MAPC MINUTES

AUGUST 8, 1985

 

The Metropolitan Area Planning Commission met Thursday, August 8, 1985, at 7:00 p.m. in the Council Chambers, 314 West Washington, to consider the following items.

 

MEMBERS PRESENT: Mr. McCracken, Mr. Hunt, Mr. White, Mr. Orr, Mr. Vance and Mr. Blalock

 

MEMBERS ABSENT: Mr. Ball, Mrs. Barber and Mr. Lusby

 

OTHERS PRESENT: Pat Parsons, Joe Tomlinson and Betty Marlar

 

Minutes of the last meeting were approved as presented.

 

#1 Cliff and Norma Harviel request a rezoning from Residential One (R-1) to Commercial Three (C-3), the following described property: Lot 3, Block A, Spence Subdivision, Jonesboro, AR. The general location of this property is South of Race Street and West of Caraway Road.

 

Mr. McCracken made a motion to approve the request as other property abutting Caraway Road is in fact C-3 and is of the depth that would reach to this lot. Mr. Vance seconded the motion. All present voting aye. MOTION PASSED.

 

STATEMENT: As a matter of record, MAPC has previously reviewed Lot 2 and approved C-3 zoning, and recommended to the property owner that Lot 1, which is outside the city, be annexed.

 

#2 L. J. Boyd requests a rezoning from Commercial Four (C-4) to Residential Three (R-3), and the following described property: Lot 1, Scenic Manor Addition. The general location of this property is the Northeast corner of West Nettleton Avenue and Loberg Lane.

 

Mr. Orr made a motion to approve the request, seconded by Mr. McCracken. All members present voted aye. MOTION PASSED.

 

#3 James L. Schrantz requests a zoning classification of Residential One ( R-1 ). Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to a written statement as to what effect the proposed annexation would have on the city accepting said land. The property is described as follows: Lots 1-23 of Upper Duckswater Addition, First Revision. The general location of this property is West of Arkansas State Highway 226.

 

Mr. McCracken made a motion to approve the annexation subject to the appropriate utilities reviewing the plans and the city engineer reviewing street improvements prior to action of the City Council. Mr. Orr seconded the motion. All present voting aye. MOTION PASSED.

 

#4 Marie W. Allison Daniel, Jerry Allison & John Allison, request a rezoning from Residential One (R-1) to Commercial Three (C-3), the following described property: A part of the Northwest Quarter of the Northwest Quarter of Section 16, Township 14 North, Range 4 East, Craighead County, Arkansas, containing 0.340 acres more or less. The general location of this property is South of Johnston Avenue and East of Caraway Road.

 

A motion was made by Mr. Vance to approve the requests, as C-3 seems the highest and best use of the property and asked that a site plan be brought to the MAPC before a building permit is issued and the City Council action, because of the high traffic volume in the area. Mr. Orr seconded the motion with all members present voting aye, MOTION PASSED.

 

#5 Maurice McCarty requests a rezoning from Residential One ( R-1 ) to Commercial Three ( C-3 ), the following described property: Lots 1 and 2, Block C, Noble Acres Addition, Jonesboro, Arkansas. The general location of this property is North of East Nettleton Avenue and East of Oakdale Street.

 

Mr. Orr made a motion to approve the request amending the zoning from the C -3 request to C -4, and subject to a 6 foot high wood fence buffer being constructed along the North edge of the property. Mr. Hunt seconded the motion, all present voting aye. MOTION PASSED.

 

#6 Maurice McCarty requests a rezoning from Residential One ( R-1 ) to Commercial Three (C-3), the following described property: Lot 2 and the South 10 feet of Lot 3 in Block G of Noble Acres Addition to the City of Jonesboro, Arkansas. The general location of this property is West of Tony Drive and North of East Nettleton.

 

Mr. Vance made a motion to approve the request with the stipulation that a replat of the South lot be brought to the next MAPC meeting along with a site plan showing drainage, traffic plan, zoning and buffer fence along the North line.

 

#7 Tommy and Barbara Rankin request a zoning classification of Commercial Three ( C-3 ). Subject zoning request is submitted under the provision of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what affect the proposed annexation would have on the city accepting said land. The property is described as follows: A part of the East Half of the Southeast Quarter of the Southeast Quarter of Section 29, Township 14 North, Range 4 East, of the 5th Principal Meridian in Craighead County containing 2.709 acres more or less. The general location of this property is North of the U.S.63 By Pass Frontage Road and West of Caraway Rd.

