The City Council of the City of Jonesboro, Arkansas, met in regular session on the above named date at 7:30 p.m. in the City Hall. There were present: Mayor, City Clerk, City Attorney and the following named Councilmen: Berry, Booker, Stricklin, Snow, Stephens, Copeland, Hendrix, Rogers, Johnson and Taylor.

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO VACATE AND ABANDON AN ALLEY OF MONTAGUE’S SUBDIVISION OF BLOCK 42 OF KNIGHT’S SECOND ADDITION TO THE CITY OF JONESBORO, ARKANSAS

 

Mr. Berry made the motion that the rules be suspended and the ordinance be placed on its second reading. Mr. Johnson seconded the motion, roll called. All aye. Mr. Berry then made the motion, seconded by Mr. Booker, that the rules be suspended and the ordinance be place on the third reading. Roll called. All aye. Mr. Berry made the motion, seconded by Mr. Taylor, that the ordinance be adopted as read. Roll called. All aye. The ordinance was given the number 870.

 

Mr. Booker made the motion, seconded by Mr. Berry, that the Mississippi Valley Company be granted a permit to operate an insurance company on the corner of Oak and South Main. Roll called. All aye. Permit granted.

 

Mr. Stricklin made the motion, seconded by Mr. Booker, that the Jonesboro Industries, Inc. be granted a permit to build a warehouse in the Chapman and Dewey Addition. Roll called. All aye.

 

Mr. Snow made the motion, seconded by Mr. Booker, that Lamberth and Smallman be granted a permit to build an ice cream stand on the corner of Washington and Bridge subject to the approval of the Building Committee. Roll called. All aye.

 

Mr. Hendrix made the motion, seconded by Mr. Booker, that C.C. Howell be granted a permit to operate a service station on the corner of Jackson and Union. Roll called. All aye.

 

Mr. Stephens made the motion, seconded by Mr. Johnson, that the Huntington Avenue Church be granted a permit to use the residence on the corner of South main and East Nettleton as offices for doctors. Roll called. All aye.

 

Mr. Berry made the motion, seconded by Mr. Stricklin, that the Walnut Street Baptist Church be granted permission to build an educational building on the Church property. Roll called. All aye.

 

 Mr. Stricklin made the motion, seconded by Mr. Booker, that the bills as okayed by the Finance Committee be paid. Roll called. All aye.

 

Mr. Booker made the motion, seconded by Mr. Stephens, that the Council pay $50 on bill for repairing tile on the property of Mrs. I.J. Cannon broken by heavy machinery. Roll called. Seven voting aye, one pass and two no. Motion carried.

 

Mr. Stephens made the motion, seconded by Mr. Booker, that the City purchases an air spade at $200.00 for the Westlawn Cemetery. Roll called. All aye.

 

Mr. Stephens made the motion, seconded by Mr. Booker, that the City sell the two 30-30 rifles and buy sawed-off shot guns. Roll called. All aye.

 

Mr. Stricklin made the motion, seconded by Mr. Johnson, that the City accepts the report of the insurance committee. Roll called. All aye.

 

Mr. Stephens offered the following ordinance:

 

AN ORDINANCE TO ANNEX LOTS 1 AND 2 OF COBB’S SURVEY OF THE NORTHWEST QUARTER OF SECTION 20, TOWNSHIP 14 NORTH, RANGE 4 EAST TO THE CITY OF JONESBORO, ARK.

 

Mr. Stephens made the motion, seconded by Mr. Rogers, that the rules be suspended and the ordinance be placed on its second reading. Roll called. All aye. Mr. Hendrix made the motion, seconded by Mr. Booker, that the rules be suspended and the ordinance be placed on the third and final reading. Roll called. All aye. Mr. Hendrix made the motion, seconded by Mr. Johnson, that the ordinance be adopted as read. Roll called. All aye. The ordinance was given the number 871.

 

Mr. Copeland made the motion, seconded by Mr. Booker, that the Huber tractor be repaired. Roll called. All aye.

 

Mr. Snow offered the following resolution:

 

RESOLUTION TO LEASE PROPERTY TO JOHN AND ANNE WHARTON

 

Mr. Snow made the motion, seconded by Mr. Booker, that the resolution be adopted as read. Roll called. All aye. The resolution was given the number 1954:08.

 

Mr. Hendrix offered the following ordinance:

 

AN ORDINANCE REGULATING SENDING AND USE OF FIRE APPARATUS OUTSIDE THE CORPORATE LIMITS OF THE CITY OF JONESBORO, ARKANSAS, AUTHORIZING THE MAYOR, CITY CLERK AND FIRE CHIEF TO ENTER INTO MUTUAL AID AGREEMENTS WITH OTHER MUNICIPALITIES; AND FOR OTHER PURPOSES

 

Mr. Hendrix made the motion, seconded by Mr. Rogers, that the rules be suspended and the ordinance be placed on the second reading. Roll called. All aye. Mr. Hendrix made the motion, seconded by Mr. Rogers, that the rules be suspended and the ordinance be placed on third and final reading. Roll called. All aye. Mr. Hendrix then made the motion that the ordinance be adopted as read. Mr. Rogers seconded the motion. Roll called. All aye. The emergency clause was read and voted upon. All voting aye. The ordinance was given the number 872.

 

Mr. Hendrix made the motion, seconded by Mr. Taylor, that Council adjourns. All aye. Council adjourned.
