CITY COUNCIL MINUTES - JULY 21, 1986

 

The Jonesboro City Council met a 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and Aldermen Park, Stricklin, Hinson, Evans, Bridger, Shelton, Hannah, Strauser, Sanderson, Mays and Nix. Alderman Culpepper was absent.

 

The minutes of July 7, 1986, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Nix. All voted aye.

 

Joe Williams, representing the Parks and Recreation Commission voiced support in favor of the proposed one-cent sales tax. He noted that unless the sales tax is passed the citizens of Craighead County will not have the opportunities presently available and additional revenues would have to be obtained from another source.

 

Mr. Park offered a resolution commending Leon Burns, Chairman of the Parks and Recreation Commission.

 

RESOLUTION TO EXPRESS APPRECIATION TO LEON BURNS FOR HIS SERVICES TO THE CITY OF JONESBORO AND ITS CITIZENS AS CHAIRMAN OF THE PARKS AND RECREATION COMMISSION

 

He then moved, seconded by Mr. Stricklin to adapt the resolution. All voted aye. The resolution was given the number 1986:19.

 

The following bid was up for review:

 

86:22 - Dirt Hauling on Crane job - Farr Co. Mr. Mays moved, seconded by Mr. Evans to accept the low bid meeting specifications. All voted aye.

 

Mr. Mays moved, seconded by Mr. Sanderson to table an ordinance regarding traffic control on streets and stop signs in N. Jonesboro and in the 900 block of E. Word until Capt. Bob Smith can present a report regarding same. All voted aye.

 

The following ordinance was on third reading: (Rezoning-C-5 to R-2-Max Dacus, Jr. West Washington, Wilson’s 2nd Add)

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR A CHANGE IN ZONING CLASSIFICATION.

 

Mr. Stricklin asked that the property owner, Max Dacus, Jr. provide letter to the Mayor and/or Jeff Gibson agreeing to the stipulation that no building permit be granted until 11 ft. off the front of the property be dedicated to the city and to revise the replat before it is signed and filed. Mr. Dacus agreed to provide said letter. Mr. Stricklin then moved, seconded by Mr. Shelton to adopt the ordinance with the above stipulation. All voted aye. The ordinance was given number 1988.

 

The following ordinance was on third reading: (Annexation-Gene Barnett & others-E. of Old Paragould Hwy, 19.1 acres)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3) AND AGRICULTURAL; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Stricklin asked that the following stipulation be included in the ordinance: to install a water line and a fire hydrant to service the present buildings on property being annexed. Mr. Mays moved to adopt the ordinance with the above stipulation, seconded by Mr. Bridger. All voted aye. The ordinance was given the number 1989.

 

Mr. Sanderson offered a resolution donating:

 

(a) One model C-850 1959 Ford Pumper (VIN #850-911-2543)

(b) One ambulance 1976 Chevrolet (VIN #CCS-33-6A-1111-85) for the sole use and benefit of the Northeast Arkansas Fire Training Academy located in the city Training Academy located in the city.

 

RESOLUTION FOR THE DONATION OF CITY EQUIPMENT TO THE NORTHEAST ARKANSAS FIRE ACADEMY TRAINING CENTER AT JONESBORO

 

Mr. Sanderson then moved, seconded by Mr. Stricklin to adopt the resolution. All voted aye. The resolution was given the number 1986:20.

 

The Mayor placed into nomination the name Lloyd McCracken, Sr. to the Forum Commission. Mr. Sanderson then moved, seconded by Mr. Bridger to accept Mr. McCracken. All voted aye.

 

Mr. Stricklin called attention to packet of election material prepared by the Clerk for Aldermen.

 

Mr. Hannah offered a resolution commending the 20 years of service of Mr. Wayne Dowdy to the Police Department.

He then moved, seconded by Mr. Bridger to adopt the resolution. All voted aye. The resolution was given the number 1986:21.

 

Mr. Mays asked Jeff Gibson, Public Works Director for a report regarding Manor Heights Sub-division. He enumerated the four requirements placed upon the development by the Council. He stated the sloped areas which have not been sodded would continue to be sodded and planting of pine trees would be extended until early fall.

 

With no further business, the meeting adjourned.
