CITY COUNCIL MINUTES, APRIL 4, 1983

 

The Jonesboro City Council met in regular session, Monday April 4, 1983, at 7:30 p.m. Present Mayor, City Attorney, City Clerk and all aldermen.

 

The minutes of March 21, 1983, were approved as mailed on motion by Mr. Park, seconded by Mr. Hannah, all aye.

 

The following bids were up for review:

 

A) Concrete & Metal Pipe Culvert - A motion from Mr. Mays to accept the bid from Jonesboro Concrete Pipe (low bid), seconded by Mr. Sanderson. All voted aye.

 

B) ACHM Hot Mix - A motion from Mr. Shelton to accept the bid from Atlas, seconded by Mr. Sanderson. All voted aye.

 

C) Curb, Gutter, and Sidewalk - No bids were submitted.

 

D) Ready Mix Concrete - A motion from Mr. Bridger to accept the low bid of Nettleton Concrete, seconded by Mr. Park. All voted aye.

 

After some discussion and changes from the council and discussion from Ronnie McDaniel - President of the Jonesboro Police Assoc., the rules and regulations of the Fire and Police Departments were approved by motion from Mr. Shelton seconded by Mr. Stricklin, all aye.

 

A motion from Mr. Park, seconded by Mr. Shelton to make the following appointments to the Building Code Board of Adjustments and Appeals.

 

Robert H. Harris                     3 year term

Richard Kay                                          2 year term

John Younkin                                          2 year term

Lewis Hartley                                          1 year term

Carroll Caldwell                     1 year term

 

All voted aye.

 

A motion from Mr. Sanderson to accept the appointment of Bob Gibson to replace the unexpired term of Gordon McKenzie on the City Water & Light Board. Seconded was made by Mr. Stricklin, all voted aye.

 

A motion from Mr. Mays to accept the appointment of Don Harmon (3 year term) to the Board of Zoning Adjustments. Second was made by Mr. Shelton, all voted aye.

 

The following names were submitted by the Mayor to be appointed to the MAPC Board.

Larry Ball                     3 year term

Rosalie Barber                     3 year term

 

Mr. Nix moved to approve the appointments seconded by Mr. Park. All voted aye.

 

Mr. Stallings submitted a letter to the Council to read and study on the subject of Pratt Circle. He asked that the Council meet at Ed’s Fish House on April 14, 1983, at 7:30 to discuss the subject with members of the Quorum Court.

 

A motion from Mr. Park to table the request from Civil Service Commission for office space and equipment was made. A second was made by Mr. Hinson, all voted aye.

 

The following ordinance was up for 3rd reading:

 

AN ORDINANCE AMENDING ORDINANCE #1657 TO ALLOW THE CITY OF JONESBORO, ARKANSAS RESIDENTIAL HOUSING FACILITIES BOARD TO DEVELOP AND PROVIDE FINANCING FOR RECREATIONAL AND TOURIST FACILITIES AND TO CLARIFY ORDINANCE #1657 AS IT RELATES TO MULTI-FAMILY HOUSING

 

Mr. Hannah moved that the ordinance be rejected, seconded by Mr. Sanderson. All voted aye except Mr. Park who voted no. Motion carried.

 

Mr. Shelton asked the Council to reiterate that the City of Jonesboro has a high grass ordinance and would like to see all offenders fined with the ordinance is not meet.

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE TO WAIVE BIDDING REQUIREMENTS FOR THE PURCHASE OF A BREATHALYZER

 

Mr. Hannah moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Mays, all aye. Mr. Mays moved that the rules be suspended and the ordinance be placed on 3rd reading, seconded by Mr. Nix, all aye. Mr. Mays moved for adoption of the ordinance, seconded by Mr. Hannah, all aye. The ordinance was assigned #1831.

 

A Citizen, Mr. Roy Leggett, asked the council to consider raising the fines for persons who own dogs that do not keep them pinned. He stated that the humane officers department be better equipped to handle the problem and that the city should purchase more traps to help in the apprehension of stray animals. Mr. Shelton asked that Captain Cook of the Jonesboro Police Department review the situation and report back to the Council.

 

There being no further business, council adjourned.
