Public Hearing - 7:10 p.m. - A public hearing was held to discuss vacating and abandoning a ten foot alley located between Poplar Avenue and Strawn Avenue.

 

Public Hearing - 7:20 p.m. - A public hearing was held regarding the issuance of Industrial Bonds to the Busch Agricultural Resources Inc.

 

City Council Minutes - October 5, 1992

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, and all the Aldermen except for Mr. Evans who was unable to attend because of illness.

 

The minutes of September 21, 1992, were approved as mailed by motion of Mr. Stricklin, seconded by Mr. Sanderson. All voted aye.

 

Detective David Allen, Sr. Vice President of the Arkansas Police Benevolent Association, addressed Council regarding pay raises, improved health insurance, a better sick leave plan, Employee Relations Committee and educational benefits for Police Personnel. These same issues were discussed at the Police committee meeting held the Friday before. Alderman Hannah, Chairman of the Police Committee, stated the issues would be taken under advisement individually by the members of the Police Committee and would make recommendations to the Council at a later date.

 

Alderman Wise, who owns an ambulance service in Jonesboro, stated he had responded to a call regarding a gun-shot at the 1200 block of Warner Street. Mr. Wise stated even though the response time of the police officers was alright, they really need more backup.

 

Mr. Tracy Morehead, representative of the Arkansas State Highway & Transportation Department, presented Mayor Brodell the “70% Plus Award” signifying that Jonesboro had 85% of its citizens wearing seat belts.

 

The following ordinance was on the third reading:

 

AN ORDINANCE AUTHORIZING AND PROVIDING FOR THE ISSUANCE UNDER THE MUNICIPALITIES AND COUNTIES INDUSTRIAL DEVELOPMENT REVENUE BOND LAW, ACTS 1960.

 

Mr. Hannah moved, seconded by Mr. Nix for the adoption of the ordinance. All voted aye. Mr. Hannah moved, seconded by Mr. Sanderson for the adoption of the emergency clause. All voted aye. The ordinance was given the number 2420.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR CHANGE IN THE ZONING BOUNDARIES.

 

Mr. Hinson moved, seconded by Mr. Nix for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2421.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR CHANGES IN ZONING BOUNDARIES.

 

Mr. Hannah moved, seconded by Mr. Hinson for the adoption to the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2422.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR CHANGES IN THE ZONING BOUNDARIES

 

Mr. Hannah moved, seconded by Mr. Shelton for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2423.

 

The following ordinance was the third reading:

 

AN ORDINANCE TOAMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR CHANGES IN THE ZONING BOUDARIES

 

Mr. Sanderson moved, seconded by Mr. Hannah for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2424.

 

The following ordinance was listed on the agenda as the second reading, however it should have read the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR CHANGES IN THE ZONING BOUNDARIES

 

Mr. Hannah questioned the readings, but was informed the ordinance had only been read once. Because of this error Mr. Hannah moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye. Mr. Hannah moved, seconded by Mr. Shelton for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2425.

 

Mr. Shelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO VACATE A TEN FOOT ALLEY BETWEEN POPLAR AVENUE AND STRAWN AVENUE

 

Mr. Province moved, seconded by Mr. Shelton to suspend the rules and place on the second reading. All voted aye. Mr. Stricklin moved, seconded by Mr. Province to further suspend the rules and place on the third and final reading. All voted aye. Mr. Stricklin then moved, seconded by Mr. Province for the adoption of the ordinance. All voted aye. The ordinance was given the number 2426.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND SECTION 15.08, KNOWN AS “PROCEDURE OF PLAT APPROVAL”, BY ADDING SECTION 15.08.04 TO ALLOW MORE RAPID APPROVAL OF MINOR SUBDIVISION PLATS

 

Dr. James Sanders addressed Council with regard to this ordinance stating he was concerned that some subdivisions might be approved without regard to drainage considerations. The decision was made to have a separate ordinance drafted which would deal with drainage of all future developments. Mr. Hinson moved, seconded by Mr. Stricklin for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2427.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND SECTIONS 14.08 OF THE CODE OF ORDINANCES TO ESTABLISH SETBACK REQUIREMENTS FOR BUILDINGS CONSTRUCTED IN COMMERCIAL AND INDUSTRIAL ZONING DISTRICTS

 

Mr. Hannah moved, seconded by Mr. Bridger for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2428.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND SECTION 14, ZONING OF THE CODE OF ORDINANCES, BY ADDING SECTION 14.25 TO REGULATE THE USE AND LOCATION OF COMMERCIAL TRAILERS.

 

Mr. Hannah moved, seconded by Mr. Shelton for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2429.

 

Under new business Mr. Mays offered the following ordinance for the first reading:

 

AN ORDINANCE TO DELETE ORDINANCE NO. 1838 WHICH IS IN DIRECT CONFLICT WITH LATTER ORDINANCE NO. 2343 WHICH REQUIRES A TWELVE DOLLAR ANNUAL FEE FOR MOSQUITO AND BLACK BIRD CONTROL.

 

Mr. Mays moved, seconded by Mr. Hannah to suspend the rules and place on second reading. All voted aye. Mr. Mays moved, seconded by Mr. Shelton to further suspend the rules and place on the third and final reading. All voted aye. Mr. Mays moved, seconded by Mr. Hinson for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2430.

 

Mr. Sanderson offered the following ordinance for the first reading:

 

AN ORDINANCE TO PLACE PARKING SPACES AT THE SOUTHEAST CORNER OF HUNTINGTON AVENUE AND ON THE SOUTHSIDE OFTHE 100 BLOCK OF MONROE.

 

Mr. Sanderson stated the location was incorrect. Ms. Pam Honeycutt, City Attorney explained she could not get an accurate description from going to the location. The decision was made to hold till the next meeting, till an accurate description could be attained.

 

Dr. Strauser stated, for the record, that the Freeman audit on the Jonesboro Municipal Court and the letter which accompanied the audit, plus a memorandum from the Municipal Court Clerk, Brenda Tyler had all been examined by the Council. A recommendation was made that everything be referred back to the Municipal Court Judge.

 

With no further business the meeting was adjourned.
