AN ORDINANCE TO REPEAL SECTION 2-19 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, TITLED CITY TREASURER AND TO CONSOLIDATE THE OFFICE OF CITY TREASURER AND CITY CLERK INTO AN OFFICE TO BE DESIGNATED AS CLERK-TREASURER AND FOR OTHER PURPOSES

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
Section 1: Section 2-19 of the Code of Ordinances of the City of Jonesboro, titled City Treasurer, to be hereby specifically repealed.
Section 2: The Office of City Treasurer and City Clerk is hereby consolidated and combined and is hereby designated as the office of Clerk-treasure and the City Clerk shall assume the role and duties as the Clerk-Treasurer.
Section 3: The term of office for the office of Clerk-Treasurer shall be four years.
Section 4: The office of City-Treasurer shall be an elected office which election shall occur on the first Tuesday following the first Monday in November, 1978, and four years thereafter and said City-Treasurer shall hold for four years until his successor is elected and qualified.
Section 5: The Office of Clerk-Treasurer shall become effective January 1, 1977, at which time the City Clerk shall assume the role and assume the duties of Clerk-Treasurer until the next general election as set out above.
Section 6: The qualification of Clerk-Treasurer shall be those qualifications enumerated in Section 2-15 of the Code of Ordinances of the City of Jonesboro, Arkansas.
Section 7: All ordinances and/or parts of ordinances in conflict herewith are hereby specifically repealed.
Section 8: The Clerk-Treasurer shall assume both the duties of the office of City Clerk and the office of City Treasurer except those duties which have been transferred from the office of City Clerk and from the office of City Treasurer to the Department of Finance and Administration.
Section 9: It is hereby found and declared by the City Council of the City of Jonesboro, Arkansas, that the efficiency of City government in the City of Jonesboro, Arkansas will be greatly enhanced by the consolidation of the offices of City Treasurer and City Clerk under the designated title of Clerk-Treasurer, and that this consolidation will provide for the sound, fiscal management and will greatly save the tax payer of Jonesboro, Arkansas considerable sums of money as well as improve the efficiency of city government, and therefore, an emergency is hereby declared to exist and this ordinance being necessary for the preservation of the public peace, health, safety and welfare, it shall take effect from and after its passage and approval.