 

Mr. Hunt made a motion to approve the request with the addition of naming the frontage road along the southern edge of the property Corner Place Drive. Mr. McCracken seconded the motion with Mr. McCracken, Mr. Hunt, Mr. White, Mr. Orr, and Mr. Blalock voting aye, Mr. Vance abstained. MOTION PASSED.

 

#8 Louis Hartley requests approval of proposed drainage plans for Manor Heights Addition, Jonesboro, Arkansas. The general location of this property is West of Smoot Drive and South of West Nettleton.

 

Mr. Orr made a motion to approve the request with the stipulation of adding sod on the South side of the fence shown on the plan. Mr. McCracken seconded the motion, all present voting aye. MOTION PASSED.

 

#9 Walnut Street Baptist Church requests preliminary approval of a street plan for the extension of Dupwe Street South of Rosemond Street.

 

Mr. Vance made a motion to give preliminary approval of the request, seconded by Mr. Orr. All present voting aye. MOTION PASSED.

 

#10 Heatherwood Development, Inc. requests approval of preliminary plans for Williamsburg Addition, a subdivision located on a part of the Northwest Quarter of the Northwest Quarter, Section 24, Township 14 North, Range 3 East, Craighead County, Arkansas. The development covers 4.97 acres more or less, and will have six lots. The general location of this property is South of West Matthews Avenue and East of Ferrell Street.

 

Mr. Vance made a motion to approve the request, seconded by Mr. Orr. All present voting aye. MOTION PASSED.

 

#11 Joe Murray requests preliminary approval of High Meadow Subdivision. The development covers 14.02 acres more or less, and will have 26 lots. The general location of this property is North of Neely Road and West of Timber Trails Addition.

 

This item was withdrawn prior to the meeting.

 

#12 Marvin Hinton, Jr. requests a replat of Lot 1, Block H of a replat of Lots 8, 9, 10, 11 and 12, Block H, Belmont Addition, Jonesboro, Arkansas. The general location of this property is South of Rose and West of Main Street.

 

Mr. Orr made a motion to approve the request, seconded by Mr. Hunt. The motion and second were withdrawn. Mr. Vance made a motion to approve the request with the stipulation of putting curb and gutter along Rose Street. to Main. Mr. McCracken second the motion, with Mr. McCracken, Mr. Vance and Mr. Blalock, voting aye. Mr. Hunt and Mr. Orr voting no. MOTION PASSED.

 

#13 City Water & Light Company requests approval of a street profile plan for Medallion Circle, located East of Medallion Acres Subdivision.

 

Mr. McCracken made a motion to give final approval on the request, seconded by Mr. Vance. All present voting aye. MOTION PASSED.

 

#14 The Bank of Northeast Arkansas requests approval of site plans for a proposed expansion of existing facilities located on Caraway Plaza. The general location of this property is North of Caraway Road and East of Nettleton Avenue. Mr. Vance made a motion to approve the request with the following stipulations:

 

1. Curbing be installed on the North and West sides of the bank

2. Letter from Realty Associates affecting traffic around the Bank and Baskin Robbins.

3. Stuck and Associates and the Developer to submit complete site plan to the Building Inspector before a building permit is issued.

 

Mr. McCracken seconded the motion with Mr. McCracken, Mr. Orr, Mr. Vance and Mr. Blalock voting aye. Mr. Hunt voting no. MOTION PASSED.

 

#15 Realty Associates requests approval of site development plans for a restaurant to be located on the Northeast Corner of Caraway Plaza site. The general location of this property is North of East Nettleton Avenue and West of Caraway Road.

 

Mr. Vance made a motion to approve the request, seconded by Mr. Blalock, Mr. McCracken, Mr. Orr, Mr. Vance and Mr. Blalock voting aye. Mr. Hunt voted no. MOTION PASSED.

 

#16 Charles Frierson requests a replat of a part of the Northwest Quarter of the Southeast Quarter of Section 24, Township 14 North, Range 4 East, Craighead County, Arkansas, into Lot 1. The general location of this property is West of Frierson Street and South of West Nettleton.

