CITY COUNCIL MINUTES, MARCH 2, 1981
The Jonesboro City Council met in regular session, Monday, March 2, 1981, at 7:30 P.M. Present, Mayor, City Attorney, City Clerk and the following named aldermen: Park, Shelton, Stricklin, Minx, Hannah, Ms. Haigler, Sanderson, Province, Mays and Haggenmacher. Absent: Hinson and Bridger.
The minutes of February 16, 1981, were approved as mailed on motion by Mr. Mays, second by Mr. Park.
City Attorney Zolper explained to council the recent judgment rendered against the City concerning condemnation of land owned by Bill & Pat Lacy.
The following bids were reviewed for curb and gutter and sidewalks:

Mr. Minx moved the low bid from Jonesboro Concrete Pipe Co. be approved, second by Ms. Haigler, all aye.

Mr. Minx moved that the bid from Jonesboro Ready Mix be approved, seconded by Mr. Stricklin, all aye.
The following bids were reviewed for Hot Mix:

Mr. Minx moved the bid from Atlas Asphalt be approved, second by Mr. Stricklin, all aye.
The following bids were reviewed and all bids rejected on motion by Ms. Haigler, second by Mr. Stricklin and unanimous vote of council:

The following bids were reviewed for Street Department Uniforms:

The low bid from Chas Todd Co. was approved on unanimous vote of council on motion by Mr. Minx, second by Mr. Shelton.
The following bids were reviewed for two (2) pickup trucks for Street Department:

The low bid from O’Neal Ford was approved on motion by Mr. Minx, seconded by Ms. Haigler, all aye.
The following bids were reviewed for thermoplastic:

The low bids from Interstate Highway Sign Co. and Ferro Corp. was approved on motion by Mr. Shelton, second by Mr. Minx, all aye.
Mr. Hannah offered the following ordinance:
AN ORDINANCE TO PROVIDE STOP SIGNS ON SMOOT DRIVE AT ITS INTERSECTION WITH MUNOS LANE; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES
Mr. Hannah moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Ms. Haigler, all aye.
Mr. Lusby read a letter to Mayor and council from engineers and contractors which requested that the City of Jonesboro discontinue the practice of designing and building streets and drainage improvements with funds received through the Department of Housing and Urban Development Community Development Block Grant program.
Mr. Sanderson moved that the Mayor appoint a committee to meet with the Street department and bring recommendations to council concerning the request. Motion seconded by Mr. Park and all voted aye except Mr. Minx, who voted nay.
The following were appointed to the committee: Jim Hannah, Herbert Sanderson and Don Minx.
Mr. Hannah moved that the City Attorney research the reserved parking spaces located around the Court House and advice council of the legality of same. Motion seconded by Ms. Haigler, all aye.
Sanderson moved that an ordinance be drawn making a loading zone behind Couch’s Bar- B-Que on Main Street.
There being no further business, council adjourned.
