CITY COUNCIL MEETING MAY 19, 1975

 

The Jonesboro City Council met in regular session, Monday, May 19, 1975, at 7:30 p.m. There were present the following: Mayor, City Clerk, City Attorney, and the following named councilmen: Ward, Sanderson, Bridger, Burns, Stricklin, Minx, Bowers, Haggenmacher, Johnson, Hannah and Darling.

 

Mr. Minx offered the following resolution:

 

RESOLUTION TO COMMEND ROBERT FULLER AND THE JONESBORO HIGH SCHOOL HURRICANE CHOIR

                                                                                                                                                   

Mr. Burns moved for the adoption of the ordinance, seconded by Mr. Stricklin. All voted aye, motion carried. The resolution was given the number 1975:07.

 

Mr. Minx moved, seconded by Mr. Smith, that the city cooperates with the State up to $3000 on building a bikeway from ASU to Race Street. All voted aye, motion carried.

 

On motion by Mr. Smith, seconded by Mr. Ward, council approved cutting the right-of-way requirement for a sidewalk across the Missouri Pacific Tracts southeast from Race and Willow Road from 30 feet to six feet, this being part of the Community Development Block Grant work. Roll call, voting aye, Ward, Sanderson, Bridger, Burns, Stricklin, Minx, Smith, Bowers, Johnson, Hannah and Darling, Haggenmacher pass Motion carried.

 

Mr. Burns offered an amendment to the Ark-la Gas Company that the tax increase, become effective last January, seconded by Mr. Bowers. All voted aye, motion carried.

 

The following ordinance was on third and final reading:

 

AN ORDINANCE TO AMEND SECTION 13-70 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, INCREASING THE LICENSE TAXES FOR ARKANSAS-LOUISIANA GAS COMPANY AND THE TIME WHEN SAID TAXES WILL BE DUE

 

Mr. Bowers moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hannah. All voted aye, motion carried. The ordinance was given the number 1453.

 

Mr. Burns moved, seconded by Mr. Bridger, that the city request from Ark-La an accounting of monies collected. All voted aye, motion carried.

 

Mr. Bridger presented recommendations to council from the parking authority requesting that all parking meters be removed from the 400 block of South Main, that parking meters be taken from in front of the new parking lot in the 300 block of South Main and that two meters be removed from the front of Rankin’s Furniture Town at Main and Monroe to make room for a “fast loading zone”. On motion by Mr. Hannah, seconded by Mr. Bowers, these recommendations were approved. All voted aye, motion carried.

 

Mr. Bowers moved, seconded by Mr. Bridger that the city advertises for bids for an 80x40 lot at 406 Bridge Street. All voted aye, motion carried.

 

The following ordinance was on third and final reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, CRAIGHEAD COUNTY, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED JANUARY 2, 1975 ASSIGNING SAID ANNEXED TERRITORY TO WARD 4, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Smith moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin. All voted aye, motion carried. The ordinance was given the number 1450.

 

Mr. Smith read a letter from Candlewood Estates stating that the company agrees to pay up to $2000 for black topping of Neely Road to the entrance of the subdivision.

 

The following ordinance was on third and final reading:                     

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, CRAIGHEAD COUNTY, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED FEBRUARY 28, 1975, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4 DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Stricklin moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Ward. All voted aye, motion carried. The ordinance was given the number 1452.

 

The following ordinance was on third and final reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, CRAIGHEAD COUNTY, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED FEBRUARY 14, 1975, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4 DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Bowers moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin. All voted aye, motion carried. The ordinance was given the number 1451.

 

Mr. Smith moved with Mr. Bowers seconding the motion that the city spends up to $3,000 to cut and gravel Bittle Street to Forrest Home Road. Roll call voting aye: Ward, Bridger, Burns, Stricklin, Minx, Smith Bowers, Haggenmacher, Johnson and Hannah. Voting nay: Sanderson. Darling passed. Motion carried.

 

Mr. Haggenmacher moved, seconded by Mr. Johnson that the letter from Candlewood Estates be disregarded. Roll call voting aye: Sanderson, Haggenmacher, Johnson, Hannah, Darling. Voting nay: Ward, Bridger, Burns, Stricklin, Minx, Smith and Bowers. Motion failed.

 

Mr. Stricklin moved that the bill be paid as okayed by the finance committee. All voted aye, motion carried.

 

There being no further business, council adjourned.
