FEBRUARY 9, 1978

 

The Metropolitan Area Planning Commission met Thursday, February 9, 1978 at 7:00 P.M. in the Court Room at City Hall.

 

The meeting was called to order by the Chairman, Mr. Ralph Morrison.

 

Members Present: Morrison, Cooper, Ball, Smith, Tilton, McDaniel, Freeman and Morse.

 

Members Absent: Brown

 

Others Present: Mike Cameron, Jimmy Cooper, Brenda Barnes, Curt Hodges and Carlos Wood.

 

Minutes for January were read and approved.

 

Items for business were as follows:

 

Item #1 George Maxie and Albert Stem requests a zoning Residential Two (R-2) for a parcel of property abutting the present city limits of the City of Jonesboro. Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classifications prior to the subject property being annexed to the City. The MAPC is also asked to make a written statement as to what effect the proposed annexation of this property would have on the city accepting said lands. Subject property is described as being Lots 6 and 7 of Block “C” and Lots 4, 5, 6, 7 and 8 of Block “D” of Curtview Acres Subdivision of a part of the NW Quarter SW Quarter Section 27, Township 14 North, Range 4 East and Subdivision of a part of the NW Quarter SW Quarter of Section 27, Township 14 North, Range 4 East, Craighead County, Arkansas, being more particularly described as follows:

A motion was made by Mr. Ball and seconded by Mr. Smith to approve request subject to 30’ easement of right-of-way form centerline on Race Street. REQUEST APPROVED UNANIMOUSLY.

 

Item #2 Steve Kasserman request final approval of a replat of Lot 9, 10 and 11 of Block 4 of R.L. Hay’s Addition into one lot. General location of this property is on the northeast corner of North Church Street and Hickory Avenue. A motion was made by Mr. Ball and seconded by Mr. Freeman to approve request subject to 30’ easement of right-of-way from centerline on Hickory Street. REQUEST APPROVED UNANIMOUSLY.

 

Item #3 Carrol Martin request final approval of a division of property to establish 4 distinct lots. The property is a part of the Northwest Quarter of the Northwest Quarter of Section 35, Township 14 North Range 3 east and a part of the Northeast Quarter of the Northeast Quarter of Section 34, Township 14 North Range 3 east, containing 32.196 acres. General location of this property is fronting approximately 1060 feet on the south side of Neely Road approximately one eight of a mile west of Neely Lane. A motion was made by Mr. Cooper and seconded by Mrs. Morse to approve the request. REQUEST APPROVED UNANIMOUSLY.

 

Item #4 Max Dacus request final approval of a replat of Lot 11 and 12 of Block A of the Siglers College Addition to Jonesboro, Arkansas into one lot. General location of this property is on the southwest corner of Nettleton Avenue and Stone Street. A motion was made by Mr. Ball and seconded by Mr. Smith to approve request. REQUEST APPROVED UNANIMOUSLY.

 

Item #5 Harold Kaffka request final approval of a replat to establish a 90 feet X 137 feet lot from Lot 2 of Block K of Siglers College Addition. General location of this property is on the west side of Stone Street and 210 feet south of Forrest Home Avenue. A motion was made by Mr. Cooper and seconded by Mrs. Morse to approve the request subject to a 90’ curb and gutter on Stone Street. REQUEST APPROVED UNANIMOUSLY.

 

Item #6 Joe Murrey request final approval of High Meadow Subdivision First Addition. General location of this property is on the north side of Neely Road and west of Timber Trails 2nd addition containing 6.78 acres. A motion was made by Mr. Cooper and seconded by Mr. Tilton to approve request. REQUEST APPROVED UNANIMOUSLY.

 

Item #7 Leon Hedger request preliminary approval of Hedger Subdivision. Property is a part of the North Half of the Southeast Quarter, Section 33, Township 14 North, Range 4 East, Craighead County, Arkansas more particularly described as follows: Commencing at the Southwest corner of said North one-half of the Southeast Quarter Section 33; thence north 88 degrees 18 minutes east 49.4 feet to the east right-of-way line Highway No.1 Bypass (Stadium Boulevard): thence north 0 degrees 23 minutes east along said right-of-way line 476.01 feet to the point of beginning proper; thence containing north 0 degrees 23 minutes east 210.0 feet; thence north 88 degrees 18 minutes east 250.0 feet; thence north 0 degrees 23 minutes east 150 feet; thence north 88 degrees 18 minutes east 588.26 feet; thence north 0 degrees 23 minutes east 268.0 feet; thence north 88 degrees 18 minutes east 659.8 feet; thence south 11 degrees 08 minutes west 643.6 feet; thence south 88 degrees 18 minutes west 1377.8 feet to the point of beginning proper, containing 14.70 acres, more or less. General location of this property is on the East side of Stadium Boulevard and one half of a mile South U.S. 63 Bypass. A motion was made by Mr. Cooper and seconded by Mr. Freeman to approve request. The request was approved unanimously.

 

Item # 8 Harold Kaffka requests approval of a site plan for development property on Forest Home Road. General location of this property is south side of Forest Home Road and approximately 1500 feet east of Bittle Street. A motion was made by Mr. Ball and seconded by Mr. McDaniel to table request for further development. REQUEST TABLED UNANIMOUSLY.

 

Item #9 George and Maxie Stem requests final approval for a replat and street relocation in Curtview Acres. General location of this property is described as being south of Race Street along the east and west side of the South portion of Curtview Street. REQUEST TABLED due to plats being incomplete and not being presented.
