CITY COUNCIL MINUTES, SEPTEMBER 8, 1981
The Jonesboro City Council met in regular session, Tuesday, September 8, 1981, at 7:30 P.M. Present, Mayor, City Attorney, City Clerk and all aldermen.
The minutes of August 17, were approved on motion by Mr. Park, seconded by Mr. Stricklin.
Mr. James Holland addressed council concerning the $375,000 bond issue of Act 9 Bonds for Hytrol. Mr. Sanderson offered the following ordinance:
AN ORDINANCE AUTHORIZING THE ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS FOR THE PURPOSE OF PROVIDING PERMANENT FINANCING FOR INDUSTRIAL FACILITIES; AUTHORIZING A TRUST INDENTURE SECURING THE BONDS; AUTHORIZING A LEASE AND AGREEMENT BETWEEN THE CITY OF JONESBORO, ARKANSAS, AS LEESOR, AND HYTROL CONVEYER CO., INC, AS LESSEE; AUTHORIZING THE SALE OF THE BONDS AND THE EXECUTION OF A BOND PURCHASE AGREEMENT IN CONNECTION THEREWITH: AUTHORIZING AND PRESCRIBING OTHER MATTERS RELATING THERETO AND DECLARING AN EMERGENCY
Mr. Hannah moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hinson, all aye. Mr. Hannah moved for further suspension of the rules and placed the ordinance on third reading, seconded by Mr. Hinson, all aye. Mr. Hannah moved for the adoption of the ordinance, seconded by Mr. Stricklin, all voted aye. Mr. Hannah moved for adoption of the emergency clause, seconded by Mr. Hinson, all aye. The ordinance was given the number 1774.
The following bids were received for property located at 3004 Race:
Fred Dacus Associates $18,200
Mr. Mays moved that the bid be rejected, seconded by Mr. Hannah. Voting aye: Park, Stricklin, Shelton, Hinson, Bridger, Minx, Hannah, Province and Mays. Voting nay: Johnson, Sanderson, Haggenmacher. Motion passed.
On motion by Mr. Hannah, seconded by Mr. Shelton and unanimous vote of council, the city was authorized to have the property surveyed and re-advertise for bids.
Mr. Hinson moved that permission be granted for placing a mobile home at 340 N. Bridge, seconded by Mr. Minx, all aye.
The following ordinance was on 3rd reading:
AN ORDINANCE DESIGNATING CERTAIN TIME LIMITS ON CERTAIN STREETS WITHIN THE CITY OF JONESBORO, ARKANSAS
Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Johnson, all aye. The ordinance was given the number 1775.
Mr. Hannah offered the following ordinance:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED MAY 12, 1981, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
Mr. Minx moved that the proper authorities be advised that a site development plan be presented and approved by MAPC before the ordinance is on third and final reading. Motion seconded by Mr. Bridger, all aye.
Mr. Hannah offered the following ordinance:
AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES
Mr. Minx advised council that the City would have one clean sweep yearly in the spring and suggested that enforcement of keeping trash from curbs and parkways be implemented.
Mr. Hannah offered the following resolution:
RESOLUTION TO TAKE CORRECTION ACTION IN ORDER TO COMPLY WITH THE PROVISIONS OF ACT 332 OF 1977
Mr. Hannah moved for the adoption of the resolution seconded by Mr. Sanderson, all aye. The resolution was given the number 1981:13.
There being no further business, council adjourned.
