Minutes
January 8, 2003
The Nominating and Rules Committee met Wednesday, January 8, 2003 in Room 110 of City Hall, 515 W. Washington, Jonesboro Arkansas. A full quorum was in attendance. Present were: Paul Copeland, Tim McCall, Chris Moore, and Alec Farmer. Others in attendance were: City Clerk, Donna Jackson, Bill Ebbert, Doug Formon, Greg Chance with KASU, and Keith Inman with the Jonesboro Sun.
Pursuant to the Rules of Order and Procedure adopted by the City Council on Monday, January 6, the Nominating and Rules Committee met for the purpose of completing the duties assigned in section 2.20.16(A) of the procedures.
Under this section, the Nominating and Rules Committee was charged with the task to “determine the number of City Council committees, their function, and membership of such committees.” The authority to establish such committees is provided in ACA 14-508-301(A).
Councilman McCall moved, seconded by Councilman Moore for the appointment of Councilman Paul Copeland, to serve as Chair of the Nominating and Rules Committee. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, McCall, and Moore.
After much discussion, Councilman Moore moved, seconded by Councilman Farmer for the following committee structure:

When the need arises for a Professional Services Committee, the committee that the issue pertains to will become the Professional Services Committee (i.e. Drainage Contractors would go before the Infrastructure Committee who would act as the PSC for that issue).
The committees will consist of the following members:

* Pursuant to the Rules of Order and Procedures section 2.20.12 (A) - “The members of each committee shall designate the member who is to serve as chairperson of each committee.” Until each committee has had an opportunity to meet and select the chairman, the Nominating and Rules Committee designated a Presiding member to call the initial meeting.
The Nominating and Rules Committee tried to place each Alderman on the committee of their first choice. From that point, we tried to match each Alderman’s expertise and background with a committee they could best serve.
With no further discussion the meeting was adjourned.
