CITY COUNCIL MEETING JUNE 21, 1976

 

The Jonesboro City Council met in regular session, Monday, June 21, 1976, at 7:30 p.m. There were present: Mayor, City Clerk, City Attorney, and the following named aldermen: Bowers, Sanderson, Bridger, Burns, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson, Hannah, Darling.

 

A resident of the Fairview area spoke to Council concerning the drainage problems that exist in this area, and the mayor advised that the matter will be turned over to the Engineering Department for a cost estimate.

 

Mr. Arlis Johnson, Chairman of the Jonesboro Parks Commission, spoke concerning the Council’s action of the previous meeting, and advised them of the accomplishments made under the leadership of Mearl Henry. Mr. Hervey Aycock, Vice Chairman, also spoke to Council and asked that they reconsider their previous actions. Mr. Jim Hannah spoke in behalf of Mearl Henry, and then moved that Council repeal their action of two weeks ago concerning the termination of the temporary position of Parks Director, seconded by Mr. Stricklin. Roll call voting aye: Bowers, Stricklin, Hannah. Voting nay: Sanderson, Bridger, Minx, Smith, Hinson, Haggenmacher, Johnson, Darling. Mr. Burns passed. Motion failed.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGES IN ZONING BOUNDARIES

 

Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hinson, all aye. The ordinance was given #1515.

 

The following bids were opened on used fire trucks:

 

1951 GMC pumper                     $3250.00                     Cash

                     3525.00                     Farville

                     3751.51                     Philadelphia

 

1954 GMC pumper                     5105.00                     Bay

 

Mr. Haggenmacher moved that the trucks be sold to the highest bidder, seconded by Mr. Smith, all aye.

 

Lieut. Bob Smith spoke to Council concerning the intersection at Belt Street which exits from Northside Park and recommended that a stop sign be placed there. Mr. Darling moved that the City Attorney be asked to draw up an ordinance concerning this matter, seconded by Mr. Hinson, all aye.

 

The mayor advised Council that a citizen had contacted him requesting that a stop and go light be placed at the intersection of Matthews and Kitchen. Mr. Sanderson moved that the intersection be designed as originally planned when the property was purchased and plan be presented to Council as soon as an Engineer is hired. Motion seconded by Mr. Darling, all aye.

 

Mr. Darling moved that permission be granted to place a mobile home at 901 W. Burke, seconded by Mr. Bowers, all aye except Mr. Minx who passed.

 

Mr. Burns presented the following resolution:

 

RESOLUTION TO SET THE PROCEDURE FOR CORPORATION ASKING FOR ACT 9 STATUS

 

Mr. Hannah moved for adoption of the resolution, seconded by Mr. Darling with all members of Council voting aye. The resolution was given the number 1976:12.

 

Mr. Sanderson offered the following ordinance:

 

AN ORDINANCE TO REPEAL SECTION 2-19 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, TITLED CITY TREASURER AND TO CONSOLIDATE THE OFFICE OF CITY TREASURER AND CITY CLERK INTO AN OFFICE TO BE DESIGNATED AS CLERK-TREASURER AND FOR OTHER PURPOSES

 

AN ORDINANCE TO TRANSFER THE FINANCIAL AND FISCAL DUTIES OF THE OFFICE OF THE CITY TREASURER TO THE DEPARTMENT OF FINANCE AND ADMINISTRATION AND FOR OTHER PURPOSES

 

Mr. Minx offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNED SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Burns offered the following ordinance:

 

AN ORDINANCE CREATING THE POSITION OF PUBLIC WORKS DIRECTOR CITY ENGINEER FOR THE CITY OF JONESBORO, ARKANSAS; PRESCRIBING THE QUALIFICATIONS THEREOF AND RESPONSIBILITIES THEREOF

 

Mr. Hannah moved that the ordinance be amended in Paragraph (i) under Section IV by deleting “and shall keep this office in the City Hall” and by adding Section VII “All ordinances and/or parts of ordinances in conflict herewith are hereby repealed”. The motion was seconded by Mr. Bridger with all members voting aye.

 

Mr. Bowers moved that the following ordinance be tabled:

 

AN ORDINANCE WHEREBY THE CITY OF JONESBORO, ARKANSAS, HEREBY RELEASES, VACATES AND ABANDONS ALL ITS RIGHTS, TOGETHER WITH THE RIGHTS OF THE PUBLIC GENERALLY, AN ALLEY RUNNING EAST AND WEST THROUGH THE EAST ONE-HALF OF BLOCK “G” OF THE ORIGINAL SURVEY OF THE TOWN OF JONESBORO, ARKANSAS

 

Motion seconded by Mr. Bridger, all Council voting aye.

 

The appointments of Dr. Larry Williams to the Board of Adjustments and Jim Douglas to the Plumber Board were approved on motion by Mr. Hannah, seconded by Mr. Darling with unanimous vote of Council.

 

The following ordinance was on third reading:

 

AN ORDINANCE TO AMEND ORDINANCE, SECTION 2-16 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, DEFINING THE DUTIES OF THE CITY CLERK’S OFFICE

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Sanderson, all aye. The ordinance was given #1516.

 

Mr. Hinson moved that the next Council meeting be held Tuesday, July 6, instead of July 5, seconded by Mr. Sanderson, all aye.

 

There being no further business, Council adjourned.
