A. Minutes for the April 16, 2008 and May 21, 2008, Stormwater Management Board Meetings
Motion to approve the minutes was made by Vance and seconded by Daniels. The minutes were unanimously approved.
IV. NEW BUSINESS
A request for an appeal hearing was made regarding on-site detention at a development on Phillips Drive. The developer and the engineer for the project were present. After a short discussion it was decided that the appeal hearing will be held at 8:30 a.m. on Friday, June 27th, in the Haworth Room. A motion was made by Vance and seconded by Daniels. Wilbanks stated that he will be out of town and unable to attend the hearing and Farmer will recuse because of a personal conflict. Farmer ask Light to get clarification from the City Attorney on what is considered a majority vote to get something passed. (Majority of total membership or total of those present). Also, requested that the City Attorney or Assistant City Attorney attend the appeal hearing. Light stated that the Board should have information needed for review by Friday.
V. PENDING ITEMS
Light handed out examples of flood quotes prepared by Daniels. (Attached) Daniels explained that the examples show the cost difference between being above BFE (2’ vs. 1’) and being at BFE. He stated the biggest effect on the cost is the City’s classification. The City would earn more points toward lowering the classification if the City chooses to go with 2’ above BFE. Vance suggested going with 1’ above BFE and preparing a letter to be given to each person that purchases a permit explaining the insurance savings between 2’ and 1’ above BFE. This would allow the individual to make the decision. It was noted that this only applies to properties located in a special flood hazard area. Vance motioned to adopt 1’ above BFE which includes Finished Floor Elevation as defined by FEMA. Daniels seconded. All vote aye. Motion carried.
It was recommended that existing building codes be enforced dealing with Finished Floor Elevations in all areas of the City.
Item B will be discussed at a later time.
Light presented the Board with a handout that is used by Redmond, Washington explaining in-lieu contributions. Light noted that the included flow chart can be used to determine eligibility for in-lieu contributions. Light also stated that Redmond was mapped out into regional facilities, whereas, the City of Jonesboro is not and that they do not include land cost. The City wants to include land cost. The handout mentions a negotiation of fee with the City. Light noted that it is not clear who will negotiate the fee. Farmer stated that it should not be subjective and the in-lieu contribution is a last resort. The Board members will review the information and discuss at the next meeting. Light noted that the included flow chart can be used to make determinations in regards to in-lieu contributions.
VI. STAFF REPORTS
Light recommended that the Board consider increasing the minimum square footage required for site improvements to existing commercial and/or industrial structures for the purpose of requiring preparation of a Stormwater Management Plan. Light recommended increasing it from less than 500 square feet to 2,000 square feet. This will be discussed at the next meeting.
The next meeting will be Wednesday, July 16th, at 8:30 a.m.
