Opening: Chairman Vance called the meeting to order at 8:38 a.m.

A. Minutes for the August 20, 2008, Stormwater Management Board Meeting
Motion to approve the minutes was made by Zolper and seconded by Wilcox. The minutes were unanimously approved.
IV. SPECIAL MEETING ITEMS
Light handed out the revised Stormwater Drainage Manual and the revised Regulations. He also handed out a copy of the four (4) pages of comments previously discussed. All the major points have been discussed and revised. The Board will review the Manual and Regulations before the next meeting. Light stated that the biggest change to the manual was the removal of in-lieu contributions.
Farmer came in at 8:41 a.m. and Shaw came in at 9:15 a.m.
Zolper questioned the procedure to follow if the revised Manual and Regulations are fine.
It was stated that there needs to be public comment period and a public hearing before the ordinance to accept the manual is taken to the City Council. There will be a 30 day period for comments. After the comments are received, a public hearing will be held. Morris stated that all comments should be submitted via e-mail and that comments discussed at the Public Hearing must have been previously submitted. All comments received will be forwarded to the Board for review and response. Wilcox suggested getting together a list of the comments with answers to give to the City Council for review before the meeting. Farmer stated that the manual needs to be adopted by the January 2009. The schedule was discussed. Vance suggested having a special meeting Wednesday, September 10th, to discuss the manual and regulations. The schedule is attached.
Zolper ask that everyone return their old manuals to the Engineering Department. They can be brought to the next meeting.
