CITY COUNCIL MINUTES MAY 17, 1982

 

The Jonesboro City Council met in regular session, Monday, May 17, 1982, at 7:30 P.M. Present: Mayor, City Attorney, City Clerk and all aldermen except Mr. Bridger.

 

The minutes of May 3, 1982, were approved as mailed on motion by Mr. Park, second by Mr. Shelton.

 

Mr. Shelton offered the following resolution:

 

RESOLUTION BY CITY COUNCIL OF JONESBORO, ARKANSAS AUTHORIZING THE FILING OF AN APPLICATION TO NATIONAL PARK SERVICE FOR THE FIRST PHASE DEVELOPMENT OF CRAIGHEAD FOREST PARK

 

Mr. Park moved for the adoption of the resolution, second by Mr. Stricklin, all voted aye. The resolution was given the number 1982:04.

 

Discussion was held on three radio control units for tornado sirens, which do not function properly and Mr. Glenn Bradley advised council that the company from which they were purchased, Alerting Communications of America, had offered the City a $1,500 refund. Mr. Shelton moved that Mr. Bradley be authorized to negotiate with the company. Motion seconded by Mr. Johnson, all voted aye.

 

The following bids were reviewed for a hand held radar, for police department: (see attached)

Mr. Mays moved that all bids be rejected and item be advertised for bids again. Motion seconded by Mr. Stricklin, all voted aye.

 

The following bids were reviewed for a sanitation truck: (see attached)

 

Mr. Mays moved that the bids be tabled, seconded by Mr. Park, all voted aye.

 

The following bids were reviewed for a packer: (see attached)

 

Mr. Park moved that the low bid meeting the specs be approved, second by Mr. Sanderson, all voted aye.

 

On motion by Mr. Stricklin, second by Mr. Shelton and unanimous vote of council, the city will advertise for bids on sanitation truck with gasoline engine instead of diesel.

 

The following bids were reviewed for cythion: (see attached)

 

Mr. Province moved that the low bid meeting the specs be approved, seconded by Mr. Johnson, all voted aye.

 

The following bids were reviewed for fire department uniforms: (see attached)

The low bid meeting the specs was unanimously approved on motion by Mr. Stricklin, second by Mr. Shelton.

 

Council discussed the sale of four used police vehicles and Mr. Stricklin moved that the Parks Department by allowed to use two of the vehicles until September 1 and the city take bids on the remaining two.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT DATED MAY 15, 1978; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Sanderson offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Sanderson moved the rules be suspended and the ordinance, be placed on 2nd reading, seconded by Mr. Shelton, all voted aye.

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 952 BEING AN ORDINANCE REGULATING THE KEEPING OF ANIMALS WITHIN THE CORPORATE LIMITS OF THE CITY OF JONESBORO, ARKANSAS

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1266 BEING AN ORDINANCE PRESCRIBING CERTAIN RULES AND REGULATIONS WITH RESPECT TO THE CARE AND KEEPING OF DOGS WITHIN THE CITY OF JONESBORO, REQUIRING DOGS TO BE PLACED ON LEASH WHEN NOT CONFINED WITHIN A YARD, BUILDING OR OTHER ENCLOSURES: MAKING PROVISIONS FOR VICIOUS DOGS; PROVIDING FOR KEEPING OF DOGS PICKED UP BY THE ANIMAL CONTROL WORKER: PROVIDING A PENALTY FOR VIOLATION THEREOF; PROVIDING FOR THE SUBMISSION OF THIS ORDINANCE TO A POPULAR VOTE AND FOR OTHER PURPOSES

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1651 BEING AN ORDINANCE TO AMEND ORDINANCE NO. 1266 AS AMENDED, THE SAME BEING AN ORDINANCE PRESCRIBING CERTAIN RULES AND REGULATIONS WITH RESPECT TO THE CARE AND KEEPING OF DOGS WITHIN THE CITY OF JONESBORO AND FOR OTHER PURPOSES

 

Mayor read a letter to council concerning the lease of airport land to Ed Ball and Associates. The letter indicated that the lease would have to be approved by FAA. Mr. Shelton moved that the matters be referred to the Finance Committee, seconded by Mr. Park, all voted aye.

 

Mr. Park moved that permission be granted for accepting bids on chain link fence for softball complex.

 

Council was furnished a list of streets for overlays, and on motion by Mr. Stricklin, second by Mr. Johnson, approval was given.

 

Mr. Sanderson moved that $32,000 be transferred from street materials line item of the budget into part time salaries and that 13 employees be hired. Motion seconded by Mr. Hinson. Voting aye: Park, Stricklin, Shelton, Hinson, Smith, Johnson, Sanderson, Province and Mays. Voting nay: Hannah and Haggenmacher.

 

Mr. Hannah inquired as to the approximate cost of aerial spraying of mosquitoes around the perimeter of city limits. Mayor will check into cost.

 

With there being no further business, council adjourned.
