IV. SPECIAL MEETING ITEMS
Light presented two handouts to be discussed (1) Model Floodplain Management Ordinance for Arkansas Communities and (2) comments on the “Regulations” and Sections 1 - 3 of the Design Manual.
Light reviewed his comments for the Regulations. He explained that Ordinance adopted must be in compliance with the Model Floodplain Ordinance he provided. He stated that there are some sections that are lacking that need to be reviewed (i.e. developments in floodplains)
Any development work done in the City of Jonesboro needs a Floodplain Permit. This will have to be added to Section 2 and 3. Light suggested incorporating the Design Criteria and Performance Standard into the Design Manual. There was a lengthy discussion on the clarification of where open channels should go. A 4:1 slope is desired on open channels but a 3:1 slope is acceptable. It was discussed putting “Maintenance” in one section of the manual and referring all maintenance requirements to that section.
Light began his comments on the Design Manual. There was discussion on the minimum for the lowest floor elevation. It was decided to not to make the requirement any stricter than what FEMA currently requires. Zolper motioned to require a minimum of 12 inches, seconded by Wilcox. Unanimously approved.
There was no opposition to changing the survey control requirements making them more practical for the City of Jonesboro.
Light discussed working on the As-built section to include data submittals compatible with the pipe inventory database the City is developing and maintaining. Including boundary information for the property was also discussed. Light will prepare a section for As-builts to be reviewed and approved by the Board.
Zolper suggested using USGS maps for any property outside the LIDAR area. Daniels stated that if better data is available it should be used. Zolper agreed that if data, better than the USGA maps, is available it should be used.
There was clarification made that pipe material has to conform to minimum stated requirements for facilities dedicated to the City. Shaw discussed possible problems in coming years as a result of not requiring City facilities and private facilities to use the same pipe materials. Zolper motioned that the requirements are for facilities dedicated to the City. Seconded by Wilcox. Shaw opposed. All others voted aye.
Vance suggested the minimum pipe diameter be 18” but the Street Superintendent should be contacted for his input on the size and clean out capability.
Light stated that the standard curb inlet details in Figure 11 of Appendix 2 is not the City Standard Detail. Figure 11 of Appendix 2 should be changed to reflect the City Standard Detail. Any facilities dedicated to the City needs to meet City standards.
Vance suggested a general statement in the preamble clarifying that all facilities dedicated to the City of Jonesboro must meet City standards.
Light will clarify what curve data is required.
There was a lengthy discussion on fencing requirements around detention basins. Safety of the citizens of Jonesboro was a concern and there was discussion if fencing all detention areas would be the answer in maintaining citizen safety. Zolper and Vance suggested striking 2.4.6 item 8 completely. All agreed. Light suggested putting up signage around City detention areas warning that the area floods. Vance stated that he had a meeting at 10:30 a.m. and Light said that he was at a good stopping point. Zolper ask that the next meeting be in two weeks. The next meeting is scheduled for April 9, 2008 at 8:30 a.m.
VI. ADJOURNMENT
Vice-Chairman Vance adjourned the meeting at 10:12 a.m.
