CITY COUNCIL MEETING MONDAY AUGUST 6, 1973

 

The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, August 6, 1973, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named councilmen: Pierce, Park, Dr. Bowers, Hannah, Stricklin, Minx, Smith, Bowers, Goforth, Johnson and Ward. Absent: Bridger.

 

Mr. Stricklin moved with Mr. Ward seconding the motion that the City cooperate and help the schools in the traffic problem that the High School will have when the term begins. The Mayor is to contact the Hwy Dept for traffic control in the area and the city will furnish the signs. All present voted aye and the motion carried.

 

Mr. Stricklin offered the following Ordinance for its 1st reading:

 

AN ORDINANCE TO PROVIDE 4-WAY STOP SIGNS AT CERTAIN INTERSECTIONS

 

Mr. Ward moved with Mr. Pierce seconding the motion that the rule by suspended and the Ordinance be placed on the 2nd reading. All voted aye and the motion carried. Mr. Ward moved with Mr. Pierce seconding the motion that the rules be further suspended and the Ordinance be placed on the 3rd and final reading. All voted aye and the motion carried. Mr. Ward moved with Mr. Park seconding the motion that the Ordinance be adopted. All voted aye and the motion carried. Motion by Park, seconded by Pierce to adopt the Emergency Clause passed unanimously. (#1368 4-way stop signs for S Schools)

 

Mr. Smith offered an ordinance for its 1st reading providing for 1-way, Stop sign and no parking around the Nettleton School. Mr. Ward moved with Mr. Pierce seconding the motion that the rules be suspended and the Ordinance be placed on second reading. All voted aye and the motion carried.

 

Mr. Stricklin offered the following Ordinance for its 1st reading: (Annex @ ASU)

                     

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, BY ORDER OF THE COUNTY COURT DATED JUNE 20, 1973; ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; AND FOR OTHER PURPOSES 

 

Mr. Hannah moved with Mr. Bowers seconding the motion that 220 S. Bridge be condemned. All present voted aye and motion was carried.

 

Hazardous Driving Ordinance was on the 3rd and final reading.

 

AN ORDINANCE DESIGNATING CERTAIN TYPES OF DRIVING OF MOTOR VEHICLES AS HAZARDOUS, DECLARING IT TO BE A MISDEMEANOR, AND PENALTIES DESCRIBED THEREFORE

 

Mr. Bowers moved with Mr. Ward seconding the motion that the Ordinance be adopted. All present voted aye and the motion carried, except Mr. Goforth. Motion by Ward, seconded by Bowers to adopt the Emergency Clause passed. (#1369 Hazardous driving)      

 

Mr. Johnson moved with Mr. Ward seconding the motion that a trailer be permitted at 1002 East Matthews. Mr. Minx voted nay and all others present voted aye. Motion was carried.

 

Dr. Bower moved with Mr. Bowers seconding the motion that the Mayor be authorized to hire appraiser to evaluate 2 pieces of property located on the corner of Main & Monroe, both torn down & cleaned up or in their present state. All present voted aye and the motion carried.

 

Mr. Hannah moved with Mr. Stricklin seconding the motion that specs be drawn up on a backhoe, Knuckle Boom & truck, and a ditching device. All present voted aye and the motion carried.

 

Mr. Ward moved with Mr. Parks seconding the motion that the bills as okayed by the finance committee be paid. All voted aye. Motion carried.

 

Mr. Park moved with Dr. Bowers seconding the motion that Council go into executive session. All voted aye and the motion carried.

 

After the executive session, Mr. Bowers moved with Mr. Smith seconding the motion that each employee be given the opportunity to sign up for the group hospitalization insurance. Those who do not must sign a disclaimer certificate. All voted aye and the motion carried.

 

No further business, Council voted unanimously to adjourn.
