CITY COUNCIL MINUTES - DECEMBER 16, 1991

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney, and all the Aldermen.

 

The minutes of December 2, 1991, were approved as mailed on motion of Mr. Strauser seconded by Mr. Hinson. All voted aye.

 

Mr. Strauser offered the following ordinance for the first reading: (Rez. R -1 to I -1, L. Tibbs Sub)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES.

 

Mr. Stricklin moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye. Mr. Hinson moved, seconded by Mr. Shelton to further suspend the rules and place on the third and final reading. All voted aye. Mr. Hinson moved, seconded by Mr. Stricklin for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2373.

 

Mr. Shelton offered the following ordinance for first reading: (Rez. R-2 to C-3 College Place Subdivision)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES.

 

Discussion followed with questions concerning the closing of Marshall Road. Mr. Shelton moved, seconded by Mr. Bridger to suspend the rules and place on second reading. All voted aye.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO ESTABLISH THE COLONY ROAD IMPROVEMENT DISTRICT.

 

Mayor Brodell questioned the City Attorney, Pam Honeycutt to find out if sufficient information had been given to the Council regarding assessed property values of individual property owners in this matter. Ms. Honeycutt assured Mayor Brodell that it had. Mayor Brodell included this stipulation to the ordinance: The Improvement District will be responsible for all legal costs which the City of Jonesboro occurs due to improper filing of this Improvement District. Attorney Arlon Woodruff agreed with the above mentioned stipulation.

 

Mr, Stricklin moved, seconded by Mr. Mays to adopt the ordinance with the above mentioned stipulation and the emergency clause. All voted aye. The ordinance was given number 2374.

 

Mr. Hannah offered the following traffic resolution as recommended by the Traffic Safety Officer:

 

“STOP” signs at:

- Old Canyon Road at Canyon View Road

- Old Canyon Road at Brentwood

- Old Canyon Cove at Brentwood

- Hunter’s Ridge at Culberhouse

- Saddle Creek Cove at Hunter’s Circle

- Partridge Circle at Farm Creek Road

- Farm Creek Road at Culberhouse

- Plantation Circle at Farm Creek Road

- Pilgrim Circle at Farm Creek Road

- (2 “STOP” signs) One at each end of Win Brook Circle at Farm Creek Road.

- Oak Leaf Circle at Farm Creek Road.

 

Mr. Hannah moved, seconded by Mr. Strauser for the adoption of the resolution. All voted aye. The resolution was given number 1991:47.

 

The following bids were up for review:

 

91:36 - City Wide Property Insurance

Mr. Shelton moved, seconded by Mr. Hannah to accept the low bid meeting specifications.

All voted aye.

 

91:37 - Workmen’s Comp. - All Departments.

Mr. Shelton moved, seconded by Mr. Wise to accept the low bid meeting specifications.

All voted aye.

 

Under new business, Mr. Joe Williams for Parks and Recreation presented a slide show of Jonesboro Parks. Mr. Williams thanked Mr. Hannah and Mr. Stricklin for their support to the Parks and Recreation Commission.

 

Mr. Bridger moved, seconded by Mr. Wise to approve letting City employees off Christmas Eve Day, Christmas Day and New Years Day of the year 1991. A roll vote was taken with all Aldermen voting aye with the exception of Mr. Hannah, Mr. Mays and Mr. Nix. The motion was approved in a nine (9) to three (3) vote.

 

Mr. Hannah reported the 911 Building should be organized before the next Council Meeting and suggested to the Council a tour of the facilities after the next meeting. Mr. Hannah requested approval of a work release program which allows prisoners of misdemeanor crimes to be given three days credit toward their sentence for each day they work. Mr. Hannah stated additional funds for this program would not be needed but the costs would come from the Court Fund. Eventually a new program will be added and the estimated cost for the program will be approximately $28,000.00. Mr. Province questioned the liability insurance for the workers, and was told it would be covered under the Workmen’s Comp. Policy. Mr. Shelton moved, seconded by Mr. Bridger to approve the work release program. All voted aye.

 

Mr. Bridger offered the following ordinance for the first reading:

 

AN ORDINANCE AMENDING THE 1992 OPERATING BUDGET FOR THE CITY OF JONESBORO, ARKANSAS, TO PROVIDE FOR AN INCREASE OF THE FIRE CHIEF’S SALARY.

 

Mr. Bridger reported the Fire Committee had net earlier and recommended the Fire Chief’s salary be raised to the same pay scale as the Police Chief. Mr. Bridger stated because of a lack of communication the topic was not addressed earlier. Dr. Strauser informed Council that the Finance Department had reviewed the $1,378.00 increase earlier and determined that because of an increase earlier and determined that because of an increase in responsibilities the Police Chief’s salary needed to be compensated. Mr. Shelton stated to vary these two salaries will cause problems of jealousy especially when one has been employed by the City for the last twenty-seven years. Mr. Nix, Mr. Hannah and Mr. Mays expressed concern over the fact that the issue has not been addressed earlier while voting on the 1992 budget.

 

Mr. Bridger moved, seconded by Mr. Shelton to suspend the rules and place on second reading. A voice vote was taken. All the aldermen voted aye with the exception of Mr. Hannah and Mr. Nix.

 

Mr. Bridger moved, seconded by Mr. Shelton to further suspend the rules and place on third and final reading. A roll call vote was taken with all the Aldermen voting aye except Mr. Hannah, Mr. Hinson, and Mr. Nix.

 

Mr. Bridger moved, seconded by Mr. Shelton for the adoption of the ordinance with the emergency clause. A roll call vote was taken with all the Aldermen voting aye except Mr. Hannah, Mr. Mays, Mr. Hinson, and Mr. Nix. The ordinance was given number 2375.

 

Mr. Bridger reported the new fire trucks which were to be delivered could be as late as May of 1992 before arriving. Mr. Mays moved, seconded by Mr. Stricklin to authorize any legal action necessary to fulfill the purchase contract. All voted aye.

 

Mr. Shelton asked about a “STOP” light at Rains and Highland Drive. Mayor Brodell stated there was not a light at Rains and Highland Drive, but one was to be at Highland Drive and 1B.

 

Mr. Province asked about the railroad crossing at Culberhouse. Mayor Brodell stated the matter was being discussed and hopefully will have something done shortly.

 

Mr. Strauser stated the Council had reviewed the 1990 Jonesboro Municipal Court Audit and had no recommendations at this time.

 

The question was raised concerning the status of Floyd Street Bridge. Mayor Brodell reported money had already been sent for the city’s share for replacing the bridge and the bridge should be replaced sometime in 1992.

 

With no further business the matter was adjourned.
