The City Planning Commission met in session on Thursday, July 11, 1968 at 7:30 P.M. in the City Hall.
MEMBERS PRESENT: A.E. Scott (Chairman), Glenn Lane, Clay Kenward, Bob Harrison, Mabe Spurlock, Buddy Melton, Frank Falls Jr., and Jack Jarrett.
OTHERS PRESENT: Brooks Griffith (representing the Public Works Department).
Chairman A.E. Scott called the meeting to order and the following action on items of the agenda took place.
Chairman A.E. Scott declared the minutes of the June 27, 1968 meeting approved as read with no changes to be made.
Chairman announced that the meeting was open for public hearing on items that had been advertised for rezoning, and these items were presented in the following order:
Item #1. Mr. Ryburn- to change the zoning from Residential (R-1) to Commercial (C-3) of a tract of land described as: Begin at the quarter corner of Section 20 and 29, Township 14 North, Range 4 East, thence West on the Section line 757 feet to the point of beginning proper; thence North 00 degrees 58’ East 375.8 feet; thence North 89 degrees 58’ west 562.9 feet; thence North 01 degrees 00’ East 53.9 feet; thence West 858 feet; thence South 00 degrees 14’ West 430 feet to the section line, thence East on the section line 1421.1 feet to the point of beginning proper. The above described tract is a part of Cobb and Lee’s Survey of the Southwest Quarter of Section 20, Township 14 North, Range 4 East.
Received letter from Mr. C.L. Geis, Superintendent of Jonesboro Public School was read as follows:
At its last meeting, on July 9, 1968, the Board of Directors of the Jonesboro Public Schools requested me to inform you of their resolution opposing a zoning change from Residential to Commercial in the area of Hillcrest School.
Such change in zoning would, in the Board’s opinion, destroy the real purpose of neighborhood schools erected to serve residents of a given area.
We most earnestly request the Commission’s consideration of the school board’s request.
Chairman Scott then recognized citizens who wished to speak against the proposed rezoning of the said property from Residential (R-1) to Commercial (C-3).
Mr. Will Wood, after identifying himself as a resident of Jonesboro, presented his objections to the changes from residents and property owners in the classification of any of the property.
Mr. Charles Ripley, representative of the Parents Teachers Associations of MacArthur and Hillcrest Schools, object to the changes in classifications of any of the property. (Enclosed is the two page outline of their opposition of commercial rezoning in the area of the schools.)
Mrs. Eugene Whitleg, chairman of a Health and Safety program, presented her objections to the changes in classifications of any of the property.
Mr. Neil Thyer, after identifying himself as a past member of the City Planning Commission, presented his objection to the changes in classification of any of the property.
Mrs. William P. Crawford, President of the MacArthur P.T.A., presented her objections to the changes of any of the property, on behalf of the parents of the MacArthur P.T.A. (Enclosed is the two page outline of their opposition of commercial rezoning in the area of the schools.)
Following the public hearing and presentations by the opposing citizens on the changes in classifications of any of the property, Mr. Ryburn withdrew his request for rezoning of the said property. The Chairman stated that if and when the request was brought up again, it would have to be advertised again.
City Collector of Jonesboro received 25.00 from Ryburn Ford Sales in payment of advertising the rezoning proposed between Wilkins and Highland Drive.
Received letter from Mr. Ed Warmack was read as follows:
This letter is a memorandum of our agreement to give additional right of way along the North line of the Southeast Quarter of the Southeast quarter of Section 20, Township 14 North, Range 4 East, less and except the East 890 feet thereof, which will be sufficient for proper drainage channels and street improvements.
As you know, we dedicated a 30-foot strip of right of way all the way across the north line of our property. However, you have advised us that because of the drainage ditches that now exist and will have to be re-routed, it may be necessary for us to give additional footage along the North side of the tract mentioned above. This is the tract of land lying due west of Indian Mall Shopping Center.
Glenn Lane presented the controversy between the Esso and Phillip 66’s Companies and blue print to extend and improve the Caraway Road. Suggestions were presented and approved by the majority to combine the two parties for a satisfactory agreement.
Ryburn’s First Addition-being more particularly described as follows: Begin at the Northeast corner of aforesaid Northeast quarter of the southeast quarter thence south 89 degrees 18’ west along the quarter section line 585.0’; thence south 13.3 to the south right west line of U.S. Highway 63, to the point of beginning proper; thence North 89 degrees 32’ East along the said right West 30.0’; thence North 89 degrees 32’ East along said right West 300.0’; thence South 69 degrees 25’ East along said right west line 50.0’; thence South 40 degrees 56’ East along said right west line 26 degrees 23’ to the west right west line of Arkansas Highway 173; thence South along said right west line of Wilkins Avenue; thence South 89 degrees 16’ West along said right west line 278.3’; thence north 1267.4 to the south right west line of U.S. Highway 63, to point of beginning proper.
Following a review of the request for
1. Making Tract 5 into 5 plots
2. Deeding lot numbers
3. 30 foot access to property deeded by Ryburn
It was moved by Geret, seconded by Harrison, and carried that the request be granted. Mr. Kenward abstained on this motion.
Received letter from Mr. E.A. Stuck was read as follows:
For your consideration and action we submit herewith, as listed below, data concerning the proposed subdivision of our property described as Stuck and Stuck 2nd Addition located in Section 17-14-4 of Craighead County, having previously been annexed to the City of Jonesboro, the same being located North of State Highway No. 1 North and consisting of parts of Lots 1, 8, and 12 and all of Lots 3 and 4 of Cobb and Lee’s survey:
Six prints of the proposed subdivision containing
Block A, Lots 1 to 22 both included
Block B, Lots 1 to 25 both included
Block C, Lots 1 to 12 both included
Block D, Lots 1 to 5 both included
Block E, Lots 1 to 10 both included
Six prints of a topographical plan of the subdivision showing elevation over entire area.
Six sets of prints (3 sheets each) of plans of proposed streets.
Depending upon the demand for purchase of these lots we propose to bear the expense of construction of streets, curbs and gutters and installation of sewers, water lines, and storm drainage. Sewers will be installed only to such extent as connections to existing City sewer systems may now or in the future be made available outside the boundaries of our property.
We consider this property to be ideal for future industrial growth of our City. The lots are of such size and location as to be suitable individually or in multiples for any size industry that might wish to locate on the property.
Following a review of the request (and reading of enclosed letter) it was moved by Spurlock, seconded by Kenward, and carried that the request be granted. One vote was abstained.
There being no further business, the meeting adjourned.
