CITY COUNCIL MINUTES - SEPTEMBER 18, 1989

 

The Jonesboro City Council met in regular session at 7:30 p.m. at City Hall. Present were Mayor, City Clerk, City Attorney, and all aldermen except Mr. Bridger.

 

The minutes of September 5, 1989, were approved as mailed on motion by Mr. Park, seconded by Mr. Shelton. All voted aye.

 

The following ordinance was on second reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Shelton moved, seconded by Mr. Stricklin to place the ordinance on third and final reading. All voted aye. The ordinance was read for the third time. Mr. Stricklin moved, seconded by Mr. Shelton to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2215.

 

The following ordinance was on third reading:

 

AN ORDINANCE AUTHORIZING SALE OF A PORTION OF CITY PROPERTY TO THE ARKANSAS STATE HIGHWAY COMMISSION FOR RIGHT-OF-WAY PURPOSES

 

Mr. Stricklin moved, seconded by Mr. Park, to adopt the ordinance. All voted aye. The ordinance was given the number 2216.

 

Mr. Shelton offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Park moved, seconded by Mr. Shelton to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for the second time.

 

Mr. Park offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Dr. Strauser moved, seconded by Mr. Park to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for the second time.

 

Mr. Evans offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Shelton moved, seconded by Mr. Nix to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for the second time.

 

Mr. Park offered the following ordinance for first reading:

Mr. Park moved, seconded by Mr. Evans to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for the second time. Mr. Shelton moved to suspend the rules and place the ordinance on third and final reading but the motion died for lack of a second.

 

Mr. Nix offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Nix moved, seconded by Dr. Strauser to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for the second time.

 

Mr. Park moved, seconded by Mr. Nix to set an appeal hearing for Robert Rees at 7:00 p.m., October 2, 1989 concerning a MAPC decision to request to rezone property R-1 to R-3 and replats of lots 1, 2, 15 - 28 and 43 - 47 of Ruth Ann sub., located SE of Aggie Road on Mark Street and on Holmes St. All voted aye.

 

Mr. Nix moved, seconded by Mr. Stricklin to set a Public Hearing at 6:50 p.m., October 2, 1989, concerning a resolution to abandon Jay Cove of lot 15 of J. A. Lambert Sub. & lots 16 & 18 of the replat of lots 16 - 18 & 21 of J. A. Lambert Sub. All voted aye.

 

Mr. Stricklin moved, seconded by Mr. Shelton, to adopt a resolution concerning increasing Sanitation fees at the Landfill by $1.00 per ton to cover new PC & E assess as granted by the State of Arkansas. All voted aye. The resolution was given the number 1989-45.

 

Mr. Shelton moved, seconded by Mr. Park to adopt a resolution to place liens on the following property:

 

821 West Washington

414 Wilkins

1226 S. Madison

502 West Nettleton

2513 Mary Jane

2401 Fairfield

All voted aye. The resolution was given the number 1989-46.

 

Mayor Brodell congratulated Debbye Turner of Jonesboro for winning Miss America and stated that a homecoming would be planned in the future in her honor.

 

Mayor Brodell stated that this was the last meeting for Chief Dean Bradley and thanked Chief Bradley for his work in the past years.

 

Mr. Hannah stated to the council that the Sanitation Department would submit formal bids for the purchase of a 1 ton sanitation truck to be used as a special route truck in the newly annexed areas.

 

Mr. Hannah also stated that problems with the private sanitation haulers have almost been worked out but an extension of the deadline is needed. His request drew no opposition from the Council.

 

Mr. Hannah stated that he, Chief Bradley, and the Mayor are studying the State investigation of the Police Department and that even though criminal charges were not taken by the State, it did not relieve responsibility of the department to take action within the department.

 

Dr. Strauser moved, seconded by Mr. Mays, to appropriate $100,000 from Unappropriated Capital Improvement monies to be used by the Airport Commission to renovate the hanger building. All voted aye. Dr. Strauser stated the money would not be released before proper documentation was presented to the City.

 

Mr. Nix asked the City Attorney to review a letter he received concerning a study of the new code book. Mr. Nix stated that the Council should receive the review at the next Council Meeting at the latest and asked that it be put on the agenda.

 

There being no further business, council adjourned.
