CITY COUNCIL MINUTES - JULY 7, 1997

 

The Jonesboro City Council met Monday, July 7, 1997, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego and 11 council members. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy. Councilman Pratt was unable to attend.

 

The minutes of June 16, 1997, were approved as amended by Councilman Young seconded by Councilman Crockett. The motion was to amend the last paragraph on the last page from two additional months to two additional weeks. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Bruce Wrinkles)

 

Councilman Kelton moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy. The ordinance was given the number: 2789.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Midway Properties)

 

Councilman Tate moved, seconded by Councilman Fletcher for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy. The ordinance was given the number: 2790.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Robert Chastain)

 

Councilman Tate moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy. The ordinance was given the number: 2791.

 

The following ordinance was on the third and final reading:

 

ORDINANCE REQUESTING APPROVAL OF ANNEXATION OF 23.30 ACRES AND ZONING CLASSIFICATION OF RESIDENTIAL (R-2), LOCATED ON THE NORTH SIDE OF WINDSOR LANDING SUBDIVISION, NORTH OF BRIDGER CREEK (Robert Chastain)

 

Councilman Bowers moved, seconded by Councilman Kelton for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy. The ordinance was given the number: 2792.

 

The following ordinance was on the third and final reading:

 

ORDINANCE ABANDONING A PORTION OF A DRAINAGE EASEMENT LOCATED IN THE SAGE MEADOWS SUBDIVISION, PHASE 1-D. (Sage Meadows/Mooney, Sr.)

 

Councilman Young moved, seconded by Councilman Bowers for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy. The ordinance was given the number: 2793.

 

Councilman Young offered the following ordinance for the first reading:

Councilman Bowers offered the following ordinance for the first reading:

Councilman Roddy offered the following ordinance for the first reading:

The following ordinance was on the third and final reading:

 

ORDINANCE TO AMEND SECTION 8.40.18 OF THE JONESBORO MUNICIPAL CODE ENTITLED, “PARKING TIME LIMITS”.

 

Councilman Bowers moved, seconded by Councilman Kelton for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy. The ordinance was given the number: 2797.

 

Councilman Tate moved, seconded by Councilman Kelton for the adoption of a resolution to proceed with condemnation action of the following Jonesboro properties: 301, 303, and 305 South Madison and property at 214 South Fisher. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy. The resolution was given the number: 1997:45.

 

Councilman Young moved, seconded by Councilman Rega for the adoption of a resolution placing various traffic signs in following locations within Jonesboro:

 

"STOP" Sign:

On Duncan Cove At Duncan Road                                          

 

20 MPH Speed Signs:

On Cotton

On Sarah

On Quail Ridge

On Bob White

On Brookway

On Turtle Creek (2100 Block thru the 3400 Block)

 

A voice vote was taken resulting in all council members voting aye, with the exception of Councilman Rorex who voted nay. Those members voting aye were: Kelton, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy. The resolution was given the number: 1997:46.

 

Councilman Rorex moved, seconded by Councilman Young to table for two weeks a resolution regulating the collection and disposal of garbage for apartment complexes and mobile home parks within Jonesboro, by private haulers. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy.

 

Under new business, Councilman Tate moved, seconded by Councilman Kelton to appropriate $20,000.00 from unappropriated sales tax, for three additional part-time employees for the Street Department. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy.

 

Councilman Rega moved, seconded by Councilman Crockett to amend and authorize a thirty year lease for 60 acres of state-owned property at $6,000.00 annually. The property is located south of the Jonesboro Human Development Center. The Lease was amended in Section E, No. 10b as follows: FROM: “terminating this Lease in accordance with restoration provisions of Article 4 hereof” TO READ: “If the Lessee determines that the replacement or repair of the facilities is not feasible, choose not to rebuild or replace the facilities.” A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Young, Fletcher, Bowers, and Roddy.

 

With no further business the meeting was adjourned.
