APPEAL HEARING - 7:15 P.M. - Mrs. Mary Mitchell of 500 Ridge Crest, requested the Appeal Hearing scheduled for 7:15 p.m., be postponed till the next council meeting.

 

CITY COUNCIL MINUTES, JANUARY 16, 1995

 

The Jonesboro City Council met in regular session, Monday, January 16, 1995, at 7:30 P.M. A full quorum was in attendance. Present were the City Clerk, City Attorney, and all twelve council members. Vice Mayor, Donnie Wise presided over the meeting, in the absence of Mayor Hubert Brodell who was unable to attend.

 

The minutes of December 30, 1994, (Special Meeting) and the minutes of January 3, 1995, were approved as mailed on motion by Councilman Vance seconded by Councilman Perrin. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Farmer Enterprises)

 

Councilman Hannah moved, seconded by Councilman Vance for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2601.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Parker Estates)

 

Councilman Hannah moved, seconded by Councilman Kelton for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2602.

 

Councilman Harpole offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Phillips Investments)

 

Councilman Vance moved, seconded by Councilman Kelton to suspend the rules and place on second reading. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. Councilman Tate moved to further suspend the rules for a third reading but later withdrew his motion.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (James McDaniel)

                     

Councilman Evans moved, seconded by Councilman Harpole to suspend the rules and place on second reading. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Bid Number 95:01 - Computer Software - Information Systems was pulled for further research.

 

Councilman Harpole moved, seconded by Councilman Vance to set an Appeal Hearing for 6:50 p.m. on February 6, 1995, regarding a rezoning denial by the Metropolitan Area Planning Commission. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Councilman Perrin moved, seconded by Councilman Wise to reset the Appeal Hearing scheduled for Mrs. Mary Mitchell of 500 Ridge Crest for February 6, 1995, at 7:10 p.m. Councilman Hannah reminded the Council that this same appeal hearing had been set two times previously, and recommended the item be pulled from the agenda if Mrs. Mitchell does not show at the next appeal hearing. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Councilman Hannah moved, seconded by Councilman Perrin to approve the hardship mobile home request of Juanita Hogue, and allow a mobile home to be placed at 2004 Barnhill Road. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Under new business, Vice Mayor Donnie Wise acknowledged the Public Affairs students from Arkansas State University.

 

Councilman Vance explained the sales tax for the MATA street improvements would be at 6 percent up to $2500.00 then adjust back to the regular 1 percent county/city tax and the regular 4 percent for state tax.

 

Councilman Rega recognized members of the Jonesboro Jaycees and requested City Clerk, Donna Jackson to read the Mayor's Proclamation declaring January 15, 1995, through January 21, 1995, "Jaycee Week". The Jaycee members in attendance received a standing ovation by the City Council and other Jonesboro citizens.

 

Councilman Evans reported to council members that Mr. Isaac M. Stotts had been recognized with a Special Service Award for community service from the Arkansas Chapter of the Martin Luther King Commission in Little Rock. Mr. Stotts was given a round of applause by the Council.

 

Councilman Kelton announced a Land Use Policy Advisory Committee meeting for January 17, 1995, at 4:30 p.m. and encouraged the Council and public to attend.

 

Councilman Harpole announced a Personnel Committee meeting for Wednesday, January 18, 1995, at 5:30 p.m.

 

Councilman Hannah announced a Sanitation Committee meeting for Wednesday, January 18, 1995, at 7:00 a.m.

 

With no further business the meeting was adjourned.
