TIF ORDINANCE
Councilman Farmer moved, seconded by Councilman McCall to accept a revision of the agenda placing an ordinance creating a redevelopment district pursuant to A.C.A. 14-168-301 ET SEQ., specifically including without limitation A.C.A. 14-168-305; designating the boundaries of such proposed redevelopment district; establishing a special fund for the revenue and expenditures generated on account of such redevelopment district; adopting a project plan for such redevelopment district; adopting a plan to include tax increment financing in such project plan; authorizing the issuance of redevelopment bonds pursuant to A.C.A. 14-168-320; and for other purposes. The ordinance had been delivered to City Hall by the 10:00 a.m. deadline, but was not provided to the City Clerk’s Office till Friday. All voted aye.
FIRE TRUCK
Councilman McCall moved, seconded by Councilman Farmer to place on the agenda an ordinance to waive competitive bidding and authorize purchase of a rescue truck from Pierce Manufacturing for the appropriation of funds and declaring an emergency. All voted aye.
CITY CLERK
Councilman Farmer moved, seconded by Councilman McCall to place on the agenda an ordinance to amend the 2004 budget to provide for a pay increase retroactive to January 1, 2004 for City Clerk, Donna Jackson. It was explained that an increase was recommended by Condrey and Associates who listed the position at a range of $47,000.00 to $50,000.00, with the Finance Committee recommending $47,000.00. All voted aye.
CODE ENFORCEMENT
Councilman Farmer moved, seconded by Councilman McCall to place on the agenda an ordinance to amend the 2004 budget to provide for a new code enforcement officer. It was explained that the Pubic Safety Committee, Finance Committee and Mayor Brodell had made the recommendation for this position. All voted aye.
CITY PLANNER SEARCH COMMITTEE
Councilman Farmer moved, seconded by Councilman McCall to recommend to the full council a temporary search committee for the hiring of a new City Planner, consisting of the MPO Chair, Joe Horsley; MAPC Chair, Ken Beadles; Personnel Subcommittee Chair, Harold Perrin; Planning Subcommittee Chair John Street; and Mayor Hubert Brodell. It was explained because Mayor Brodell was not running again; the committee felt having others involved in the selection process would provide continuity for persons applying for the position.
OTHER DISCUSSIONS
Boards and Commissions - It was explained there had been some inconsistency in keeping up with Board and Commission appointments. Most of the appointments/reappointments obtained from the Mayor’s Office were improperly appointed due to resignations and the replacement process. It was suggested that a uniform expiration date/s be established, and require an Oath of Office be filed for each position. It was explained that some boards and commissions have not met in many years and it was questioned if a committee is not functioning should it remain as a committee. Councilman McCall reported he had met with members of the Records Management Committee, and it was suggested an intern be involved in getting the list of Boards and Commissions, including membership, for the purpose of getting them in proper order.
Discussion was held regarding the process for recommendations for traffic signals. It was explained, at the request of a previous MATA member, traffic resolutions were sent to the MAPC for consideration, because they felt planning needed to be involved with the placement of traffic signals. However, another previous MATA member objected to the traffic resolutions being sent to the MAPC, stating that was the function of MATA. It was determined that MATA has not met in the last several years, and was not functioning as intended. It was suggested that a Traffic Control Committee be established, made up of the Public Works Director, City Planner, MPO Director and Traffic Officer who would be responsible for making recommendations to the Public Safety Committee, based on a guidebook called Uniform Traffic Control.
Change in City Council Procedures - Discussion was held regarding changing the City Council meeting date from the first and third Monday, to the first and third Tuesday of the month. It was explained approximately five meetings this year fall on a Monday holiday and this would prevent having to move the meeting for special occasions.
Discussion was also held regarding the placement of items on the agenda after the established deadline. Currently if an item misses the agenda deadline, then the Nominating and Rules Committee must vote to allow it on the agenda. It was suggested that since there are five to six members on each committee and since three committees meet after the agenda deadline, it might be best to allow individual committees to recommend items for the agenda after the deadline. Lastly, discussion was held regarding sponsorship of ordinances and resolutions for the purpose of knowing where they came from.
ADJOURNMENT
With no further business, Councilman Farmer moved, seconded by Councilman Province for adjournment.
