METROPOLITAN AREA PLANNING COMMISSION

FEBRUARY 9, 1999

 

MEMBERS PRESENT: Coleman, Little, Damron, Finley, Beadles, Pitts, Shaw, Phillips

 

MEMBERS ABSENT: Gott

 

The minutes of the January 12, 1999 meeting were approved as prepared.

 

#1 RZ99-5 Afak Haydar requested approval of rezoning from Residential R-2 to Commercial C-3 for Lot 18 of Haydar Replat of Matthews Place.  The general location of the property is on the south side of Washington Avenue, east of Stratford Drive.

 

Dr. Beadles made a motion to recommend approval of the rezoning to the City Council with the stipulation that a site plan be approved by MAPC prior to development.  The motion was seconded by Ms. Finley.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#2 PP99-2 Afak Haydar requested preliminary approval of subdivision plans for Haydar’s replat of the replat of Matthews Place.  The subdivision contains 18 lots on 6.34 acres.  The general location of the property is on the north side of Matthews Avenue, south of Washington Avenue, east of Stratford Drive.

 

A motion to grant preliminary approval of the subdivision was made by Mr. Pitts with the stipulations that the alignment with Freeman Street be shown on the final plans and that access to Lots 2 & 16 be limited to the interior street.  The motion was seconded by Dr. Beadles.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#3 RZ99-6 Max Dacus, Jr. requested approval of rezoning from Agricultural AG-1 to Industrial I-1 for 24.11 acres located on a part of the NW 1/4 of Section 25, T14N, R4E.  The general location of the property is on the south side of Highland Drive, east of Commerce Drive.

 

Ms. Shaw made a motion to recommend approval of the rezoning to the City Council with the following stipulations:

 

1.  Granting the CW & L sewer easement as shown on plat

2.  Correcting the r/w on Highland and on Commerce to comply with the Master Street Plan

3.  Granting a 10' drainage easement from the top of bank for the ditch on the south side of the property with the owner choosing which side

 

The motion was seconded by Mr. Pitts.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#4 RP99-4 Max Dacus, Jr. requested approval of a replat of Lots 7-10 of Block B, Lots 2-10 of  Block C, Lots 1-10 of Block D and Lots 1-14 of Block E of Lazy Acres Subdivision.  The general location of the property is on the south side of Highland Drive, east of Commerce Drive and west of Moore’s Ditch.

 

Mr. Damron made a motion to approve the request with the following stipulations:

 

1.  Granting the CW & L sewer easement as shown on plat

2.  Correcting the r/w on Highland and on Commerce to comply with the Master Street Plan

#5 MP99-2 Max Dacus, Jr. requested approval of a minor plat containing .51 acre.  The general location of the property is on the east side of Parker Annex Road, north of Greenmeadow Lane.

 

Ms. Shaw made a motion to approve the request subject to the drainage plan being approved by the City Engineer prior to issuing a building permit and that privacy fencing be installed on the north, south and east sides.  The motion was seconded by Dr. Beadles.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#6 SP99-4 Max Dacus, Jr. requested approval of site development plans for an 8 unit apartment building to be constructed on the east side of Parker Annex Road, north of Greenmeadow Lane.

 

Ms. Shaw made a motion to approve the request subject to the drainage plan being approved by the City Engineer prior to issuing a building permit and that privacy fencing be installed on the north, south and east sides and subject to the staff comments contained in the analysis.  The motion was seconded by Dr. Beadles.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#7 RZ99-7 Mike Ibsen and Jay Harmon requested approval of rezoning from Residential R-1 to Residential R-3 for 21.34 acres located on a part of the East Half of the SW 1/4 of Section 14, T14N, R4E.  The property is on the west side of Airport Road, north of the Union Pacific Railroad, adjacent to the Moose Lodge at 225 N. Airport Road.

 

A conceptual site plan showing 256 apartment units on this tract was submitted in conjunction with the rezoning application.  Opposition was expressed from nearby owners regarding the high density of the development and existing traffic congestion.  It was noted that a lot of traffic traveling to the industrial park coming from the northeast uses this road. 

