CITY COUNCIL MINUTES - JULY 17, 2000

 

The Jonesboro City Council met Monday, July 17, 2000 at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego, and 11 council members. Those members were: Kelton, Tate, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman McCall, was unable to attend.

 

Councilman Perrin moved, seconded by Councilman Young to approve the minutes, from July 7, 2000 as provided earlier. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

The following ordinance was on the third reading:

 

ORDINANCE AMENDING ORDINANCE 954, THE ZONING ORDINANCE TO REZONE FROM RESIDENTIAL (R-3) TO COMMERCIAL (C-3) LOCATED AT 100 W. FORREST STREET. (MAX DACUS JR.)

 

Councilman Perrin moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3234.

 

The following ordinance was on the third reading:

 

ORDINANCE AMENDING ORDINANCE 954, THE ZONING ORDINANCE TO REZONE FROM RESIDENTIAL (R-3) TO COMMERCIAL (C-3) LOCATED AT 100 W. FORREST STREET. (MACK FLEMING)

 

Councilman Rega moved, seconded by Councilman Tate for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3235.

 

Councilman Perrin offered the following ordinance for first reading:

 

ORDINANCE AMENDING ORDINANCE 954, THE ZONING ORDINANCE TO REZONE FROM RESIDENTIAL (R-3) TO COMMERCIAL (C-3) LOCATED IN THE 100 BLOCK OF WINN STREET, WEST OF CARAWAY ROAD. (MACK FLEMING)

 

Councilman Young moved, seconded by Councilman Kelton to further suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. No further action was taken.

 

Councilman Tate offered the following ordinance for first reading:

 

ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE THE PURCHASE OF A 1992 AERIAL BUCKET TRUCK FOR THE STREET DEPARTMENT

 

Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Tate moved, seconded by Councilman Young to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3236.

 

Councilman Kelton moved, seconded by Councilman Young for the adoption of a resolution approving the City of Jonesboro, Arkansas to participate under the Arkansas Department of Parks and Tourisms Outdoor Recreation Grant Program for Jonesboro Community Park. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned resolution number 2000:27.

 

Councilman Tate moved, seconded by Councilman Crockett for the adoption of a resolution to proceed with condemnation action on two Jonesboro properties located at 831 Huntington Ave. and 2108 Clark Street. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned resolution number 2000:28.

 

Mr. Keith Carle once again addressed Council, first to apologize for getting angry at the last Council meeting, then to suggest an additional 1% sales tax to pay for a city owned cable service.

 

With no further business, the meeting was adjourned.
