Minutes for the City Council meeting on January 4, 1982

The Jonesboro City Council conducted a Public Hearing on January 4, 1982, at 7:00 P.M. for the purpose of hearing those interested in condominium restrictions for the City of Jonesboro. Mr. Bob Gibson spoke concerning the zoning requirements and contended that the condominiums should not be built in R-1 zones but restricted to R-2, with additional setback requirements.

 

Mr. Dan Pierce addressed council and explained how the committee was formed and introduced those serving on the committee to draft the ordinance.

 

Mr. Joe Mahan, President of Chamber of Commerce, read letter to council from the Chamber which endorsed the ordinance. Mr. Joe Tomlinson also read a letter from Mr. Roy Cooper, Chairman of MAPC, which endorsed the ordinance.

 

Mr. Henry Gweschwend spoke concerning the high cost of single-family dwellings in the Unites States, indicating that the average cost of same is $60,000.00. He urged council to give the ordinance serious consideration. After all interested parties had spoken the Mayor declared the Public Hearing closed.

 

CITY COUNCIL MINUTES, JANUARY 4, 1982

 

The Jonesboro City Council met in regular session, Monday, January 4, 1982, the meeting beginning at 8:00 P.M. due to the lengthy public hearing session. Present, Mayor, City Clerk, City Attorney and all aldermen.

 

The minutes of December 21, 1981, were approved as mailed on motion by Mr. Hannah, second by Mr. Shelton.

 

Mr. Haggenmacher offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Stricklin moved the rules by suspended and the ordinance be placed on 2nd reading, second by Mr. Shelton, all aye. Mr. Stricklin moved the rules be further suspended and the ordinance be placed on 3rd reading, seconded by Mr. Minx, all aye.  Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Bridger. Voting aye: Stricklin, Bridger, Minx, Hannah, Johnson, Sanderson, Province and Haggenmacher. Voting nay: Shelton. Mr. Park, Hinson and Mays passed.  The ordinance was approved and assigned #1789B.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR RESIDENTIAL PLANNED UNIT DEVELOPMENT

 

Mr. Hannah offered the following amendment in Section 8 and Mr. Hinson moved for the adoption of the amendment, seconded by Mr. Hannah, all aye.

 

Mr. Minx offered an amendment in Section 6 and moved for adoption of same, seconded by Mr. Stricklin, all aye. Mr. Hannah moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Shelton, all aye. Mr. Sanderson then moved for the adoption of the ordinance as amended, seconded by Mr. Stricklin, all aye and the ordinance was assigned #1790.

 

Mr. Sanderson offered the following ordinance:

 

AN ORDINANCE DIVIDING THE CITY OF JONESBORO INTO SIX WARDS AND REPEALING SECTION 2.4 OF THE CODE OF ORDINANCES FOR THE CITY OF JONESBORO AND OTHER ORDINANCES IN CONFLICT THEREWITH

 

Mr. Sanderson moved that all present aldermen will continue to serve in their present wards until the following election. Motion seconded by Mr. Park and all council voted aye. Mr. Sanderson moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Haggenmacher, all aye. Mr. Sanderson moved the rules be further suspended and the ordinance be placed on 3rd reading, seconded by Mr. Shelton, all aye. Mr. Sanderson moved for the adoption of the ordinance seconded by Mr. Johnson, all aye and the ordinance was assigned #1791.

 

On recommendation of Mayor, Mr. Sanderson moved that Jr. Haggenmacher be appointed to the Public Facilities Board to replace Nancy Haigler and Jerry Brackett be appointed replacing Bob McGough. Motion seconded by Mr. Stricklin, all aye.

 

Mr. Park nominated Ralph Stricklin as Vice Mayor for 1982, seconded by Mr. Shelton, all aye.

 

Mr. Province requested that Mayor ask the Arkansas Highway Department to make a traffic study in school crosswalk on Main Street, at Jonesboro High School

 

Mr. Sanderson moved that the Mayor be authorized to negotiate lease for property between the Nettleton Gin and Fire Station #3. Motion seconded by Mr. Shelton, all aye.
