APPEAL HEARING - 6:10 P.M. - The Appeal Hearing requested by Mr. Leroy Richards and his attorney, Mr. James McCauley, III was tabled until October 7, 1996. Mr. Richards was appealing the replat denial of property located west of Keller's Chapel Road by the Metropolitan Area Planning Commission.

 

CITY COUNCIL MINUTES - SEPTEMBER 3, 1996

 

The Jonesboro City Council met Monday, September 3, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: Hubert Brodell, Mayor; Donna K. Jackson, City Clerk; Phillip Crego, City Attorney; and 11 council members. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole.

 

The minutes of August 19, 1996, were approved as delivered by Councilman Harpole and seconded by Councilman Young. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole.

 

As the first order of business Mayor Brodell presented Certificates of Appreciation to the NEA Dream Team for capturing the BCI 11-year old National Championship, and their Coaches Mr. Plumbing, Joe Shappard, Mark Rainwater, and Mike Massengill. Other Certificates of Appreciation went to the 10-year old girl’s Dream Team who placed third in the Nationals. They were coached by Mark and Paula Gragg. The final Certificate of Appreciation was presented to the 10-And-Under Northeast Arkansas Dream Team, coached by Lester Groves and assisted by Brian Noland and Tim Hardin. Mr. Plumbing gave credit to Mayor Brodell for making it all possible. The Dream Team received a standing ovation from the Council and others present.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO CLOSE A PORTION OF GORDON STREET BEGINNING 140 FEET WEST OF INTERSECTION OF FOURTH STREET AND CONTINUING WEST UNTIL ITS INTERSECTION WITH MCCLURE STREET AND A PORTION OF WORD STREET BETWEEN FOURTH AND MCCLURE. (Arkansas Glass/Jon Coleman)

 

Councilman Vance moved, seconded by Councilman Wise to amend the ordinance to include the following wording in Section Three of the ordinance: The streets in question will not be physically closed to the public until the Intersection of Johnson & Culberhouse is improved. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. Councilman Young moved, seconded by Councilman Wise for the adoption of the ordinance as amended. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. The ordinance was given the number 2718.

 

The following ordinance was on the second reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Don Hudson)

 

Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. Councilman Tate moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. The ordinance was given the number 2719.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Skip Macon)                     

 

Councilman Young moved, seconded by Councilman Perrin for the adoption of the ordinance.

A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. The ordinance was given the number 2720

 

Councilman Harpole moved, seconded by Councilman Kelton for the adoption of a resolution to set a Public Hearing at 6:00 p.m. on September 16, 1996, in Municipal Court. The purpose of the public hearing is to consider the abandonment of a 120.0' drainage easement and a 146.6' utility easement located on Lot 6 of the Pardew North Addition, as requested by Mr. Ed Stepp for Guy Pardew & Lan Metz. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. The resolution was given the number 1996:39.

 

Councilman Kelton moved, seconded by Councilman Young for the adoption of a resolution establishing a Public Hearing at 6:15 p.m. on September 16, 1996, in Municipal Court. The purpose of the public hearing is to vacate Allison Street in the Curtview Subdivision, as requested by C.M. Mooney, Sr. on behalf of his clients, Ronald & Laura White. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. The resolution was given the number 1996:40.

 

The following Traffic Resolutions were reviewed by Council:

 

(1) “STOP” sign placed on Stephanie Lane at Airport Road

Councilman Vance moved, seconded by Councilman Perrin for the adoption of this resolution. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. The resolution was given the number 1996:41.

 

(2) “25 MPH” speed limit sign on Irby Street.

Councilman Young moved, seconded by Councilman Vance for the adoption of this resolution. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. The resolution was given the number 1996:42.

 

Under new business Councilman Young opened debate on the removal of four-way “STOP” signs at the intersection of Flint & College. Rev. Pat Murray of St. Mark’s Episcopal Church spoke in opposition to the removal of the signs. Rev. Murray explained there are 80 children loading and unloading on school buses, and since the removal of the “STOP” sign on College Street, Main and Flint have become a race way . Susan Geis submitted a petition of 220 signatures requesting the four-way “STOP” sign be reinstated. Mayor Brodell appointed a committee to research this area and make recommendations to the Council. The committee consisted of two Aldermen from that Ward, two citizens from the area, two Mata Committee members: Danny Honnell & Aubry Scott; plus representation from the Police and Street Departments. Mayor Brodell stated his assistant, Larry Johnson would

 

Councilman Perrin welcomed Mr. Larry Flowers, as the newly appointed Finance Director, replacing Linda Bullock. Mr. Flowers is from White Hall, Arkansas, and is a Charter member of the Arkansas Government Finance Officers Association, a certified C.P.A. and Internal Auditor.

 

Councilman Harpole moved, seconded by Councilman Perrin for the adoption of a Resolution making the salary of the City Attorney $60,000.00. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. The resolution was given the number 1996:43.

 

Councilman Harpole offered the following ordinance for the first reading:

 

ORDINANCE AMENDED ON CHAPTER 2.32 OF THE JONESBORO CODE OF ORDINANCES MAKING THE CITY ATTORNEY’S POSITION FOR THE CITY OF JONESBORO FULL TIME AND ESTABLISHING A SALARY THEREFORE AND FOR OTHER PURPOSES.

 

Councilman Harpole moved, seconded by Councilman Perrin to suspend the rules and place on the second reading. A voice vote was taken with all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. Councilman Perrin moved, seconded by Councilman Young to suspend the rules and place on the third reading. A voice vote was taken with all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. Councilman Harpole moved, seconded by Councilman Rega for the adoption of the ordinance. A voice vote was taken with all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Perrin, Roddy, and Harpole. The ordinance was given the number 2721.

 

With no further business, the meeting was adjourned.
