 1995 Highway and Local Road Improvement Program to provide a much needed interconnecting system of four-lane highways to tie the state together and to provide financing for local improvements. This program provides the potential for increasing economic growth, safety, and convenience; and
WHEREAS, all projects included in the Highway and Local Road Improvement Program will be let to contract in seven years and completed in nine years; and
WHEREAS, the Highway and Local Road and Street Improvement Program will provide additional revenues annually to the City of Jonesboro and to each of the respective incorporated municipalities and counties for the exclusive use in maintaining and improving their respective roads, bridges, and streets; and
WHEREAS, the program will create more than 190,000 new jobs over the life of the program and $11 billion in economic activity; and
WHEREAS, the Governor and the Arkansas Highway and Transportation Commission has researched this issue extensively and found that this program is the most cost effective and cost saving way to achieve a comprehensive highway system in Arkansas; and
WHEREAS, the citizens of Arkansas have overwhelmingly voiced their concern about the lack of adequate roads and need for local road improvements. More than 36.8 per cent, or 1.290 million dollars of the total cost of 3.5 billion dollars in improvements directly relates to road improvements for the City of Jonesboro, Craighead County and Northeast Arkansas.
NOW, THEREFORE BE IT RESOLVED, BY THE CITY COUNCIL:
That the City Council of the City of Jonesboro, State of Arkansas, supports the 1995 Highway and Road Improvement Program to be voted on January 9, 1996 and encourages all of the citizens of the county to study the proposal and vote "YES" for both Proposition Numbers 1 and 2 on January 9, 1996.
