METROPOLITAN AREA PLANNING COMMISSION

FEBRUARY 8, 2000

 

MEMBERS PRESENT: Beadles, Gott, Finley, Pitts, Phillips

 

MEMBERS ABSENT: Little, Damron, Krennerich, Shaw

 

The minutes of the January 11, 2000 meeting were approved as prepared.

 

#1 FPUD99-2 Sage Meadows, Inc. requested final approval of plans for a Residential Planned Unit Development containing 65 units on 65 lots on 11.44 acres.  The general location of the property is on the east side of Old Greensboro Road, north of Sage Meadows Boulevard, south of Macedonia Road and west of Western Gales Drive.

 

It was pointed out that all stipulations from preliminary approval had been met.  No opposition was expressed by anyone in attendance.

 

A motion to approve the request was made by Mr. Gott and seconded by Mr. Phillips.  Voting was 5 in favor, 0 opposed, REQUEST APPROVED.

 

#2 RZ00-9 W. Brown Lacy and Lynn Lacy requested approval of rezoning from Residential R-1 to Commercial C-3 for 5.25 acres located on a part of the east half of the SE 1/4 of Section 14, T14N, R3E.  The general location of the property is on the east side of Highway 63 Bypass, north of W. Washington Avenue.

 

No opposition was expressed by anyone in attendance.

 

A motion to recommend approval of the rezoning to the City Council was made by Mr. Pitts and seconded by Mr. Gott.  Voting was 5 in favor, 0 opposed, REQUEST APPROVED.

 

#3 RZ00-10 W. B. Lacy, Jr. requested approval of rezoning from Residential R-1 to Commercial C-3 for 43.74 acres located on a part of the SE 1/4 of Section 14, T14N, R3E.  The general location of the property is on the south side of Dan Avenue, west of Lacy Drive and east of Wheeler Drive.

 

No opposition was expressed by anyone in attendance.

 

A motion to recommend approval of the rezoning to the City Council was made by Mr. Pitts and seconded by Ms. Finley.  Voting was 5 in favor, 0 opposed, REQUEST APPROVED.

 

#4 RZ00-11 Gean and Violet Roberts requested approval of rezoning from Residential R-1 to Commercial C-3 for 1.11 acres located on a part of the NW 1/4, SW 1/4, and part of the SW 1/4, SW 1/4 of Section 33, T!4N, R4E.  The general location of the property is on the east side of Caraway Road, approximately 150' south of Glenn Place.

 

No opposition was expressed by anyone in attendance.

 

Mr. Pitts made a motion to recommend approval of the rezoning to the City Council with the stipulation that site development plans be approved by the MAPC prior to development.  The motion was seconded by Mr. Gott.  Voting was 5 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#5 RZ00-12 Charles Cooper, Genevieve Cooper and Janice Cooper Shelton requested approval of rezoning from Residential R-1 to Commercial C-3 for 17.48 acres located on a part of the SW 1/4, SW 1/4 of Section 33, T14N, R4E.  The general location of the property is on the east side of Caraway Road, approximately 500' south of Glenn Place and 150' north of Oakbrook Drive.

 

No opposition was expressed by anyone in attendance.

 

Mr. Pitts made a motion to recommend approval of the rezoning to the City Council with the stipulation that site development plans be approved by the MAPC prior to development.  The motion was seconded by Mr. Phillips.  Voting was 5 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#6 RZ00-13 Jerry Mariott requested approval of rezoning from Residential R-1 to Commercial C-3 for 0.1959 acre located on a part of the SE 1/4, NW 1/4 of Section 36, T14N, R3E.  The general location of the property is on the west side of Southwest Drive, approximately 600' south of Wood Street. 

 

No opposition was expressed by anyone in attendance.

 

Mr. Phillips made a motion to recommend approval of the rezoning to the City Council with the stipulation that site development plans be approved by the MAPC prior to development.  The motion was seconded by Ms. Finley.  Voting was 5 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#7 RZ00-14 Doyle and Anita Yarbrough requested approval of rezoning from Residential R-1 to Commercial C-4 for 8.98 acres located on the north 300' of the west half of the NW 1/4 of Section.  The general location of the property is on the south side of Southwest Drive, west of Weaver Road.

 

No opposition was expressed by anyone in attendance.

 

Mr. Pitts made a motion to recommend approval of the rezoning to the City Council with the stipulation that site development plans be approved by the MAPC prior to development.  The motion was seconded by Mr. Phillips.  Voting was 5 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#8  PP00-1 Rick Turman requested preliminary approval of subdivision plans for the Paddock, a subdivision containing 108 lots on 28.52 acres.  The general location of the property is on the south side of Rook Road, west of the Missouri Pacific Road and east of Stadium Boulevard.

 

Carlos Wood stated that the owner was going to put curb and gutter and enclose the ditch on the south side of Rook Road even if the City doesn’t participate in the improvements.  He further stated that they had no problem with the City Engineer’s comments and would comply.  Peabody Drive will become a dead end street with a cul-de-sac to be installed.  It was agreed that the subdivision did not need commercial traffic coming through it. 

 

Mr. Pitts made a motion to grant preliminary approval with the following stipulations:

1.  Providing the street grades on Rook Rd.

2.  Performing the drainage work before starting the subdivision including the easement and improvements to the south. 

3.  Compliance with staff and engineering comments contained in the staff analysis

 

The motion was seconded by Ms. Finley.  Voting was 5 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#9 PP00-2 Skip Macon requested preliminary approval of subdivision plans for Nicely Subdivision 3rd Addition.  The subdivision contains 10 lots on 5.259 acres and is a continuation westward of Oak Avenue.  The general location of the property is west of Ferrell Street, south of Matthews Avenue. WITHDRAWN PRIOR TO MEETING.

#10 PUD99-2 At the request of Gary Gibbs, Dr. Beadles allowed Mr. Gibbs to address the MAPC regarding the deletion of brick veneer from the approved plans for the Caraway Commons/Craighead Commons apartments.  It was explained that plans approved by the MAPC in September, 1999 included brick veneer and therefore the MAPC were the only ones that could approve changes in the site plan. 

 

It was pointed out that any and all changes to the site plan including, but not limited to, drainage, streets and parking lots, building placement, would have to be submitted for approval by the MAPC.  Mr. Gibbs was instructed to bring to the MAPC office any changes that may have already taken place.  Dr. Beadles stated that the condition of the roads were so bad that it prevented him from being able to evaluate the site.  Dr. Beadles further stated that emergency vehicles would not be able to service this site in its present state.  The MAPC was informed that some requests for inspections were being delayed because of the road situation.  Mr. Gibbs was asked to take immediate action to get the roads installed as stated to the Inspection Department in December.  Occupancy of the units will not be allowed until all roads, drainage systems and parking lots have been completed as well as final building inspections. 

 

Mr. Phillips made a motion to grant approval of the request to delete brick from the units and with the stipulation that at a minimum, Hardy Board must be installed or other masonry product and still leave the door open for Nova Brick installation.  The motion was seconded by Mr. Pitts.  Voting was 5 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.
