The Metropolitan Area Planning Commission met in regular session on Thursday, July 8, 1976 in the Court Room at City Hall.
 
The meeting was called to order by the Chairman, Mr. Ralph Morrison.
 
MEMBERS PRESENT: Morrison, Smith, Ball, McDaniel, and Gott.
 
MEMBERS ABSENT: Cooper, Wheeless, Brown, and Morse.
 
OTHERS PRESENT: Gene Martz, O.C. Pickens, and Larry Fugate.
 
Items for business were as follows:
 
#1. A motion was made by Mr. McDaniel and seconded by Mr. Gott to APPROVE the minutes for June, 1976. A vote was taken and the motion was passed unanimously.
 
#2. Jim and Inez Bridger and Buddy and Patsy Bogan request a rezoning from Residential Two to Commercial Four at the following described location: Lots 71, 72, 73 and that part of Lot 70 lying south of the south right-of-way line of Arkansas Highway No. 1 and the west 120.0 feet of Lots 79, 80, 81, and 82 and that part of Lot 83 lying south of the south right-of-way line of Arkansas State Highway NO. 1 all in College Place Subdivision, Jonesboro, Arkansas. General location of this property is described as follow: Being on the south side of East Johnson Avenue between Melrose Street and State Street. A motion was made by Mr. McDaniel and seconded by Mr. Gott to APPROVE the request. A vote was taken and the motion was passed unanimously.
 
#3. Jonesboro Properties requests a zoning of Industrial One for a parcel or property abutting the present city limits of Jonesboro, Arkansas. Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classifications prior to the subject property being annexed to the city. The MAPC is also asked to make a written statement as to what effect the proposed annexation of this parcel of property would have on the city accepting said land. Subject property is described as being a part of the Northwest Quarter of the Southwest Quarter of Section 25, Township 14 North, Range 4 East, more particularly described as follows: Being at the southwest corner of the Northwest quarter of the Southwest Quarter of Section 25, thence North 556.75 feet to the point of beginning proper; thence continue North 100.0 feet; thence North 88.0 degrees 42.0 minutes West 200.0 feet to the point of beginning proper, containing 0.459 acres, more or less, subject to right-of-way of Commerce Drive along the west side thereof. General location is described as being on the East side of Commerce Drive South of Arkansas Highway 18 East, being East of the Jonesboro Industrial Park. A motion was made by Mr. Smith and seconded by Mr. McDaniel to APPROVE the request. A vote was taken and the motion was passed unanimously.
 
#4. Jerry Craft requests a zoning of Commercial Three for a parcel of property abutting the present city limits of the City of Jonesboro. Subject zoning request is submitted under the provision of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the city. The MAPC is also asked to make a written statement as to what effect the proposed annexation of this parcel of property would have on the city accepting said land. Subject property is described as being Lots 1, 2, and 3, of Stratford Heights, Jonesboro, Arkansas. General location of this property is described as being on the Southeast Corner of Stratford Drive and West Washington Avenue. A motion was made by Mr. Gott and seconded by Mr. McDaniel to APPROVE the request. A vote was taken and the motion was passed unanimously.
 
#5. Jerry Craft, Jerry Rohn Craft, Charley Phillips, and George W. Cash request a zoning of Residential Two for a parcel of property abutting the present city limits of the City of Jonesboro. Subject zoning request is submitted under the provision of City Ordinance #1473 providing for zoning classifications prior to the subject property being annexed to the city. The MAPC is also asked to make a written statement as to what effect the proposed annexation of this parcel of property would have on the city accepting said land. Subject property is described as being Lots 4-12, 13, 14, 18, and 19 of Stratford Heights Addition. Also Lots 1-10 of Stratford Heights First Replat, Jonesboro. Also a part of the Southeast Quarter of the Southeast Quarter of Section 14, Township 14 North, Range 3 East of the South 440.0 feet of the West 180.0 feet of Lot 11 of Stratford Heights First Replat , being more particularly described as follows: Begin at the Southwest corner of the Southeast Quarter of the Southeast Quarter of Section 14, Township 14 North, Range 3 East; thence North 88.0 degrees 18.0 minutes east on the section line 664.8 feet to the point of beginning proper: Thence North 88.0 degrees 18.0 minutes East 350.0 feet; thence North 6.0 minutes West 481.0 feet; thence South 88.0 degrees 18.0 minutes West, 350.0 feet; thence South 6.0 minutes East 481.0 feet to the point of beginning proper. General location of this property is described as being on the North side of West Matthews commencing approximately 360.0 feet West of Freeman Street. A motion was made by Mr. Gott and seconded by Mr. McDaniel to APPROVE the request with the stipulation that a new plat be submitted with a certified engineer's signature. A vote was taken and the motion was passed unanimously.
 
#6. John White requests a zoning of Residential Two for a parcel of property abutting the present city limits of the City of Jonesboro. Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classifications prior to the subject property being annexed to the city. The MAPC is also asked to make a written statement as to what effect the proposed annexation of this parcel of property would have on the city accepting said land. Subject property is described as being Lots 3 and 4 in Block C of Spence Subdivision Craighead County, Arkansas. General location of this property is described as being on the south side of Spence Circle being approximately 230.0 feet west of South Caraway Road. A motion was made by Mr. Ball and seconded by Mr. Smith to APPROVE the request with the stipulation that there would be a requirement for placement of curb and gutter and blacktop through Lots 3 and 4 of Spence Circle. A vote was taken and the motion was passed unanimously.
 
