CITY COUNCIL MINUTES, APRIL 20, 1981

 

The Jonesboro City Council met in regular session, Monday, April 20, 1981, at 7:30 P.M. Present, Mayor, City Clerk, City Attorney and all aldermen.

 

The minutes of April 6th were approved as mailed on motion by Mr. Stricklin, second by Mr. Park.

 

The following bids were reviewed for building materials for house of caretaker at Craighead Forrest:

 

Barton Lbr Co.                     $12,802.23

Lowe’s                     12,980.00

Paneling Ctr.                     17,733.18

 

The low bid from Barton Lumber Co. was approved unanimously on motion by Mr. Minx, seconded by Mr. Hinson.

 

The following bids were reviewed for slurry seal:

 

B.A.S.S.                     .73

 

Mr. Hannah moved the bid from B.A.S.S. be approved, seconded by Mr. Hinson, all aye.

 

The following bids were reviewed for a scraper for landfill:

 

Roadbuilders                     $3,500.00

Barton Equip.                     4,250.00

LR Road Machinery                     4,750.00

J.A. Riggs Tractor                     5,250.00

 

Mr. Minx moved the bid from Roadbuilders Equipment Co. be approved, seconded by Ms. Haigler, all aye.

 

The following bids were reviewed for overhead doors at Central Fire Department:

 

Dana Stamper                     $3,621.00

J’Boro Overhead Door                     4,227.90

 

Mr. Stricklin moved that the bid from Dana Stamper be approved with the funds be allocated from un-appropriated funds of General Budget. Motion seconded by Mr. Shelton, all aye.

 

Permission was granted for placing a mobile home at 336 N. Fisher on motion by Mr. Hinson, second by Mr. Park. Mr. Minx voted nay and all other voted aye.

 

On recommendation of the Traffic Safety Officer, the City Attorney was authorized to prepare an ordinance designating traffic control on Stonemill and Timber Ridge, Harvester at Rosewood and Dupwe at W. Nettleton.

 

Ms. Haigler offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE DESIGNATING CERTAIN TYPES OF DRIVING OF A MOTOR VEHICLE AS HAZARDOUS, DECLARING IT TO BE A MISDEMEANOR AND PENALTIES DESCRIBED THEREOF

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE DESIGNATING CERTAIN TYPES OF DRIVING A MOTOR VEHICLE AS FOLLOWING TOO CLOSE, DECLARING IT TO BE A MISDEMEANOR AND PENALTIES DESCRIBED THEREFOR

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE DESIGNATING CERTAIN RESERVED PARKING SPACES; LIMITING PARKING TIMES IN CERTAIN AREAS AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE OF THE CITY OF JONESBORO, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE OF THE CITY OF JONESBORO, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Haggenmacher moved the ordinance be tabled. After discussion on the matter, Ms. Haigler moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Bridger. Voting aye: Park, Stricklin, Shelton, Bridger, Minx, Hannah, Haigler, Province and Sanderson. Voting nay: Hinson, Mays and Haggenmacher. The ordinance was given the number 1758.

 

Ms. Haigler offered the following ordinance:

 

FLOOD CONTROL HAZARDS

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND SECTION 2-85 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, TO INCREASE THE NUMBER OF MEMBERS OF THE JONESBORO PARKS AND RECREATION COMMISSION FROM FIVE (5) TO SEVEN (7)

 

Mayor advised council that the Burlington Northern Railroad had agreed to swap land they owned appraised at $28,350 for land owned by CW&L appraised at $13,000 and a cash settlement from the City of $5,000. The negotiations were made to acquire property for the Main Street Overpass. Mr. Shelton moved the $5,000 be appropriated from Capital Improvements for obtaining the right of way.  Motion seconded by Mr. Stricklin, all aye.

 

Bob Gibson’s name was placed in nomination for reappointment to the CW&L Board. Action will be taken on May 4, 1981.

 

Ms. Haigler moved that the City enter into a contract with HCRS for improvements at Craighead Forest with derived from sale of Nettleton Fire Station as match money. Motion seconded by Mr. Province, all aye.

 

There being no further business, council adjourned.
