MARCH 9, 1978
The Metropolitan Area Planning Commission met Thursday, March 9, 1978 at 7:00 P.M. in the Court Room at City Hall.
The meeting was called to order by the Chairman, Mr. Ralph Morrison.
Members Present: Morrison, Cooper, Ball, Smith, Freeman, Brown and Morse.
Members Absent: Tilton and McDaniel.
Others Present: Mike Cameron, Jimmy Cooer, Roy Douglas, Brenda Barnes, Carlos Wood and Curt Hodges.
Minutes for February were read and approved.
Item for business were as follows:
Item #1 Franklin Springle request a rezoning from Residential Two (R-2) to Commercial three (C-3) for Lot 1 of Block H of the Viking Addition to the City of Jonesboro. General location of this lot is on the west of Nettleton Avenue approximately150 feet from off Nettleton right-of-way and approximately 375 feet north of National Drive. A motion was made by Mr. Freeman and seconded by Mr. Smith to approve request with a stipulation of a suitable fence 8 feet high being erected on north property line of Lot 1 Block H of the Viking Addition. REQUEST APPROVED UNANIMOUSLY.
Item #2 Agnus F. Singleton request a rezoning from Residential Two (R-2) to Industrial One (I-1) for Lot 4 of Block 1 of the Matthews Addition to the City of Jonesboro. General location of this lot is on the south side of Cate Street fronting approximately 50 feet on Cate Street and being approximately 50 feet on Cate Street and being approximately 50 feet east of Allis Street. A motion was made by Mrs. Morse and seconded by Mr. Freeman to TABLE the request until further information was obtained on this rezoning request.
Item #3 Glen Lane request final approval of replat of Lot 9 and 10 of Sloan’s Sub-division of Block A of Sloan’s Addition to Jonesboro, Arkansas into one lot. General location of this property approximately 100 feet north of Steel Street and east of Kitchen Street. Mr. Glen Lane requested this item to be WITHDRAWN.
Item #4 Leon Hedger request final approval of Hedger Subdivision. Property is a part of the North Half of the Southeast Quarter, Section 33, Township 14 North, Range 4 East, Craighead County, Arkansas more particularly described as follows: Commencing north 88 degrees 18 minutes east 49.4 feet to the east right-of-way line Highway No.1 Bypass (Stadium Boulevard); thence north 0 degrees 23 minutes east along said right-of-way line 476.01 feet to the point of beginning proper: thence containing north 0 degrees 23 minutes east 210.0 feet; thence north 88 degrees 18 minutes east 250.0 feet; thence north 0 degrees 23 minutes east 150 feet; thence north 88 degrees 18 minutes east 588.26 feet; thence north 0 degrees 23 minutes east 268.0 feet; thence north 88 degrees 18 minutes east 659.8 feet; thence south 11 degrees 08 minutes west 643.6 feet; thence south 88 degrees 18 minutes west 1377.8 feet to the point of beginning proper, containing 14.70 acres, more or less. General location of this property is on the east side of Stadium Boulevard and one half of a mile south U.S. 63 Bypass. A motion was made by Mr. Brown and seconded by Mr. Ball to TABLE the request until a letter had been received from Mr. Griffin stating that this development is in compliance with stipulation that were put on it in the 1975 September minutes, reading: The St. Design and utility easements be made as required by utility companies and approved by the City Engineer. REQUEST APPROVED UNANIMOUSLY.
Item #5 Wallace Fowler and Fred Dacus request final approval of Fowler Caraway Addition to Jonesboro, Arkansas. Subject property is described as the north 517.2 feet to the Southeast Quarter of the Northeast Quarter of Section 29, Township 14 North, Range 4 East; less and except the east 60 feet thereof. General location of this property is described as being west of Caraway Road (Hwy 173) and south of Vance’s 2nd Addition south of Highland Drive (Hwy 18). A motion was made by Mr. Cooper and seconded by Mr. Brown to approve subject to property owner willing to adjust his storm drain and share in his part of a box culvert on north property line. REQUEST APPROVED UNANIMOUSLY.
Item #6 George and Maxie Stem request final approval of a replat and street relocation in the Curtview acres. General location of this property is described as being south of Race Street along the east and west side of the south portion of Curtview Street. A motion was made by Mr. Cooper and seconded by Mr. Brown to approve request with stipulations: #1 Waive the request of erecting the North half of Allison Drive at the south property line until and unless the property owner or his successor south of this development develops this property and constructs South half of Allison Drive that this be made a part of the annexation ordinance. #2 Upon annexation request being submitted to the City Council we recommend that annexation ordinance be amended to relieve the City of Jonesboro any maintenance of Crawford Drive platted and dedicated Street to the City of Jonesboro.
REQUEST APPROVED UNANIMOUSLY.
Item #7 Al Hendrix request final approval of a replat of Lot 1 of Cobb & Lee Survey. General location of this property is on the south side of Monroe Street and west of Bridge Street. A motion was made by Mrs. Morse and seconded by Mr. Ball to approve request subject to property owner dedicating sufficient right-of-way on Monroe and Bridge Street to result in a 30 foot right-of-way from centerline. REQUEST APPROVED UNANIMOUSLY.
Item #8 Harold Kaffka request approval of a site plan for development property on Forest Home Road. General location of this property is south side of Forest Home Road and approximately 1500 feet east of Bittle Street. A motion was made by Mr. Cooper and seconded by Mrs. Morse to approve request. REQUEST APPROVED UNANIMOUSLY.
Item #9 J.W. Cowles request final approval of Harrell-McDonald Subdivision 1st Addition. General location of this property is west side of Brown’s Lane joining south side of Skilcare Nursing Property containing 0.723 acres. A motion was made by Mrs. Morse and seconded by Mr. Freeman to approve request subject to additional 5 feet right-of-way. REQUEST APPROVED UNANIMOUSLY.
Item #10 Howard Vance request preliminary approval of Vance’s third addition. Property is described as being Northwest Quarter Northeast Quarter Section 29, Township 14 North Range 4 East, Craighead County, Arkansas, more particularly described as follows: Beginning at the Northwest Corner said NW Quarter NE Quarter thence North 89° 56’ east 1320.3 feet; thence south 0° 49’ west 1316.6 feet; thence south 89° 54’ 30” west 1323.7 feet, thence north 0° 58’ east 1317.25 feet to the point of Beginning proper, containing 39.96 acres of which 3.57 acres lies within the right-of-way from Brown’s Lane and Highway 18. Generally described as southeast corner of Brown’s Lane and Highland Drive. A motion was made by Mr. Ball and seconded by Mr. Smith to approve request. REQUEST APPROVED UNANIMOUSLY.
Item #11 Village Communities Inc. request preliminary approval of Candlewood Estates Seventh Addition.