#7. Frank A Macon & Nicki Macon request a zoning of Residential One for a parcel of property abutting the present city limits of the City of Jonesboro. Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classifications prior to the subject property being annexed to the city. The MAPC is also asked to make a written statement as to what effect the proposed annexation of this parcel of property would have on the city accepting said land. Subject property is described as being the Nicely Subdivision First Addition being a part of the Northeast Quarter of the Northeast Quarter of Section 23, Township 14 North, Range 3 East, Craighead County, Arkansas, containing 8.88 acres more or less. General location is described as being south of West Matthews and being immediately west of the Oak Hill Terrace Addition. A motion was made by Mr. Smith and seconded by Mr. McDaniel to APPROVE the request with accordance to previous stipulations. A vote was taken and the motion was passed unanimously.
 
#8. Harold Fisher requests preliminary approval of the Fisher Trailer Park and Commercial Property Addition. Subject property is described as all that part of the Southwest Quarter of the Southwest Quarter of Section 23. Township 14 North, Range 4 East lying north and East of the abandoned J.L.C. &E. Railroad right-of-way, being subject to public road right-of-way and less and except the following three tracts to-wit: 1. The North 15 acres thereof; 2. Commence 190.0 feet North of the Southwest corner of said Southwest Quarter of the Southwest Quarter for the point of beginning proper; thence run East 230.1 feet; thence North 300.0 feet; thence West 200.0 feet; thence South 200.0 feet; thence West 30.1 feet; thence South 100.0 feet to the point of beginning proper; 3. Right-of-way for Arkansas State Highway No. 18 along the south side of said Southwest Quarter of the Southwest Quarter as shown by deed record 182, Page 421 at Jonesboro, Arkansas general north of Highway 18 East at Intersection of North Kathleen and Highway 18 East and also known as Ozbirn Pope property containing 22.23 acres. Proposed addition contains 109 Mobile Home spaces and nine lots fronting Arkansas Highway 18 East for proposed commercial development. Subject tract of property is partially in the city limits of Jonesboro, Arkansas. A motion was made by Mr. Gott and seconded by Mr. McDaniel to APPROVE the request with the stipulation that utility easement, Kathleen Street right-of-way and detail sketch of a typical lot be shown. A vote was taken and the motion was passed unanimously.
 
#9. Guaranty, Inc. requests final approval of a replat of Lots 1-9, Lot 17 and Lots 19-21 of the Merrywood Subdivision. A previous replat was approved by the MAPC on the 11th of April 1974 replatting the original Lots 1, 2, 3, 4, 5, & 6 into Lots 1, 2, 3, and 4. Present replat request reestablishes Lots 5 and 6 and substantially reduces the size of a Lot 7 which was originally designated as open area by establishing a building lot now designated as Lot 7, present replat combines Lots 19 and 20 described as being bounded by Nettleton Avenue on the North, Wilkins on the South and Metzler Lane on the East. A motion was made by Mr. Ball and seconded by McDaniel to APPROVE the request. A vote was taken and the motion was passed unanimously.
 
#10. Guaranty, Inc. requests final approval of a replat of Lots 62-65 of the Merrywood Subdivision into Lots 62,63, and 64. A previous replat was approved by the MAPC on the 11th of April, 1974 replatting the same area. Present replat increases the size of Lot 62 and decreases the size of Lot 63. General location of this property is described as being along Metzler Lane and between Wilkins and Merrywood Drive. A motion was made by Mr. Ball and seconded by Mr. Smith to APPROVE the request. A vote was taken and the motion was passed unanimously.
 
#11. Guaranty, Inc. requests final approval of a replat of Lots 43, 44, and 45 and the North 40 feet of Lot 46, Merrywood Subdivision. General location is described as being on the east side of Honeysuckle Lane approximately 110.0 feet North of Wilkins Lane. A motion a made by Mr. Ball seconded by Mr. Gott to be TABLE and resubmitted with next lot plat. A vote was taken and the motion was passed unanimously.
 
#12. John Rankin requests final approval of Rankin's Oak Forest Subdivision, Fourth Addition. General location of this property is described as being north of the present Rankin's Oak Forest Third Addition containing 13.36 acres, more or less. Preliminary approval was granted for this tract of property by the MAPC in March, 1976. A motion was made by Mr. Smith and seconded by Mr. Ball to APPROVE the request. A vote was taken and the motion was passed unanimously.
 
#13. A letter was received and read to the MAPC from Mrs. Jessie B. Gregg requesting the necessary right of way be changed from 82 feet to 60 feet. After discussion a motion was made by Mr. McDaniel and seconded by Mr. Smith to pass a resolution for the Jonesboro City Council to consider action in setting the right of way on Madison Street from 82 feet to 60 feet subject to approval of the Citizens Transportation Committee of the Chamber of Commerce on the Master Street Plan. A vote was taken and the motion was passed unanimously.
 
#14. Ordinance No. 1473. A resolution was passed by the MAPC to request information from the City Attorney as to whether stipulations could be imposed on various subdivisions as the ordinance is now written. This information will be reported at the next meeting.
 
#15. Report on ValHalla Estates Addition. A letter was received and read from Mr. Lindsey, owner of the property. He reported that he was complying with an approved system of terracing the property for drainage and that he had been contacted by the city engineer and was complying with the subdivision stipulations as approved at a previous meeting.
