II. ROLL CALL
III. APPROVAL OF MINUTES
*Minutes for the October 17, 2018, Stormwater Management Board Meeting
Motion to approve the minutes was made by Day and seconded by Coleman. The minutes were unanimously approved.
IV. NEW BUSINESS
With the resignation of Beisner, Day ask for nomination for Chairman. Coleman nominated Wyatt. Farris seconded. Wyatt accepted nomination. No other nominations were made. All vote aye. Wyatt is the new Chairman of the Stormwater Management Board.
A handout regarding Low Impact Development was given to the Board. Light explained that staff had sat through a webinar regarding low impact development water quality and volume. The City does not regulate volume. All volume generated is discharged. The trend is leaning toward regulating volume because of the flooding it causes.
Coleman question water flow around houses. Wyatt stated that ponding could be caused by heavy rain or the need for ditch cleaning.
Light stated the City does not require a grading permit or detailed site plans for residential property. Light said the City could start requiring more detailed submittal for residential and duplex construction. Research can be done to see how other communities handle residential and duplex construction. Light ask the Board to read the handout and make suggestions. An ordinance giving various option can be drafted. The ordinance will be brought to the Board for review and approval.
Light stated a draft ordinance requiring enclosed ditches on rear property lines has been created but he would like to table it for now and focus on low impact. A couple of considerations include putting a large buffer area around ditches and requiring a minimum easement of 50’ to push development away from ditches. Light ask the Board for suggestions. Light stated that whatever the solution we want to make sure we do not add additional maintenance to city crews.
V. OLD BUSINESS
Light stated the Stormwater Utility draft report would be available December 3rd. The Board will review the report. There is no need to rush because we want to make sure it is right before it is presented to City Council. There is $500,000 budgeted in the 2019 budget for the startup.
Light gave an update on the Corp study. There is $250,000 in the fiscal year to continue with the study (Phases 2 and 3). Phases 2 and 3 are two-dimensional models and Phase 1 is a one-dimensional model. Phase 1 will be updated to a two dimensional model so it can be incorporated into the FEMA flood maps.
Phase 4 of the study is in the Valley View area and is a small area that will cost approximately $500,000.
VI. OTHER COMMUNICATIONS
Board membership and attendance was discussed. Light stated he would like to revise the ordinance to add language to address attendance.
There will be meeting at Brookland City Hall on December 10th at 10:00 a.m. to review the countywide flood map. Wyatt stated he would like to see more involvement from the Drainage districts.
Farris invited everyone to the Health and Science Building, Room 107, today at 3:30 p.m. for a presentation on how to measure metabolism of ditches.