 

Dr. Beadles made a motion to disapprove the request stating the density was not appropriate for this area, the use was inconsistent with the land use plan, existing narrow roads and no plans by the AHTD to widen and the traffic patterns in regards to the railroad crossing.  The motion was seconded by Ms. Shaw.  Voting was 6 in favor of the motion, one opposed, REQUEST DISAPPROVED.

 

#8 RZ99-8 Dennis Smith requested approval of rezoning from Commercial C-3 to Industrial I-1 for .66 acre located on a part of the SW 1/4, SE 1/4 of Section 27, T14N, R4E.  The general location of the property is on the north side of Access Road, east of Willow Road. 

Mr. Smith owns the existing mini-storage development to the west of this proposal and desires to add additional warehouses on the site.  No additional accesses are planned and the fence will be enlarged to encompass the new property.

 

Dr. Beadles made a motion to recommend approval of the rezoning to the City Council making Mr. Smith’s comments a stipulation of approval and also that the flood plain issue be addressed when requesting a building permit.  The motion was seconded by Mr. Damron.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#9 RP99-5 Dean Kirby requested approval of a replat of Lot 11 of Pine Hill Subdivision and approval to place two residences on the same lot.  The property is located at 4713 Harrisburg Road.

 

A motion to approve the request was made by Mr. Little and seconded by Mr. Pitts.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED.

 

#10 SP99-3 Roy Cooper requested approval of site development plans for a commercial development to include a Tamolly’s Restaurant and 44,000 square feet of additional retail space.   The general location of the property is on the north side of Highland Drive, between Stone Street and Bittle Street.

 

Dr. Beadles made a motion to approve the request with the following stipulations:

 

1.  Compliance with the City Engineer’s comments in the analysis

2.  Providing a copy of the replat of the property

3.  Street improvements being installed on the south ½ of King Street prior to use of the street.  It was further stated that if the owner can get the city and/or adjacent owners to participate in the improvement that is fine but he is responsible for the south ½ of the street. 

4.  Eliminate the access immediately next to the bank on Highland

5.  Eliminate the first access on Bittle Street at the southeast corner of the site

6.  Eliminate the access on the north side of the property at the east end of King Street

7.  Eliminate the access on the north side of the property at the west end of King Street

8.  Only three accesses permitted onto King Street

 

The motion was seconded by Mr. Damron.  Voting was 7 in favor, 0 opposed.  REQUEST APPROVED WITH STIPULATIONS.

 

#11 MP99-1 Arkansas Trailers requested approval of a one lot minor plat containing 15 acres.  The general location of the property is on the south side of C W Post Road, approximately 700' east of Cottage Home Road.

 

A motion to approve the request was made by Dr. Beadles and seconded by Ms. Shaw.  Voting was 6 in favor, 0 opposed, REQUEST APPROVED.

 

#12 SP99-2 Arkansas Trailers requested approval of site development plans for their new facility to be located on the south side of C W Post Road, approximately 700' east of Cottage Home Road.

 

It was noted that the culvert is concrete at this time and not metal. 

 

Ms. Shaw made motion to approve the request subject and installing landscaping on the site and compliance with the City Engineer’s comments.  The motion was seconded by Mr. Damron.  Voting was 6 in favor, 0 opposed.  REQUEST APPROVED WITH STIPULATIONS.

 

#13 FP99-4 Danny Wallis and Randy Simpkins requested final approval of subdivision plans for Ridge Run Subdivision Phase III containing 16 lots on 6.49 acres.  The general location of the property is on the west side of Paragould Drive and a continuation of Cypress Springs Road.

 

Dr. Beadles made a motion to approve the request subject to the diameter on the inlets being changed to comply with code and the staff comments contained in the analysis.  The motion was seconded by Mr. Pitts.  Voting was 6 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#14 PP99-1 Rick and Sandy Wyatt requested approval of preliminary subdivision plans for Wyattwood Second Addition, a subdivision containing 13 lots on 5.23 acres.  The general location of the property is on the east side of Airport Road, south of Stephanie Lane.

 

Dr. Beadles made a motion to approve the request subject to compliance with the City Engineer’s comments, granting the requested utility easement and choosing an acceptable street name for the new street in the subdivision.  The motion was seconded by Mr. Damron.  Voting was 6 in favor. 0 opposed, REQUEST APPROVED WITH STIPULATIONS.
