Charles Frierson was present and gave an update on the Drainage Districts. Wyatt explained that the Board requested Mr. Frierson to attend to give some insight into the districts and how they work. Frierson stated there are only three districts that are of any concern. (1) Gum Slough S of Poinsett County to Big Bay Ditch. Poinsett Watershed District - NRCS. He stated this is district is in good shape, (2) Industrial Park - Little Bay & Whitemans Creek and (3) N side of 18. He represents the first two and Donn Mixon represents the third. He explained the districts are governed by a Commission that includes three members of the community that are appointed. They do not have regular meeting. The Board discussed the City and Districts coordinating to ensure that most beneficial outcome for everyone involved. Frierson stated the districts were formed to drain farm land and they did not have a large budget. There was discussion regarding the City and the Districts joining forces to discuss possible funding options. Frierson stated financial reports and names of Commissioners are filed with the County Clerk each year. Frierson handed out the attached information on the Formation of a Drainage District.

Scarbrough stated that the machinery would have to be one (1) foot above the BFE otherwise they would have to request two variances. Wood stated the machinery would be keep above the BFE. Dover stated there have been no flooding issues in the area in the last 15 - 20 years. Wyatt made a motion to permit the top of the floor to be 246.8, which is at BFE. Seconded by Coleman.