 

Mr. McCracken made a motion to approve the request, seconded by Mr. Hunt. All members present voting aye. MOTION PASSED.

 

#17 James E. Hardin requests a replat of Lots 12, 13, and 14 of Block B of Lane and Stringer’s Addition to the City of Jonesboro, Arkansas into one lot. The general location of this property is West of McClure Street and North of East Johnson.

 

Mr. Hunt made a motion to approve the request, seconded by Mr. McCracken. All present voting aye. MOTION PASSED.

 

#18 Kent Arnold requests a replat of Lots 1, 2, 3, 4, 5 and 6 of Block 10 of Belmont Addition to the City of Jonesboro, Arkansas; also, requests approval of street plans for the portion of Rose Street abutting the area requesting replat approval. The general location of this property is South of Rose Avenue and East of Greenbriar.

 

Mr. Vance made a motion to approve the requests with the stipulation of curb and gutter with 12" high back with 6" face. All present voting aye. MOTION PASSED.

 

#19 Downtown Church of Christ requests approval of site plans for a church building to be located West of Stratford Drive and South of West Washington Avenue.

 

Mr. McCracken made a motion to approve the request, seconded by Mr. Hunt. All members present voting aye. MOTION PASSED.

 

#20 Fred Dacus requests a replat of the West 135.0' of Block A of Fowler Caraway Addition to Jonesboro, Arkansas. The general location of this property is North of Fowler Avenue and East of Bernard Street.

 

Mr. Vance made a motion to approve the request seconded by Mr. Hunt. Mr. Hunt, Mr. Orr, Mr. Lusby, Mr. Blalock voted aye, Mr. McCracken abstained. MOTION PASSED.

 

#21 James Crawford requests final approval of plans for Crawford’s Subdivision, located on Crawford’s Replat of Lot 4, Kreager 2nd Addition, Jonesboro, Arkansas, and will have five lots. The general location of this property is East of Wood Street and North of Woodsprings Road.

 

Mr. Vance made a motion to give final approval of the request with the following stipulations:

 

1. Owner will construct retention wall or ditch with an earthern berm with drop inlet or suitable pipe (size to be determined by an engineer) minimum six being 12", to allow the slow flow of water on Mrs. Water’s property.

2. The developer will build earthern swale and sod solid with Bermuda to size recommended by an engineer, replace 10" reinforced concrete pipe under driveway and replace concrete in Mrs. Water’s driveway.

3. The developer to request easement from Mrs. Waters to the City of Jonesboro.

4. Curb and gutter along Wood Street.

 

Mr. Orr seconded the motion, all present voting aye. MOTION PASSED.

 

It is also requested in conjunction with this item that a letter be sent to the Jonesboro Street Department requesting continuation of work on Sims Street East of Mrs. Waters’ and on West to Wood Street on the ditch. Also, to check for a portion of the ditch that has been filled in.

 

#22 Quillen and Stella Tate requests approval of preliminary plans for Ranchette Acres, a subdivision located in Craighead County, on a part of the South Half of the Southwest Quarter of Section 6, a part of the North Half of the Northwest Quarter of Section 7, all in Township 14 North, Range 4 East, and Lot 1 in Block D of Crescendo Valley First Addition. The general location of this property is West of State Highway 141 North and North of Bettie Street.

 

Mr. Vance made a motion to approve the request with the stipulation that all county ordinances be followed and that all streets should line up with existing streets, and utility easements be shown before final approval. Mr. Hunt seconded the motion, with Mr. McCracken abstaining. Mr. Hunt, Mr. Orr, Mr. Vance and Mr. Blalock voting aye. MOTION PASSED.

 

#23 S. M. & Kay Blanchard request a replat of the South 5.0' of Lot C and the South 5.0' of the West 16.5' of Lot S of Schade and Crall Subdivision of Lot 1 of Warner’s Addition and Lot 52 of Cobb Survey and the North 48.0' of Lot 6 of Warner’s Addition to the City of Jonesboro, AR.

 

Mr. McCracken made a motion to approve the request, seconded by Mr. Hunt. All members present voting aye. MOTION PASSED.

