Minutes for the City Council meeting on August 21, 1961

The City Council of the City of Jonesboro, Ark. met in regular session at City Hall, Monday night, August 21, 1961, at 7:30 p.m. There were present: Mayor, City Atty., City Clerk and the following named Councilmen: Griffin, Field, Smith, Brewer, Snow, Perry, Kenward, Cook, Brickell, Copeland and Ebbert. Absent: Sammons.

 

Mr. Ebbert made the motion, seconded by Mr. Brewer that the CME Carter’s Temple Church be given permission to solicit funds from the 22nd of August until September 30th. Roll was called. Motion carried.

 

Mr. Cook offered the following Resolution:

 

RESOLUTION ESTABLISHING EMERGENCY INTERIM SUCCESSORS TO LOCAL OFFICES

 

Mr. Smith made the motion, seconded by Mr. Brickell that the Resolution be adopted. Roll was called. All aye. Motion carried. The resolution was given the number 1961:17.

 

Mr. Brickell offered the following Resolution:

 

RESOLUTION SUPPORTING THE CHAMBER OF COMMERCE’S PUBLIC AFFAIRS COMMITTEE COMPREHENSIVE STUDY OF EXISTING PARKS.

 

Mr. Brewer made the motion, seconded by Mr. Field that the Resolution be adopted. Roll was called. All aye. Motion carried. The resolution was given the number 1961:18.

 

The following Ordinance was read for the second time:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 849 CREATING THE OFFICE OF PLUMBING INSPECTOR, GOVERNING THE CONSTRUCTION, INSTALLATION AND INSPECTION OF PLUMBING, AND FOR OTHER PURPOSES.

 

Mr. Brewer made the motion, seconded by Mr. Smith that the rule be suspended and the Ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Cook made the motion seconding by Mr. Griffin that the Ordinance be adopted. Roll was called. All aye. Motion carried. Mr. Cook then moved that the Emergency Clause be adopted. Roll was called. All aye. Motion carried. The ordinance was given the number 1028.

 

Mr. Cook offered the following Ordinance and placed it on the first reading:

 

AN ORDINANCE PRESCRIBING CERTAIN RULES AND REGULATIONS WITH RESPECT TO THE CARE AND KEEPING OF DOGS WITHIN THE CITY OF JONESBORO; REQUIRING DOGS TO BE PLACED ON LEASH WHEN NOT CONFINED WITHIN A YARD, BUILDING, OR OTHER ENCLOSURE; MAKING PROVISIONS FOR VICIOUS DOGS; PROVIDING FOR THE VACCINATION AND LICENSING OF DOGS AND PROVIDING A PENALTY; PROVIDING FOR THE SUBMISSION OF THIS ORDINANCE TO POPULAR VOTE, AND FOR OTHER PURPOSES.

 

A group of property owners appeared before the City Council protesting the unsightliness of the Ebbert property on South Main. No action was taken.

 

Mr. Charles Frierson gave a report on the study that has been made on the routing of the Highways for the future. This study having been made by the Bureau of Public Roads, State Highway Department, University of Arkansas Planning Division and local officials.

 

The American Legion requested that the property that the City had been using for public parking, no longer be used for this purpose, as the Legion wants to build a new post home at this location. Mr. Brickell moved with Mr. Smith seconding the motion that the Legion’s request be granted. Roll was called. All aye. Motion carried.

 

Mr. Snow made the motion, seconded by Mr. Brickell that the bills as okayed by the Finance Committee be paid. Roll was called. All aye. Motion carried.

 

Mr. Copeland made the motion, seconded by Mr. Cook that the Mayor appoint a committee to investigate the Police Department pertaining to the Parking tickets. Roll was called. All aye. Motion carried. The Mayor appointed the Police and Fire Committee.

 

There being no further business, Council voted unanimously to adjourn.
