Minutes for the City Council meeting on October 16, 1961

The City Council of the City of Jonesboro, Ark. met in regular session at City Hall, Monday night, October 16, 1961, at 7:30 p.m. There were present: Mayor, City Atty., City Clerk and the following named Councilmen: Sammons, Griffin, Field, Smith, Brewer, Snow, Perry, Kenward, Cook, Brickell, Copeland and Ebbert.
Mr. Raymond Heern gave a report on City Park areas, informing Council of 5 desirable and available sites for Parks and recommended that a City Parks and Recreation Committee or Commission be appointed to go further in to the matter. Mr. Smith then made the motion, seconded by Mr. Brewer that the Mayor take the necessary steps to set up a Park Commission. On the roll call, all voted aye. Motion carried.
Mr. Snow moved with Mr. Ebbert seconding the motion that the 7th day Adventist Church be given permission to solicit funds until the 1st of January, 1962. Roll was called. All aye. Motion carried.
Mr. Cook offered an amendment to the Ordinance prohibiting the sale of gas on Sundays. Mr. Cook made the motion, seconded by Mr. Brewer that the amendment of Section 1 be adopted. Roll was called. All voted aye. Motion on the amendment carried. Mr. Kenward made the motion, seconded by Mr. Cook that the rule be suspended and the Ordinance be placed on the third and final reading. Roll was called. Voting aye - Sammons, Griffin, Field, Snow, Perry, Kenward, Cook, Brickell, Copeland and Ebbert. Voting no - Smith and Brewer. Motion carried. Mr. Cook then moved with Mr. Griffin seconding the motion that the Ordinance as amended be adopted. Roll was called. Mr. Brewer voted aye and all other members voted no. Motion failed.
The following Ordinance was automatically on its second reading:
AN ORDINANCE CREATING AND ESTABLISHING THE OFFICE OF PUBLIC WORKS ENGINEER OF THE CITY OF JONESBORO, ARKANSAS: PRESCRIBING THE QUALIFICATIONS THEREFORE AND DUTIES THEREOF AND FOR OTHER PURPOSES.
Mr. Brickell made the motion, seconded by Mr. Snow that the bills as okayed by the Finance Committee be paid. Roll was called. All aye. Motion carried.
There being no further business, Council voted unanimously to adjourn.
