PUBLIC HEARING

 

A Public Hearing was held at 7:15 p.m. concerning vacating of the unimproved portion of Fourth Street from the northern right of way line of Forrest Avenue, north a distance of 131.5 feet, 40 feet in width. Brian Wadley stated the east side had been maintained while the party of the west side wished to utilize the property for a fence. The party requesting the hearing was not in attendance, therefore, the public hearing was closed.

 

City Council Minutes - July 15, 1991

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney, and all Aldermen with the exception of Mr. Evans who was unable to attend.

 

The minutes of July 1st, 1991, were approved as corrected on page 1, paragraph 9, Change the following: Mr. Hannah seconded and all voted nay. Also paragraph 10, add the following: Mr. Nix abstained and Mr. Sanderson voted nay. Mr. Shelton moved, seconded by Mr. Hannah, for the approval of the minutes, as corrected. All voted aye.

 

The Mayor asked for an offer on the first reading of:

 

AN ORDINANCE TO VACATE AND ABANDON AN UNIMPROVED PORTION OF FOURTH STREET

 

Mr. Sanderson moved, seconded by Mr. Shelton that the offer be denied. All voted aye.

 

Mr. Shelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE 6 .08.11, CLAIMING IMPOUNDED ANIMAL

 

Mr. Hannah moved and Mr. Shelton seconded the motion to suspend the rules and place on second reading. All voted aye. Mr. Nix expressed concern over the wording of the ordinance in regards to the fee for vaccination. City Attorney Pam Honeycutt agreed to reword the ordinance before the next Council Meeting.

 

Mr. Sanderson offered the following ordinance for the second reading:

 

AN ORDINANCE AMENDING SECTION 8.40.20 LEASED SPACES TO ADD SUBSECTION (D) AUTHORIZING THE CITY COLLECTOR TO LEASE PARKING SPACES IN THE ALLEY IN THE 300 BLOCK BETWEEN CHURCH AND MAIN

 

Mr. Shelton moved, seconded by Mr. Nix to suspend the rules and place on third reading. All voted aye. Mr. Stricklin moved, seconded by Mr. Shelton for the adoption of the ordinance with the emergency clause. All voted aye. The Ordinance was given number 2350.

 

Mr. Stricklin moved, seconded by Mr. Hinson to reappoint Mr. Joe Williams to the Parks and Recreation Commission with expiration 6/10/96. All voted aye.

 

Under new business by the Council Mr. Hannah reported that the City could no longer bury dead animals in the class four (4) landfill. However the Solid Waste Authority has agreed to assist the City with the understanding it will be done one (1) time a week. Because of this situation $500.00 is needed to purchase two (2) used deep freezers to store the animals till they can be buried. Mr. Hannah also explained the overcrowded condition of the pound and the recommendation to purchase a 14' by 56' 1988 mob0ile home for $6,000.00, to be used as an office. Mr. Strauser moved, seconded by Mr. Shelton that sixty-five hundred dollars (6,500.00) be transferred from unappropriated of the general funds to the fixed asset item in dog pound budget. All voted aye. Mr. Stricklin suggested that a letter be sent to CW&L notifying them of the above purchase.

 

Mr. Mays moved, seconded by Mr. Stricklin to put out bids for a new computer aid drafting system for the city, with no new funds allocated. All voted aye.

 

Mr. Strauser first requested that in the future that any new money matters be taken to the Finance Department before hand. Mr. Strauser moved, seconded by Mr. Stricklin that the Council vote and approve Act 187 (1990 Audit Comments and Findings). All voted aye.

 

Mr. Hinson reported gaining 150 to 300 burial lots from the narrowing of Center Street. One person has already purchased ten (10) of the graves for a total of $3,000.00. The committee is hopeful of more grave sites.
