CITY COUNCIL MINUTES - FEBRUARY 5, 2001
 
The Jonesboro City Council met Monday, February 5, 2001, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego, and 12 council members. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.
 
Councilman Roddy moved, seconded by Councilman Young to approve the minutes as provided. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.
 
Councilman Perrin offered the following ordinance to be read by title only:
 
ORDINANCE AMENDING THE YEAR 2000 ANNUAL BUDGET ORDINANCE FOR THE CITY OF JONESBORO
 
Councilman Young moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Roddy to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Rega for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned number 3270.
 
Councilman Kelton moved, seconded by Councilman Tate to grant a conditional use permit to Mr. Shelby Riley for placement of a mobile home located at 211 Cedar Street, Jonesboro, Arkansas. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.
 
Councilman Tate moved, seconded by Councilman Perrin for the adoption of a resolution expressing the willingness of the City of Jonesboro, Arkansas to participate under the 2000 LLEGB Program. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 2001:04.
 
Councilman Perrin moved, seconded by Councilman Roddy for the adoption of a resolution naming judges, clerks, and alternate workers to serve in the upcoming election for City Water and Light Board of Directors. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 2001:05.
 
Council reviewed the following appointments / reappointments:
 
•Councilman Rega moved, seconded by Councilman Crockett to appoint Ronald Bennett to replace Ed Gill on the Metropolitan Area Planning Commission with an expiration date of January 2003. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.
 
Councilman Young moved, seconded by Councilman Moore to reappoint Mike Johnson to the Craighead County Library Board with an expiration date of January 2006. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.
 
Under new business, Councilman Young moved, seconded by Councilman Perrin for the adoption of a resolution requesting City Water and Light to provide free utility service to two (2) Jonesboro tornado siren locations: 4406 Culberhouse and 5413 Southwest Drive. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 2001:06.
 
Councilman Young announced the Finance Committee would meet on the third Monday of every month to review the budget.
 
Mr. John Puck addressed Council regarding drainage problems in the Farm Creek Subdivision. Mr. Puck provided Council a copy of Jonesboro Code of Ordinances, Section 10.04.02 entitled, "Use of Public Sewers Required." This particular portion of the Jonesboro Code was repealed with the adoption of Ordinance No. 3126. It was recommended that Mr. Puck speak with Attorney Charles Frierson in setting up a drainage improvement district. Mayor Brodell stated he would have City Attorney, Phillip Crego review the laws to see what could be done legally, as well as speak with Mr. Ron Bowen of City Water and Light.
