III.                     APPROVAL OF MINUTES

Minutes for the July 15, 2015, Stormwater Management Board Meeting

Motion to approve the minutes was made by Farris and seconded by Day. The minutes were unanimously approved.

IV.                     OLD BUSINESS

Light reported that he received the Corps of Engineer draft report. It is over 1,500 pages. There will be modifications before the final report is released.

V.                     NEW BUSINESS

A variance has been requested for three properties on Gwen Street (808, 900, and 904). The properties are below the 1 ft freeboard requirement. The slabs were poured in 2005. The stabs are currently in good shape. Since it is currently only a slab, the option of raising the slab was discussed.  If the slab is raised, there would be no need for a variance.

There was also a discussion regarding enclosing the garage. If the garage is enclosed at the current level, it would have to be waterproofed and flood vents installed. Flooding in the area was discussed.  There has been one house that has flooded.

Day made a motion to grant the variance for the properties on Glenn Street. Bevill seconded.  A voice vote was taken.

Aye - Bevill, Gillis.

Nay - Dover, Coleman, Day, Morris, Farris. The motion failed.

Light suggested Mr. Cox talk to the engineer that did the survey and take another look at the elevations.

The Ordinance for the new manhole cover designed was passed by the City Council. Adam Fry, the winner of the manhole cover contest, was presented a replica of the cover by the Mayor and Chairman Beisner.  The first lid will be placed at the new JET facility.
