Light stated that the Mississippi County Inmates will begin clearing Lost Creek next week. Farris stated that the final report is nearing completion and the demonstration will have to be added. He added that the final report can be used to establish a maintenance plan.
Light explained that the attached agreement, with the addition of a signature for the City Clerk, can go to the Public Works Committee on August 4th. The agreement outlines the Scope of Work. The Corp will not require a deposit and the City will do a lot of in-kind work in lieu of monetary payment. Light stated that the Corp will give an estimated cost annually but the City hopes that can be taken care of with in-kind work. Dover questioned how the in-kind was documented. Light stated man hours. Dover made a motion to forward the Planning Assistance to State (PAS) Agreement to the City Council for approval. Seconded by Farris. All votes aye.
Fischer gave a MS4 update. He stated that the Boy Scouts stenciled 87 inlets on Nettleton, Matthews, and Flint on July 10th.
Fischer updated the Board on the CRS/Floodplain Program. The City received the FEMA data last month and three Repetitive Loss Structures were added to the list. There are currently 20 Repetitive Loss Structures in the City of Jonesboro. To be classified as a Repetitive Loss Structure, there must be damage over $1,000.00 occurring at least two (2) times in a ten year period. Light stated there are additional reporting is required for when there are over 12 Repetitive Loss Structures. Light also stated there have been no additional comments on the digital maps and that it is currently on hold.
Light discussed the 2010 Drainage Projects.
Oakhill Terrace Detention Basin - under construction

Zolper had additional items to discuss. He questioned the Ordinance for “Building Under Construction”. The Ordinance was passed by the City Council. A copy of the Ordinance will be forwarded to the Board members.
Zolper ask Wyatt, head of the drainage district committee, to give an update. Wyatt met with Charles Frierson who represents six of the drainage districts. He stated that he doesn’t know if there is an accurate map of the drainage districts. Light suggested meeting with viable districts. Wyatt will continue to work with the attorneys that represent the other districts. The Engineering Department has a list of contact information and Fischer will get that information to Wyatt. There is a statewide problem in obtaining contact information for the drainage districts.
V. NEW BUSINESS
Under New Business, Light handed out the Stormwater and Flood Management sections of the Public Works Management Practices Manual for the Board’s review.
Coleman asks if there were any sections in particular that need to be addressed. Light then reviewed each section and noted where the City was deficient and also areas the City is doing well.
There was a discussion regarding Best Management Practices (BMP). Light stated that the City does not specify what method to use. Coleman said with the technology changing so fast that it is not a good idea to limit the methods. Light stated that the City was not doing a bad job but there were areas that need improvement.
Light stated that the city has no policy regarding working with developers to remedy existing drainage problems. Currently, a situation exists with The Briars, Phase II subdivision. Light looked at the situation and agreed there was a problem and potential flooding could occur. The City does not require a developer to fix existing problems. Light stated that there is no policy in place regarding working with developers to remedy existing problems. He questioned the Board’s stance on negotiations with the developer to correct existing problems and what the City’s responsibility would be. Zolper stated that a formal policy may not be the best solution for the City. The Engineering Department should look at each situation on a case by case basis. Light ask procedurally how should the situation be handled: possibly set a minimum cost or do a cost/benefit ratio for every project? Light stated that the City will have more guidance when the Master Plan is developed. The City will know what is going on and what the impact it will have on the overall system.
The next regularly scheduled meeting is Wednesday, September 15th, at 8:30 a.m.
