PUBLIC HEARING - 6:15 P.M. - A public hearing was held as requested by Randy Simpkins regarding the abandonment of a drainage easement located in Ridge Run Phase II Addition. No opposition was voiced.
CITY COUNCIL MINUTES - February 2, 1998
The Jonesboro City Council met Monday, February 2, 1998, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego and 12 council members. Those members were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
The minutes of January 19, 1998, were approved as delivered, by Councilman Bowers seconded by Councilman Roddy. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
At the request of Mr. Charles Wyatt, Councilman Tate moved, seconded by Councilman Roddy to pull Mr. Wyatt’s request to address Council regarding the Sanitation Department and Sanitation rates.
The following ordinance was on the third reading:
ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Suiter Bittle Reality, Bobby Clark)
Councilman Kelton moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given number 3027.
The following ordinance was on the third reading:

Councilman Rega moved, seconded by Councilman Fletcher for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given number 3028.
The following ordinance was on the third reading:

Councilman Young offered the following ordinance for the first reading:
AN ORDINANCE TO VACATE A DRAINAGE EASEMENT LOCATED IN RIDGE RUN PHASE II ADDITION (RANDY SIMPKINS)
Councilman Tate moved, seconded by Councilman Rorex to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Rega moved, seconded by Councilman Kelton to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Young moved, seconded by Councilman Kelton for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given number 3030.
The following ordinance was on the third and final reading:
ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT.
Councilman Young moved, seconded by Councilman Kelton for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given number 3031.
At Mayor Brodell’s request, Councilman Kelton moved, seconded by Councilman Fletcher to table a resolution to proceed with condemnation action on property located at 3337 E. Nettleton until February 16, 1998. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
At Mayor Brodell’s request, Councilman Crockett moved, seconded by Councilman Bowers to table a resolution placing traffic signs at various locations within Jonesboro until February 16, 1998. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
Under new business Mayor Brodell congratulated Mr. Mike Foster, of the MATA department on his successful completion of the engineering exam.
Councilman Rega moved, seconded by Councilman Crockett for the adoption of a resolution endorsing Dos Cabelleros to participate in the Arkansas Enterprise Zone Program. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given number 1998:17.
Mayor Brodell reported that 1997 was a good fiscal year even though revenues could have been better. He stated there was a $201,000.00 increase in Sales Tax, the lowest increase in Sales Tax in many years, due to 1% refunds (over $2,500.00) being paid to contractors and builders for new construction of single family residential dwellings. Mayor Brodell reported that all departments spent less than what was budgeted, except for the General Fund (over by 5/10's of 1%) which was due to accounting procedural changes. It was reported that collections for General Fund was 109.6% higher than expected. Parking collections was 792% due to the sale of a lot on the corner of Washington and Church. Capital Improvements was 69.2% due to City Water & Light giving $550,000.00 for the purchase of 110 acres of land the last day of the year in 1996, which appeared in the 1997 budget. In closing Mayor Brodell commended each department and department head for a job well done.
Councilman Tate stated he had received several calls about traffic backing up on Church Street if you’re southbound on Matthews, and suggested creating a left hand turn lane. Mayor Brodell stated they would look at it and would report on the matter at the next meeting.
Councilman Rega moved, seconded by Councilman Pratt to approve Councilman Kelton as Vice Mayor for 1998. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
Councilman Pratt inquired about the next Sanitation Committee meeting to discuss the recycling program. Mayor Brodell requested Councilman Pratt to meet with him and Royce Leonard, Sanitation Director instead of waiting for a Sanitation Committee meeting.
With no further business the meeting was adjourned.
