A Public Hearing was held Monday, July 18, 1983, at 7:00 p.m. for interested parties concerning the 3rd Years Small City’s Application.

 

City Council Minutes, July 18, 1983

 

The Jonesboro City Council met in regular session, Monday, July 18, 1983, at 7:30 p. m. Present were Mayor, City Attorney, City Clerk and all aldermen except Dr. Smith and Mr. Stricklin.

 

The minutes of July 5, 1983, were approved as mailed on motion by Mr. Mays, seconded by Mr. Province. All aye.

 

Mr. Park offered the following resolution:

A RESOLUTION AUTHORIZING AN EXERCISE BY CITY OF JONESBORO OF RIGHTS UNDER SECTION 803 OF A CERTAIN TRUST INDENTURE ENTERED INTO BETWEEN THE CITY OF JONESBORO, ARKANSAS AND THE MERCANTILE BANK, JONESBORO, ARKANSAS, TRUSTEE

 

Mr. Sanderson moved to adopt the 4 resolutions, seconded by Mr. Mays. All voted aye.

 

Mr. Hannah offered the following resolution: (3rd year application)

 

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS AUTHORIZING FILING OF AN APPLICATION TO THE STATE OF ARKANSAS FOR AN ARKANSAS COMMUNITY AND ECONOMIC DEVELOPMENT GRANT.

 

Mr. Park moved to adopt the resolution, seconded by Mr. Shelton. All voted aye. The resolution was numbered 1983:13.

 

Some concerned citizens who reside in the western part of the city asked that the city study the problems of drainage that they are having. The Mayor asked Mr. Bridger to call a meeting of the street department and report back at the next meeting.

 

Mr. Hannah offered the following Ordinance: (Speed limit-Marcom)

                     

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES.

 

Mr. Hannah moved, seconded by Mr. Shelton, to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

Mr. Shelton offered the following Ordinance: (Holly Springs Baptist Church)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Province moved, seconded by Mr. Nix, to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

Mr. Hannah offered the following ordinance: (Greenbriar)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Nix to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

The following ordinance was on 3rd reading: (Richmond)

 

AN ORDINANCE TO VACATE AND ABANDON A PORTION OF RICHMOND AVENUE

 

Mr. Park moved to adopt the ordinance, seconded by Mr. Hannah. All voted aye. The ordinance was given the number 1841.

 

The Mayor asked that the ordinance to raze a structure at 601 Krewson be dropped, reason being that the structure has been torn down.

 

The Mayor explained that the Crane Property has been purchased by the Industrial Committee and that the property is now for sale. Mr. Sanderson moved, seconded by Mr. Hannah to set the price of the property at $6,000.00 per acre. All voted aye.

 

In observance of the Forum’s upcoming anniversary, Mr. Sanderson moved, seconded by Mr. Shelton, to hold the next council meeting at the Forum August 1, 1983. All voted aye.

 

Mike Cameron asked that the council give permission to use $12,500.00 of Revenue Sharing Money to initiate plans to replace the bridge on Nettleton Extended. Mr. Bridger moved, seconded by Mr. Hannah to use the money as requested. All voted aye.

 

There being no further business, council adjourned.