 

#24 James and Herbert Blalock request preliminary approval of plans for Sunset Hills 6th Addition located on a part of the Northeast Quarter of Southwest Quarter of Section 10, Township 14 North, Range 4 East, Craighead County, Arkansas. The development covers 10.88 acres more or less and will have 41 lots. The general location of the property is west of Airport Road and north of Pamela Drive.

 

Mr. McCracken made a motion to approve the request with the following stipulations:

 

1. Preliminary approval, with the lot size to be revised to show minimum lot depth appropriate for R-1 zoning.

2. City Engineer in conjunction with the developer’s engineer and Highway Department Engineer to consider the drainage factor of the subdivision, specifically to evaluate appropriate action to be taken to include drainage under Airport Road, whether it be highway department engineer, developer’s engineer or city engineer, to bring recommendation on drainage.

3. Developer to investigate diverting Burdyshaw Road to angle East to allow Airport Road lots access to it and eliminate driveways on Airport Road.

4. City Engineer and developer’s engineer to investigate the advisability of placement of swale along North boundary of the subdivision.

5. Developer consider the placement of a fence along North boundary.

 

Mr. Vance seconded the motion, Mr. McCracken, Mr. Orr and Mr. Vance voting aye, Mr. Hunt no and Mr. Blalock abstained. MOTION PASSED.

 

#25 Avenir, Inc. requests approval of preliminary plans for Brown’s Landing Addition, a sub-division located on a part of the East Half of the Northeast Quarter of the Southwest Quarter of Section 29, Township 14 North, Range 4 East, Craighead County, Arkansas. The development covers 2.533 acres more or less and will have six lots. The general location of this property is South of Race Street on the West side of Brown’s Lane.

 

Mr. Vance made a motion to give preliminary and final approval with the developers to secure a letter from the adjacent property owner (Dr. Plunk) stating a commitment to build Race Street on her half of the property. Mr. Orr seconded the motion. Voting aye, Mr. Orr, Mr. Vance and Mr. Blalock, voting no, Mr. McCracken and Mr. Hunt. MOTION PASSED.

 

#26 Professional Acres Development Corporation request a replat of the South 72.38 feet of Lot 7 and all of Lot 8 in Block A, and all of Lot 4, Block B; and the South 257.45 feet in Block C; and all of Block D, all in the 2nd Replat of Professional Acres Development Corp. 1st and 2nd Addition to the City of Jonesboro, Arkansas. The general location of this property is South of East Matthews Avenue and Fleming Avenue.

 

Mr. McCracken made a motion to approve the replat subject to City Council approval of property development. The motion is made regarding planning of the lot and by no means either recommends to city council to approve or deny property use. A site plan is to be brought back to the MAPC for consideration, and is to show also a street development back to the MAPC for consideration, and is to show also a street development plan for Fleming Avenue. Mr. Vance seconded the motion, Mr. McCracken, Mr. Vance, and Mr. Blalock voting aye, Mr. Hunt and Mr. Orr voting no. MOTION PASSED.

 

#27 Professional Acres Development Corp. Requests a replat of all of Lot 5 and 6 and all of Lot 7 LESS AND EXCEPT the South 72.38 feet thereof; all in Block A of the 2nd Replat of Professional Acres 1st and 2nd Addition to Jonesboro, Arkansas. The general location of this property is South of East Matthews Avenue and East of Professional Acres Blvd.

 

Mr. Vance made a motion to approve the request contingent on approval of the City Council on the request contingent on approval of the City Council on the previous items. Mr. Orr seconded. Voting aye, Mr. McCracken, Mr. Orr, Mr. Vance and Mr. Blalock, voting no, Mr. Hunt. MOTION PASSED.

 

#28 Boddie-Noell requests a correction on a replat of one approved by the MAPC on June 13, 1985. The general location of this property is Northeast corner of East Nettleton Avenue and Caraway Road.

 

Mr. McCracken made a motion to approve the request, seconded by Mr. Orr, all present voting aye. MOTION PASSED.

 

#29 Roach’s Paints, etc. request approval of site plans for a building located on the Northeast corner of East Washington Avenue and Houston Street.

 

Mr. Vance made a motion to approve the request subject to the new portion of the building being blocked off along East Washington as a “No Parking” area for 12' . Mr. Orr seconded, all present voting aye. MOTION PASSED.
