CITY COUNCIL MINUTES, DECEMBER 7, 1981

 

The Jonesboro City Council met in regular session, Monday, December 7, 1981, at 7:30 P.M. Present: Mayor, City Attorney, City Clerk and all aldermen except Mr. Stricklin.

 

The minutes of November 16, 1981, were approved on motion by Mr. Park, seconded by Mr. Shelton and all council voting aye.

 

The following bids were reviewed for four (4) police units:

 

Morgan & Kirk, Paragould                     $9,054.16

 

Mr. Hannah moved the low bid meeting the specs be approved, seconded by Mr. Hinson, all aye except Mr. Haggenmacher who voted nay.

 

The following bids were reviewed for grave openings:

Mr. Hannah moved for the acceptance of low bid, seconded by Mr. Bridger, all aye.

 

The following bids were reviewed for police department cleaning:

Mr. Park moved the low bid be approved, seconded by Mr. Shelton, all aye.

 

Mr. Hannah moved that bidding be waived for equipment insurance and telephone bids be approved, seconded by Mr. Shelton, all aye.

 

Mr. Charles Wyatt spoke to council concerning volunteer fire department should be reinstated and that three men on the fire department are eligible for retirement and should do so and not be replaced as a means of saving money.

 

Arlen Whitley spoke concerning raises and benefits for police department employees.  Mr. Hannah requested that a copy of Mr. Whitley’s statement be furnished to each councilman.

 

Mr. Sanderson offered the following resolution:

 

RESOLUTION - MEMORANDUM OF INTENT, ANHEUSER

 

Mr. Hannah stated that the county should back industry located in the county, not the City.

 

Mr. Sanderson moved for the adoption of the resolution, seconded by Mr. Haggenmacher, all aye except Mr. Hannah and Mr. Shelton. The resolution was given the number 1981:22.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ANNEXING CERTAIN LANDS TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED LANDS TO WARD 3; ZONING SAID LANDS R-2; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton, all aye. The ordinance was given the number 1784.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO PROVIDE FOR THE POLICE OFFICER TRAINING FUND

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES: PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

Mr. Mays moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Shelton, all aye. Mr. Sanderson moved the rules be further suspended and the ordinance be placed on third and final reading, seconded by Mr. Hinson. Mr. Sanderson then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Mays, all aye. The ordinance was given the number 1785.

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE LIMITING THE NUMBER OF LIEUTENANTS IN THE JONESBORO FIRE DEPARTMENT TO TEN AND FOR OTHER PURPOSES

 

Mr. Haggenmacher moved that the bid of $21,000 received from Wesley Cowles for the house at Race Street be approved, seconded by Mr. Shelton, all aye.

 

Mr. Bridger made the following recommendations from the Fire and Police Committee:

 

A.  Across board raises

B.  Private telephones not be removed from sub-stations

C.  Part-time secretary not be funded in 1982, with balance of these funds placed in line item #223 (repair parts and equipment)

 

Mr. Hinson moved that across the board raises of $103.00 for all employees except elected officials, provided finance committee can find additional funds. Motion seconded by Mr. Minx. Mr. Haggenmacher voted nay and all other voted aye.

 

Mr. Hannah moved that a public hearing be set for 7:00 P.M. on December 21, second by Mr. Shelton, all aye.

 

There being no further business, council adjourned.
